Livingstone Town Clerk reinstated for the second time as saga continues

The Local Government Service Commission (LGSC) has with immediate effect reinstated Livingstone Town clerk Ms Dras Neves and recalled her to duty
with full benefits.

This is contained in the statement obtained and signed by Local Government Service Commission secretary MacLoud Nyirenda and dated April 22nd 2011.

The decision was reached at after the April 15th 2011 sitting by the LGSC where it passed a null and void resolution on the suspension and termination of employment of Ms. Neves.

“The Commission at its sitting in Livingstone on 15th April 2011 resolved that the suspension and termination of Ms. Drastress Maria Sanana Neves’ contract of service as Town Clerk was null and void.

Consequently, the Commission has with immediate effect recalled her to duty with full benefits,” said Mr. Nyirenda.

And when contacted, Ms. Neves confirmed receiving the letter of reinstatement and said she will be reporting for work on Tuesday,April 26th after the long Easter holiday.

Last month, Local Government and Housing Minister Brian Chituwo directed the City council to follow laid down procedures in the suspension and termination of the contract of Ms. Neves.

Livingstone Mayor Aggrey Njekwa confirmed that the council had received the letter from Dr. Chituwo on the procedure the council should follow on addressing concerns against Ms Neves.

He said according to Dr Chituwo’s letter, the contract of Ms Neves can only be terminated by the Local Government Service Commission (LGSC).

Mr Njekwa said the letter further advices the council to channel their grievances on Ms. Neves through the commission.

“We received the Minister’s letter today at 10:35 hours from the provincial local government officer and so we are sitting this afternoon to take the right procedure in terminating Ms Neves.contract,” Mr. Njekwa said.

Mr Njekwa said Ms Neves will not work peacefully if she decides to return for work now as the situation at the council is volatile and further alleged that she had a pile of charges against her but he however, did not state the cases.

“Even if the town clerk comes here she won’t be able to work in a peaceful manner because the situation is volatile, moreover, I have a pile of charges against her so there is no way she can survive the on-slot of the mayor,” he said.

Earlier, Dr. Chituwo had ordered the council to immediately reinstate Ms. Neves because they did not have the powers to terminate her contract and ordered the council to immediately give back her office, official vehicle and all the emoluments that go with her position.

But Mr. Njekwa defied Dr. Chituwo’s directive saying he did not respond to press statements, arguing that there was a procedure to be followed between his council and the ministry.

  1. its only in Africa where there is too much wasting of resources, its in Africa where people feel happy to fight for positions because of free personal to holder vehicle, free house, free electricity and water bills, free money for holiday while the majority are in poverty. When is civilization ever going to take root in Africa? Cant people learn to accept that they are not wanted in the working environment and move on?

  2. This Town Clerk saga is not new. I recall years ago Town Clerks refusing to be transfered ( Simwinga and Kabimba ? ). It is high time procedures were made clear. Where are the technocrats ?

  3. Some of these mayors are really hopeless. He need to be suspended by the councillors for making things so difficult for his Town Clerk to work.

  5. @ Livingstone above, the mundane boma ni boma statement is the reason why African nations are were they are at. I know a group of people that think that way but due to my belief in how things get better with God and hard work I shall avoid the subject. Back to the topic, where is officer Ndandula SIAMANA to arrest the situation :-).

  6. Why is the mayor so adamant at firing this lady? From what I gather shez been doing her duties quite well, including bashing corrupt practices in the mayor’s office. Is it because she carries a not so Zambian surname, and is rumoured by the mayor to be partisan towards MMD? Whichever the case, I smell a rotten fish? People in Livingstone, what’s the real deal there?

  7. Councils have always been difficult to manage. Decentralisation is good but its not the panacea to this rot

  8. #9 that is true she is a person who do not believe in giving plots to Councils workers and they family members who later sell them at a higher price. the hate her for that……….She know her work.

  9. The breking news in that she is leaving Livingstone council and will be replaced by Ekan Chingangu, the current Mazabuka Town Clerk.

  10. Lstone council is in a mess at the moment. I was recently in Lstone and I couldnt believe the dirt i saw at the back of the council and the cbd. The embattled Town Clerk tried to mop out insanity in the council and the mayor and other workers are not happy.

  11. Listen to us Livingstonians. Dras Marie Neves has messed up the Council since she joined. Nothing has been able to work well. All she has thought about is travelling to fill her pocket. She is a blue eyed girl, she does not know how to work with people and should be with machines. She does not even want to see us the common people only the people she wants to work with. Her interest is to get money a house and a car. People do not want her let her leave Livingstone.
