Govt mends ‘burnt bridges’ with Angola

PARLIAMENT yesterday heard that relations between Zambia and Angola have normalised after President Michael Sata sent First Republican president, Kenneth Kaunda, to apologise over what the previous MMD regime did to that country.

And Parliament has approved estimates of expenditure for the Office of the President, State House and those for the Vice-President’s Office.

Foreign Affairs Minister, Chishimba Kambwili, said he recently went to Angola where he held talks with an Angolan minister who assured him that Angola was now ready to cooperate with Zambia after the head of State apologised.

Mr Kambwili was responding to complaints by Zambezi West MP, Charles Kakoma, (UPND) who said that Mr Sata was wrong to tell the nation that there was tension between Zambia and Angola over what the previous regime did to that country.

Mr Kakoma said that people in his constituency were now living in fear following remarks from Mr Sata that there was tension between the two countries. But Mr Kambwili maintained that Mr Sata was right to inform the nation that there was tension between the two countries.

He said Zambia needed to apologise to Angola for the wrongs it did, hence the move by Mr Sata to send Dr Kaunda as his special envoy. “MMD had a problem with Angola and we apologised and now the relations are good,” Mr Kambwili said.

But former Home Affairs minister, Ronnie Shikapwasha, said Zambia never did anything wrong and there had never been any tension between Angola and Zambia at any time.

Chairperson of the proceedings, Mkhondo Lungu, who had a tough time controlling the debate which was punctuated by numerous points of order, urged members to stick to the debate on estimates of revenue and expenditure for the country.

Mr Kakoma further urged Government to ensure that State House was not turned into a party headquarters for the PF and its cadres. Mr Kambwili said Government has engaged contractors to work on State House grounds saying the previous Government had left it dirty.

Earlier, the House approved estimates of expenditure for the Office of the President and State House amounting to K34bn. The House also approved estimates of expenditure for the Office of the Vice-President amounting to K73, 529,733,630.

Mpongwe MP, Gabriel Namulambe (MMD) and Kalomo MP, Request Muntanga (UPND) called on the Vice-President’s Office to ensure that people in agricultural settlements were given good services and allowed to acquire titles for the land. Vice-President, Guy Scott, assured that Government would do everything possible to address the plight of people in resettlement areas.

Earlier, Mr Lungu curtailed debate by Monze MP, Jack Mwiimbu (UPND) for taking to task, Lusaka Province Minister, Miles Sampa, whom he accused of tribal hegemony in his debate last Friday instead of focusing on the Budget. Mr Mwiimbu said Mr Sampa should be condemned by all Zambians for championing issues of tribal hegemony.

Mr Sampa later apologised for issuing ‘tribal’ remarks.

  2. It is true there was tension between us and Angola and Sata is on right track to correct this situation. In 1998 in South Africa, I was almost physically beaten up by a group of Angolans upon discovering that I was a Zambian. They told me they were going to **** up my country. I didn’t the situation was that bad and it was acutely felt by ordinary Angolans. No, the MMD’s disappearance from government is good riddance, they could have plunged Zambia into a war they could never win.

  4. Why did Sata make Angola a priority. Is it oil? If so how does he intend to exploit their oil? Is he thinking of importing their crude oil or their refined fuel products?

    Indeni certainly cant process Angolan crude. It was desined for Middle eastern oils. I can only imagine truckloads of petrol, diesel etc from Angola. Anyway, good for Zambia.

No.1, Mr. Sata was not President at the time MMD messed our relations with Angola and because of that we cannot hold him responsible for the sour relations which existed between our two countries. Always, the CEO or the president carries the can. And even if Mr. Sata contributed to the souring of relations, you cannot fault him for taking steps to correct the situation. Wise people take corrective action but fools would want the sour relations to continue. If you wronged your neighbor, isn’t wise to reconcile with him, even if it is your wife who caused the confusion?

What are they talking about?am lost now,in the post paper BY explained that MMD didnt support the angolan rebel but the ruling govt of dos santos if am right,Zambia didnt by anyway do wrong but did what was right,i dont support MR SATA’S way of going about it,if he wanted to he should have apologised without involving the outgoing govt,its unearthical lets learn from the democrats and republicans in the US no matter the war between them they never use such tactics to gain political mileage and apologise to a country hehehehe we are one people and am sure what the govt did then was reasonable and in our interest,they plundre resources but in such an issue its a non starter,cheap blows as if one can stay for a long time in power

  9. it is strue mmd supplied wapon to unita that time, i lived there in zambia  before am angolan  even the zambia security intellengency the were just keep eyes on us , we didn’t feel free  because one man  of zambia  security used to stand at the coner of the street  where i lived, angola goverment knew everythin about it, but anyway  iam so happy what sata has done  let bring everythin that the both country to used to be

Maybe you don’t know Maria Chimona in Misunsundu farming block in Chief Chiwala just the boarder Between Zambia and Congo DCR former Zaire. In 1992-98 this is where alot of trucks were passing from down South with heavy armed security escort were passing and there were tensions between security and armed forces who wanted to inspect the trucks cargo.Trucks were detained and the paramilitary officers were threaten with a suck if they continue to detain the trucks. These trucks were loaded with weapons. As you usual plot1 was heavily involved. So argue with evidence rather cadre driven.I rest my case.

  11. I don’t know why so many people have become a bunch of pretenders.You dont lose anything by keeping quite. Many people just want to talk for the sake of it but no substance. Silence is golden . Let Michael Sata lead because he is the President and he knows much better than those of you who are criticizing him. He knows things that most of you don’t, and only a fool can send an envoy to Angola to go and apologize. Apologize for what, if nothing went wrong? Only a crazy person like some of you can do such a thing. We are thankful for the apology made because we have to mantain our good relationship

  12. I salute you Mwansa Mulenga, you are a very sensible man. Keep advising some of our friends who think that they know it all than President Sata. Makes me wonder why, they never stood for presidency if they are so wise than Mr. Sata. This is washing dirty linen in public. There is wisdom in keeping quiet at times than exposing your foolishness in public media.

    am not saying its wrong to apologise but politicising the issue,you people dont think when you like a person thats why chiluba and others ripped us plain,are you telling me sata wasnt part of the MMD resime then too? whether he was president or not he kept quiet and now he says they MMD,he should have apologised and not distance himself,you think am not thinking straight,its you

  14. imagine dora siliya making a party in future and saying she didnt like the MMD decision because shes the president of bumms party……tititititi people think,am non partizan i dont support any1,you dont learn?at one time not supporting chiluba was a big offence but it changed hope you learnt,am not saying dont support PF NO so far they are fine but this issue was done in a wrong manner for them to gain support and not because of love for the country,simple…good angola and us are at peace
