Speaker suspends Scott

PATRIOTIC Front (PF) Lusaka Central member of Parliament (MP) Guy Scott was on March 30 suspended from the National Assembly for 30 days for breaching parliamentary privileges.

Speaker of the National Assembly Amusaa Mr Mwanamwambwa suspended Dr Scott after the Committee on Privileges, Absences and Support Services found the MP with a prima facie case.

Dr Scott recently wrote a letter to PF Chililabombwe MP Esther Banda, through The Post, in which he said the clerk of the Select Committee should make public its proceedings on the scrutiny of Justice IreenMambilima who was reappointed as Electoral Commission of Zambia (ECZ) chairperson.

He told Mrs Banda to try to persuade the committee to ensure that all proceedings concerning Mrs Justice Mambilima’s appointment are in the public domain, contrary to parliamentary rules and regulations.

Dr Scott’s suggestions to Mrs Banda are contained in a letter published in The Post of February 23, 2011.

In his ruling, Mr Mwanamwambwa said Dr Scott’s conduct was not just a mockery but demeaning to the House.

“The House is extremely displeased with the MP’s blatant misconduct of disregarding rules and procedures. Dr Scott’s behaviour to author and cause to publish the article prematurely disclosed the proceedings of the Select Committee to the public.

“So, in accordance with the decision of the House, you are suspended from the services of the National Assembly, accordingly. I now order that you leave the chamber through the main entrance on a 30-day suspension as resolved by the House,” Mr Mwanamwambwa said.

He said Dr Scott’s irresponsible conduct did not only interfere with the task of the committee and Mrs Banda as a member of the committee but had potential to injure Mrs Justice Mambilima who did not have an opportunity to defend herself.

Mr Mwanamwambwa said as a senior member of the House, Dr Scott should be familiar with the Standing Orders of the House which clearly set out the rules and procedures of the select committee.

“I take this opportunity to remind you, Dr Scott, that, in accordance with Section 28 (2) of the Powers and Privileges Act, Cap 12 of the Laws of Zambia, during the period of your suspension, you will not receive a salary or allowance that you are entitled to as a member,” he said.

Mr Mwanamwambwa said Dr Scott will not participate in any business or activities of the National Assembly, its committees and activities he participated in as a member outside the House in his capacity as MP.

He said the proceedings of the select committee are not open to the public but MPs have an opportunity to debate the report of the select committee in Parliament.

Mr Mwanamwambwa said it was during this debate that Dr Scott should have expressed his views and concerns on Mrs Justice Mambilima, to the House and not in public.

“It was, therefore, unwarranted for you to rush to the media and prematurely disclose the proceedings of the select committee. Furthermore, your reference to the National Assembly as a fake democracy did not only make a mockery of the House but also brought it into ridicule and disrespect,” he said.

The speaker reminded Dr Scott, who is PF vice -president, that the respect accorded to Parliament has been built over the years and the House expects every member to continue building on it.

Mr Mwanamwambwa said it was highly irresponsible for Dr Scott, who is a senior MP, to bring down the integrity and dignity of Parliament in the manner he did.

He said this should serve as a warning to other MPs because the House will not tolerate gross indiscipline and misconduct.

Guy Scott is also one of those great political activisits of our times.

  3. Good that Gay has been caged.But the kaponyas never seem to learn, the other day it was kambwili the ‘shadow finance minister'(ha ha ke ke) who was apologizing to the House.

  5. Gentle people. We need to start looking at a new way of dealing with information. Very soon we should have galleries of parliament and other law-debating fora filled up with people who wish to know the truth. Recently, in Namibia, electoral challenge court proceedings were given full TV coverage for all people to follow and see for themselves what was going on. I would imagine we should start moving that direction so that speculation and gossip is lessened.

  6. If your grievances cant be adhered to in the right manner, you take to the streets thats the only way. guy is a learned man so stop refering to him as a kaponya after all all learned people vote for PF only villagers vote for MMD.

  15. The PF stands for Publicity Foolery. They play to the gallery. Mr Sata goes around the country attracting thousands of youths to crack jokes and Scott spends much time on his Post blog doing the same. They criticise but offer no solutions to the serious problems the nation has. HH has seen nothing tangible coming from PF, now we know.

If you are failing to govern yourself then dont expect that you will be a good leader,if you can not be trusted with small things what about bigger ones,to me in PF the head is rotten so is the tail,Sata always publishes secret letters from state house,and internal pact letters when it was still there so are his minions and vultures who think like their leader,PF has the potential to set our country on fire,PF be sober minded have direction with your to ma tribal MPs,let our leaders have confidentiality that August house is bigger than that regional PF,lets respect our own exective organs i think diplomats have given us zambians names coz of these conducts being shown by PF

  19. # 26 I share your grief. Us bloggers should at least exhibit literacy but unfortunately we react to articles just like market kaponyas. What about the people who cannot even read and write? Tunisia and Egypt looked at a bigger picture – ie moslems, Christians, all tribes, regardless of social affilliations. But we are busy talking about homosexuality and gays – Is this going to feed, educate, protect your youth, the future of Zambia?

  20. We know what Guy did in Chiluba regime. He declared swine fever in the country (he was a pig farmer), had all his pigs slaughtered and compensated himself heftly from government coffers. Even FTJ had to let him go. Now I am sure he has perfected his act from Sata association. I have nightmares when I think of what Sata and his gang are going to do if ever they got plot 1.

    Guy scott understands the biased nature of the speaker, he protects the interests of the MMD government and this atmosphere has created mistrust among members of the opposition.
    In progressive democracies like India, parliament has galleries of the public who want to follow the discussions of their representatives. Are you telling me that these countries have KAPONYAS in parliament? Your suppressed parliament endorsed the NCC act which has gobbled K135,000,000,000, for FU.CK ALL! Start thinking and debating like N0. 6 Kalok.

  22. why people insulting one another..i tend to wonder the calibre of people found here..arcording to the article..Mr Scott disrespected the house rules which should be condemed by any sane person..not diverting from the topic..it looks like there people who cant discuss the issue at hand without attacking other people..this is the reason why we are not developing we spend much time attacking other people at the expense of development..we should change our attitude for this country to go forward..with this kind of attitude we will always have a minority colonising us…just like the MMD though they could enforce there propaganded consititution.

  23. Let us examine issues as they are. Guy is just telling us that parliament is not respected and lowered. He doesnt have confidence in it anymore though he is there and itz true. The house has is it is, is heavily manipulated by the MMD coz of arrogance of numbers. So I see nothing wrong in what he wrote.

  25. Even if Dr Guy Scott is wrong, I find the comments from some bloggers condemning him to be worse crimes than what he did. There is no need for us to resort to being racist to make our points. Small men think themselves big when as cowards they insult others in the comfort of their hideouts!!! Some bloggers here can’t say the same words if they met Dr Scott in person. Cut out the insults! Those who claim Dr Scott is gay, what proof do you have? Are you his gay partners? If Dr Scott was an MMD MP will you, who are condemning him now used the same vulgar language?
