The Commission of Inquiry appointed to look at the cases of the January 14th riots in Mongu in which 2 people died has clarified that it has no mandate to talk about the Barotseland Agreement of 1964.

Commission Chairperson Roger Chongwe noted that although the riotous behavior was as a result of the abrogation of the Agreement by parliament, the commission was only appointed to ascertain cases of the fracas.

He pointed out that the Barotseland Agreement of 1964 is a valid document hence the commission will not restrict people from submitting on the matter provided that they feel it was related to the case of the riots.

Mr. Chongwe was speaking in Mongu during his opening remarks of the first submitting setting of the commission.

He said the commission will receive and respect all the evidence that brought about the anger and frustrations in the people in Mongu.

Mr. Chongwe has since appealed to all the people that wish to submit their reports not to feel intimidated by anyone as they are protected by the law.

And Mr. Chongwe has appealed to Western Region Police office to submit its report on the cause of the fracas.

He said the Police should submit its report at 14:30hours today.

President Michael Sata on 6th October, 2011, appointed a commission of inquiry into the Barotseland Agreement and the commission has began its submitting processes in Mongu.

  1. President Michael Sata on 6th October, 2011, appointed a commission of inquiry into the Barotseland Agreement and the commission has began its submitting processes in Mongu.

I thought that the commission was set up to look at the Barotseland agreement. Now we are being informed that the commision was to look at the riots . . . what is this Mr Chongwe.

  2. The agreement is a valid document why talk about it? They want to have their own information of the problem. They do not want to fight again.

  3. This commission s for Sata to buy time and not act on the pre election BA 1964. Once again the baLozi are being dribbled.

  4. Dr. Chongwe do not mislead people, that document is illegal and void. This commission lacks merit because it does not involve alleged target victims that caused the riots.

Let us remember that some pro BA64 groups, where calling for those who do not support the BA64 to leave Western province, by January 14th, how come then that commission did not include some members of the Nkoya Royal Establishment?

This is a half baked commission and it will amount to nothing because one can not expect a perpetrators to police themselves without including the alleged victims in order to find a lasting solution.

However, it is good that the terms of this commission clearly state that they are not discussing that illegal document.

  5. This is how wars are sparked in Africa. Libya’s destruction and the demise of al Gadhafy did not happen in a vacuum, the two events happened in a context and that context being dictatorship.

  6. The barotse royal agreement is NULL & VOID.lets talk devlopment guys,LOZIs are just a bunch of SELF CENTRED niggas.nowonder western province is the least developed and has one of the highest poverty levels in Zambia.they should change there attitudes if the region is to develop,i dont see MCS giving in to them.

  7. yaah!!!!mukolehe we told you about Sata you thought he will give it to you now he has power….my fellow lozis please wake up from been used stand for justice

  8. My only comments on this will be to point out the fact that this appears to be a “Commission” to establish what went on. The other so called commissions we have heard about so far ie to probe the sale of Finance Bank and Zamtel that were supposed to report back to the President in 30 days were just a farce at best or an indictment of the Presidents lack of appreciation for the work involved in such a task. No wonder the concluded the there were no documents on the sale of FBZ.

  9. Did you look at the septermber, elections? Lozis did not contribute much to sata’s elections other than mongu and hence i dont see any reason why he shud be rushed, afterrall most zambians dont understand the BA and they think all the Lozis need is an excuse to cut themselves from Zambia and that is wat everyone doesnt want. Why cant we burry the BA for good?

  10. bravo well played, lets keep the commission about the riot and not the BA64 coz soon as we do that the findings will be inconclusive, we offered a hand don’t try and take the whole arm.

  11. i agree with other contributors i have little understanding on BA64.every time the issue is raised i smell tribalism.its like pushing the BA64 agenda very hard has the potential to cause problems to any government

  12. The issue is always about RB. In this case it is about using an Easterner to convict another Easterner over the Mongu deaths. Imwe ba Easterners, ba MUZUNGU WANGA. Wake up! Iwe Roger Chongwe, Sata will never pay you the US$6m compensation you wanted from Rupiah and over which you have so much hatred.

  13. There are 5 people who died in the Mazabuka riots and billions worthy of property destroyed and business losses than in Mongu.Lozis seem to be more influencial.

  14. My Lozi friends could you enlighten me what you want to achieve with BA, what does it mean when the BA is implemented, what will change, what will it allow you to do that you can’t do right now.

  15. ba lozi batekanye, otherwise they will be a joker of a century, you westerners do you really think Zambia will be divided?

  16. @12 Kabebya. The province with the highest poverty levels is Luapula Province as per 2010 statistics. Why dont you do yourself a favour and click the story on the left column about inflation dropping by 0.1 per cent. The statistics about poverty are there from the Central Statistics Office.
Lozis are self centred niggas really? What is your half literate President of Bembastan doing? You i.d.iots have somehow convinced yourselves that you are very civilised and impartial. Once again tell me what to call Sata’s appointments that are confined to Bemba speaking ethnicities. You should be the last m.or./on. to call others self centred you bloo//dy monkey!

  17. There is some thing inque about the lozis. Sata should know that lozis dont forget history. so if he wants to iqnore their request. they too will ignore him in the next election if he will still be that young to stand again

  18. we want our own rule in bulozi as a kingdom. we are tired of thieves who have been rulling us. after all we have a powerful king and educated. the culture is actually one of the best in Zambia. we have minirals in shangomba and we can came up with fish industry and other industries from donors can be established too. so this Sata we refuse now. some one who works only on threats. he is now threathening todesolve parliament for what. what is he scared of. is he normal. the disctor in africa. sata will be like gadaffi. they have the same qualities actually. the only diference is that Sata is very ugly

  19. just look at the cabinet. their is only inonge wina. the rest are bembas.
lozis are not considered to be people at all in these possitions

  20. Sait patrict you are not fair in your comments, if its true you are a Zambian. if lozis didnt vote for Sata so what. its a democratic nation remember. infact he should no that we dont like him at all. why cant he give us what we want. we can start from their. what does Zambia got that can scare western province. mind you the Litunga is mor ducated and articulate than Sata. Sata cant even aattend international meetings coz he cant express his self in good behaved launguage. he can only mix with kaponyas like you. i for one hate him too and infact he will be short lived. i will only get to Zambia wen Sata’s term comes to any end. i cant stand it at all. i hate the man

  21. Could someone assist me understand these issues, we have Lozi friends who say they do not like Sata and did not vote for him, yet they want to have their issue a priority, how about those who immensely voted for Sata, are we suggesting that those who immensely supported Sata have no pressing issues??

  22. If we are to go by the pattern of voting, one would argue that those who immensely supported Sata wanted to have their issues urgently addressed by Sata and those who did not want Sata to address their issue did not vote for him, it is unfortunate that those who did not vote for him and confirm that they do not like sata want their issues addressed first and they are the ones making the loudest noise. How fair is that

  23. its funny how pissed off our lozi brothers and sisters are let us work on developing zed this seperation is bullshit! as for those crying about positions he has to select mps ii guess every country has those *****s wanting out Canada has quebec UK  has the  N Irish we have the lozis
hate sata all u  want he is  PRESIDENT!!    :-)

  24. “Commission Chairperson Roger Chongwe noted that although the riotous behavior was as a result of the abrogation of the Agreement by parliament”

The mighty knowledgeable lawyer, Dr Chongwe, has admitted that the BA64 was ABROGATED.  He has also acknowledged that the BA64 is a VALID DOCUMENT.  Manyai baye bayo ichuka ni lilengwami le liinzi mwa State House. MASIPA NI MINUNGU!!

  25. ‘Tamanga’, is that your understanding of govt?- that it should firstly concern itself with those that overwhemingly voted for the President? How ridiculous is that? Which political dispensation are you espousing? Its such dinasour politics that trigger irationale conflicts, wars and genocide. Whether you voted for a particular President or not does not take away any rights of protest or demands.

  26. @40 Of course it does not erode the fact that the president is for all Zambians whether they voted for him or not, what i’m trying to put across is the fact that some people feel their issue is more pressing than others. It is also understandable that people want to reap or like reaping were they did not sow, the concern is if those who supported Sata immensely have the patience what more those who did not.

  27. @ 40 And what did Sata do on the first press conference, there is a saying that those who do not appreciate little things chances are, they will not appreciate big things either. What is killing our society is selfishness and self centeredness. I’m curious to see how you are trying to achieve your goals by antagonising those you want to help you resolve your issues, how are you going to achi

  28. Is it difficult to give people what they want and hold them against their will like Egypt was doing to the Hebrews children. if they egyptians were wrong, are the rulers and their supporters not doing they same, Know that for sure they finally went out even before a mighty hand of God killed pharoah and his armies.
