Sata’s claim to create more jobs than needed in 90 days is a fallacy-Liato

Government has said that it is a fallacy to claim that a country like Zambia can resolve unemployment in 90 days.

Minister of Labour and Social Security Austin Liato said in Lusaka yesterday that the claim is far-fetched.

Mr Sata said on Hot Fm Radio that he would create employment for all Zambians to the extent that the country would have to outsource, as everyone would be employed.

“Only untruthful politicians can take advantage of the unemployed by promising them jobs in three months. Even those who do not understand economics cannot believe that this is possible.

“Mr Sata is misleading only those who have little understanding of economics and taking advantage of the vulnerable,” Mr Liato said.

Mr Liato said Zambians cannot be cheated and they are wise enough to know that Mr Sata is politicking and does not understand what he is talking about.

He said President Banda has been working hard to improve the economy and create employment.

Government has put in place various policies to ensure that the country attracts investors and opens up employment opportunities.

He said Mr Sata should tell the nation why he failed to do what he claims can be done when he was in government.

“He should first explain to the nation what has changed now before making such promises,” Mr Liato said.

  1. This Minister is dull and no wonder Zambia shall remain backward in the hands of these leaders whose creativity and thinking is limited and blinded by the politics of the belly and bootlicking.

    Let’s face it Zambia, as much as I hate the rogue blogger Mushota on some of her views on Zambia, she is often right when she says Zambia is dirty backward and all that.

    So if a serious government embarked on serious public works to clean up the nation expand roads, build seriously infrastructure to support tourism, build world class airport to take advantage of Zambia’s central location, you can see how Sata’s claims are not far fetched. We could absorb all unemployed.

    • Even the most industrialised/developed economies still have a % of unemployment not because of frictional unployment and other factors but because not everyone could be employed.so what economics are u using to have zero unemployment isnt this is mere dreaming or cheap politicking

    • Umployment is defined as somebody looking for a job and not finding it. Of course there are people who would not look for jobs and just sit at home and you cannot include those in the employment stats

      And ofcourse this has to be broken down per sector

And to be honest Sata is one of the dullest politicians I have ever seen. Give a chance and prove him wrong when he fails. MMD u been in power forover twenty years and now is the time u realising to putting policies that would attract inverstors and employment uh? U failed to raise money to pay the famers yet u were able to raise 4.8 billion towards Kafupi’s funeral in three days, Mwebushi mweeeeeee.

  3. Look at most town interconnecting roads, they are all so narrow and a hazard to drive on. Look at the many shanty compounds that would need upgrades. Look at many vast tracks of land needing to be used for farming. Zambia is backward, Zambia is dirty , in fact I can advocate the building of a new capital City and that would surely create more jobs than our labour work force

  4. Morning blogers, first of all we all know that change is inevitable in any given situation. But this does not mean that we must change just for the sake of it. Like I wrote yesterday we need serious and competent leaders who can offer quality alternatives not just day dreaming. Am not so much in support of the MMD but when I hear such policy statement from would be next presidents, I wonder whether we really need to change because like the saying goes, the devil you know is better than the angel you don’t know. Can someone in the PF come to the rescue of their leader and expunge more on this mirth of 90 days and outsourcing of employment. This is a fallacy and its ludicrous to say the least.

I for one would like to hear a leader who will tell me the extent of damage mmd has caused and worn us of the hard times a head as we together repair the damage. Saying anything to the contrary suggests inconsistency in advancing reasons wanting to kick out mmd.

  13. Sata has pledged not to let down Zambians and most people believe in his leadership. He has promised that Zambians will see REAL DEVELOPMENT when he forms Government this October 2011. Currently what is happening not development but fake projects to woodwink those without memory. The height of campaigns will remind Zambians the terrible things MMD has done to Zambians in the past. For instance, if MMD is working why is the Kwacha so weak in the midst of the mineral boom? Surely we need leadership committed to Zambia and Zambians and not what is currently obtaining. Three quarters of Zambia’s work force is on casual or temporal basis earning between K300,000.00 to K K700,000.00. Do Zambiambias what to continue for another five years like this? The answer is a straight NO. CHANGE NOW

Gentlemen, Sorry to move you away from the important topic, but I thought you should know more about Mushota, the person who usually irritates many on this site.I have just learnt that Mushota is a product of an unwanted pregnance. She used to stay in Kaunda Square in Lusaka before she met a middle aged disabled white fella in Livingstone. The white fella took her to Scottland where I am told, she abandoned him and married somebody else. Before that, she was co-habiting with a certain Mulenga who made her pregnant but unfortunately had a miscarriage and was abandoned abused, and neglected by this Mulenga. A close friend, who is a nurse at an institution in Scottland revealed that she is a show-off and is a problem with fellow migrants. I will update you more on her personal details later

The development we are seeing now did not begin now, it has taken years of preperations and a stable Gov’t. Most of this started in Mwanawa’s era. The 90 days development is a fallacy, it has never happened anywere eslse in the world. Can we have examples..please.

    How many Zambians were in employment in 1964?

    How many were in employment in 1991?

    How many are in employment now?

    If Sata creates 10 by bringing back the Task Force to bring our money back

  24. On the dawn of plural politics in 1990, we saw the MMD as a party for the future with a Zambia full of milk and honey. It was perceived as a prmoised land, with a the late FTJ seen as as a Moses.

    We had hopes and dreams as we grappled with poverty that was blamed on UNIP and its leadership. I can see the same euphoria today and I can hear another fake Moses promising to take us out of Egypt, through the wilderness to Canaan in 90 days!

  25. @26 I agree with you. In 1991 when MMD was campagning, there was hope for everybody because they promised that they will create employment. But they formed Govt nothing much really changed. They even started changing statements and said that change will come but it will take time. Chiluba used to say Rome was not build in a day!!!! MMD had even promised that when they come into power everyone will be driving. Ask Grey Zulu, he will explain to you. I remember him refuting a statement that there is no where in the world where every citizen owns a vehicle.

  27. I find it hard to believe that people can sink so low not to understand that creating jobs in 90 days. Let us look at the current pace at what the govt is coming up with potato developments. If the govt had the will and passion to build all these roads, control out sourcing in the mining,
    encouraging the local / overseas zambian businessmen and women to invest in Zambia and given them the same suppo and insentives that they give to FDI. Increasing shares in mining companies rather selling the shares that Zambia has. All this will sure increase jobs creation, productivity and can be developed by Zambians rather foreigners. We all understand we need FDI but this will only come when Foreign companies are making hefty profits as it is happening in mines/locals are not benefiting from copper

  37. Ok to those people bashing my views on replies on comment #1 and #4, let me unpack it for you. There is a difference between employment creation and projects completion. We are not saying that all the projects that will create jobs will be completed in 90 days. We are saying that these projects can be initiated within 90 days and people employed. And these people can work on these projects for the next 5 to 10 years and the infrastructure they create will generate other service jobs on a sustainable basis.

    For example just taking advantage of Zambia’s central location can create permanent jobs for years. Look at Singapore. The Airport alone as a central hub contributes $2 billion dollars to their economy in GDP. Why can’t Zambia use their central location?

If foreigners have as much control in Zambia as you claim, do you think they will sit back and lose that control without inflicting some sort of damage on the economy? He was booted out the union because of his misdeeds. So people like that have very limited thinking.     The email NEVER said the money was in the country. It said the money has been secured. It could be sitting somewhere else for all we know if at all the email is true.

    The reason I am speculating is Mr. Sata has not explained to us how he’ll create all this employment within 90 days. What am I to think when he has not explained how he’ll do it? There is an email of which it is alleged was authored by Mr. Lubinda, and the email gives a breakdown of how employment (by PF) can be created within 90 days. Can you blame me for speculating on this email when Mr. Sata has not explained how he’ll create all this employment within 90 days. All I am doing is speculating. I never said I believe what the email says…you did.

  48. #52 Public works will create jobs as I said in posting #1 and #4. Employment creation is not the same as project completion.

    Your MMD has launched unprecedented number of projects in the last two months in record time like they have never done before and do you think that is not employment creation? And have you done an audit to see how many jobs have been created. And there are still many projects that could be initiated. If you just extrapolate from what the MMD is doing in an attempt to win votes , you can see that the 90 days jobs CREATION is not far fetched and is doable.

    Politics aside this is doable. Zambia is such a small population. What is 13 million really? Our people deserve better from the resource boom we have now.

Look around we opened up SADC, Angola, Mozambique, DRC, East Africa are all open for business. There is a drought in East Africa and they are looking for maize. Zambia had a bumper harvest.   52. Put things into perspective. Hate Chiluba for the hunger he inflicted on us all, but the fact is that with his bold action he laid the foundation for private enterprise. The problem in Zambia today, and one empathise is that education (HDI) investment was non-existent in the 80s and 90s. Many of our folk are either unemployable or choose to remain in Chibolya when they could be earning a life in the Nkushi bloock, for example. In other words go find a job- they do not come to you.     Public works is not a convincing enough argument. The Obama administration started out with about $700m to $800m to spend and some of that expenditure went to “public works”. That did not put much of a dent in the unemployment rate.

    Secondly, PF has pledged to reduce taxes. Where are they going to get the money to carry-out these “public works”??

    The fact remains “Public works” is your argument and not Mr. Sata’s argument. I have not heard “public works” out of Mr. Sata’s mouth or any other senior PF leaders mouth. Mr. Sata still has not explained how he’ll create all these jobs within 90 days. I want to hear it straight from Mr. Sata or any other senior PF leader. Public works is your argument, not theirs.

  55. With respect to foreign investment this was always MMD strategy and it was always the right one. The issue for me is that SAP and privatisation could have been done more slowly to ease the pain. But we are where we are.
    The climate is great for developing the country as evidenced by the investment that is continuing to come to the country. There is a problem of course and that isthe fact that Zambians (i) because of lack of entrepreneurial skills and (ii) lack of capital are unable to share in the profits. We need some discourse on this. The private sector should be encouraged to emply and train young people. Cont’d

  60. I agree 100 %, zambia has a very small population, literacy levels and unemployment can be dealt with much better than what is the situation now. When somebody argues like this, it shows there is credibility to the argument and I concur. There is no reason Zambia should be in this poverty, we can make things better and RB has tried in the few years he has been in Govt. We don’t want people to be cheated with the 90 days story, and if by chance you are voted into power, you will start to twist the story, but you would have already been in Govt and it would be too late to do anything about it.

Apamwamba – with due respect am begining to think that u left ZED along time ago. those of us in businesses even in rural ZED dont find this envoronment good for local business. who has employed your relatives?? Issues are bad taxes on a few such that the risk on locally grown investment are punishing. the contribution on rate of failure is bcoz of Gov expenditure and much of it is largely due to waste on politicians like the one above.     Most of the diaspora have choices where they invest their hard earned money, and believe me most of us do not have the most glorious jobs, but the preference is to invest back home.

    They are not doing it for charity.

    The GRZ inefficiencies and corruption are a sad reality. Unfortunately these problems are not uncommon in Africa. Even SA is reeling in it as we speak.

  76. Like some people have said already if  Sata initiated infrastructure development projects immediately after coming into office this can be achievable. To sustain the employment, we just make sure that repairs and maintenance is done regularly. Sata must prioritise manufacturing over services.Let the money they are using on boosting the service industry be spent on capital projects. 

    All these things will hopefully bring about immediate employment and provide the govt with revenue through taxes. Sata is right about taxes. Reducing taxes could increase the TAX revenue. Here in UK taxes were raised heavily in the 80s (I think) and this resulted in lower tax revenues. The higher the taxes the more people look for loopholes to avoid paying (fact).

Those who are simply swept up by the rhetoric of a political leader and will support that leader regardless of what they say or do; this type of voter uses emotions more than they do reason in making a decision, it is this sort of voter that supported Hitler when they could have stopped his craziness and it is also this sort of person that was a Hutu killing a tutsi in Rwanda. The other sort of voter uses reason based on real facts and an understanding of prevailing trends in their country and surrounding markets. The voter who uses reason in their decision making also listens to both sides before making any decisions because they know that the ramifications of making the wrong choice are huge. In any party you will find the people who do ask hard questions and those who just follow on the basis of how their leader makes them feel and the trust the put in them. In my experience I see more voters who use reason in MMD, they do say yes corruption needs to be dealt with, yes there could be improvements but they also understand the progress the government has been able to achieve and the economic principles its using. I’m hard pressed to see that sort of voter in the PF…there are some who reason that nothing can be as bad as MMD, I think here emotion is affecting reason…things could be worse, they’ve been worse before..this makes comments like these myopic.

There are those who follow the vague promises of reduced taxes….The republican party in the US usually makes promises of lower taxes, but its hardly ever a reason to vote for them…more is needed. So I sense that PF voters who say this are actually moderates who are aware of the intellectual short comings and hold on to this promise as a reason to continue supporting them…again this is not a pragmatic voter. On the MMD there are also people who vote for people without thinking, they are blind supporters who just treat politics as some social event, same is true of PF or UPND. The reality is that PF has MORE of that sort of supporter than any party…..like Mr Capitalist has said, PF has not actually gone on a limb and said how they will create change.

In the UK, it was known before the election last year that Cameron and Osborne were going to make serious changes to government spending and also make vast changes to the fiscal regime and also try to make social change via their “big society” idea. This was not a secret, in fact when they were elected in….the capital markets reacted to it because people knew what to expect. In Zambia the reality is that PF hasn’t said much beyond change in 90 days or vague tax breaks and being harder on labour laws. Something more substantive is needed for those of us who like to use logic and reason to make our decisions. Why risk the unknown? Tell us so we know what to expect and then can weigh the alternatives. This isn’t a game, this decision will affect 13 million lives….

  110. My advise to every one who reads this blog is to focus on the issues that Zambia needs fixed and then critically think about how each party says they will fix these problems.

    Before you vote write a list of the most important things that Zambia needs to fix. Then also write a list of the things that have been changed for the better in the last 20 years. Think about areas that have gotten worse over the last 20 years too and figure out why they have become bad- is it the Politics or the results of the Post-Kaunda collapse of Zambian socialism? THINK CRITICALLY ABOUT THE ISSUES. Then CRITICALLY EVALUATE THE POLITICIANS POSITIONS ON THESE ISSUES. Choose a leader who you think on the basis of reason is the most ideal person to fix these problems also considering a long term view of things

  111. My personal opinion is that all these people who are jumping “on the boat” will lead Zambia down a waterfall if they are elected into power. In my view since Sata started running for the presidency in 2001 he has relied heavily on insulting others, using populism and promising people positions in his potential government. For these reasons I don’t think he is a good leader, that doesn’t mean he can’t win the election. To me it just means he is inept to be the President. The fact that he has lost 3 times already also emphasizes this……..but what shocks me is how the supporters of PF don’t care about the fact that he has lost 3 times. Why can’t you choose a new leader?..Honestly its this sort of blind support that allowed Hitler to become Chancellor in Germany!

  112. Be critical of yourself, your beliefs and the people you support. Think critically about the people you support, their economic and socio-political plans. Think hard about these things and don’t be rash about your decisions……make your vote really count, make you vote hard for any politician to get. Don’t just give it away……make them work very very hard for it. If you give it away, the politicians won’t ever take us seriously, thats why they become un-accountable- regardless of whether they are MMD or PF. PF takes its supporters for granted by not removing Sata even though he has lost 3 times, the MMD takes its supporters for granted by not being more hardline over corruption in the civil service.
