RTSA contributes over K670 billion to the Treasury in the last 5 years

The Road Transport and Safety Agency (RTSA) says it has contributed over K670 billion to the Treasury in the last five years in revenue collection.

RTSA Deputy Director Robert Mtonga says RTSA’s contributions have been increasing yearly due to its timely and consistent collection of revenue from clients.

Mr. Mtonga said this in Lusaka yesterday when parliamentarians sitting on the Parliamentary select Committee on Communication, Transport, Works and Supply toured the institution to familiarize themselves with its operations.

RTSA in collaboration with the Zambia Police Service (ZPS) Traffic unit has in recent years put in measures to ensure safety on roads in the country with offenders being punished by having their vehicles impounded for failure to follow traffick rules.

Various penalty fees are charged on the impounded vehicles before they are released to their various owners.

Meanwhile Mr. Mtonga has stated that RTSA is faced with numerous challenges in its efforts to deliver desired results to the public.

He cited the challenge of seconded police officers at the institution who normally connive with members of the public to defraud the institution of viable resources.

Mr. Mtonga explained that it is difficult to discipline police officers at the institution claiming that they don’t report to RTSA but to the police command.

He has since appealed to the parliamentarians to help harmonize the impasse that has rocked the institution and seconded police officers at the institution.

And Parliamentary select Committee on Communication, Transport, Works and Supply Chairman, Batuke Imenda assured RTSA management that it will table their concerns when parliament resumes.

Mr. Imenda said RTSA is a very strategic institution to the country’s social and economic development.

The parliamentarian has since called on RTSA to computerize most of their systems if they are to avoid lose of time and revenue through manual operations.

  1. Where does the money go? Look at drum holes forming in our roads. They want to contribute to MMD campaigns by introducing new driving licenses

  2. Oh raisingno wonder there is a strategy to change driving licences legulary. You can make more money for govt by charging sensibly, otherwise most money will end up with the traffic officers.

  3. Thats good RTSA. Impound many vehicles especially public transport operators. I am however not happy with this Director. As a manager, he should have found a better way of showing displeasure on the seconded police officers. The blanket statement he has used to describe them may affect the operations. While it is true that police officers MAY be corrupt, this corruption may not involve everyone. Managers should learn communication skills.

  4. The police officers are good. Its PAYE. Why should I be arrested then pay to the state and that money is just used by politicians. Its better I give that money to the police officer so that he feeds his family

  5. what a load of crap, no analysis from this director.

    the monies are going up not because of rtsa efficiency, but due to
    1. increase in number of cars, which means increase in number of vehicles due for road tax, fitness, carbon tax and nay other vehicle related taxes
    2. the annual increase in all the above mentioned taxes

    it’s got nothing to do with efficiency or planning, just numbers

  6. @ Everyone above, you see mr. Robert Mtonga a MWANAWAKWITU, doing his job as should and accounting for it. If he be corrupted it shall not be of his doing for such as he even challenged SATA and MMD business partners by taking away personal parking spots and business ones for the greater publics benefit. His job is to ensure revenue is collected and not to mens potholes, so great work brother; if only our other brother Miyanda would open his eyes and recruit vibrant young politicians, technocrats and wise heads from the west, east, north, south and in-between directions of Zambia. Then we would initiate our rebirth as a nation.

  7. Some posters above have you no good to say for someone, even when what they do is right and within their job description? I shall not say anything about Nubian princess, because she usually posts with a genuine care of the Zambian people. I see no wrong in mr. Mutonga blanketing the responsibility on the ZP. He even stated that he would like to work more diligently with the officers who are tasked to enforce traffic laws, but since their command is directly from Lusaka central he cannot. In his plee he has asked the parliamentarians to help resolve the disconnect professionally, not only is that honorable but a first in Zambian ( to borrow a Senior citizen term) myopic government departments.

  8. Even simple things like a proper set of traffic lights in a small town like Kitwe. And there busy even boasting that they collected K670 Billion, aweh mwe! that is just so wrong! We need to get a court order preventing the clowns for collecting money in such pitiful motoring conditions. I brought a SA friend he called it ‘Land of potholes’ & “Know where you r going” due to the lack of street signs , bill boards hazard markers, mile markers etc etc surely what will it take????
