President Sata asked to either quash the Barotseland Agreement or call for a referendum

The Nkoya Royal Council and the Kazanga Cultural Association of Western Province have appealed to President Sata to either quash the Barotseland Agreement or call for a referendum whose cost should be borne by the British government.

Nkoya Royal Council chairperson Edwin Nkomesha and the Kazanga Cultural Association chairperson Layton Kaushiku said this during a joint press briefing in Lusaka yesterday.

Mr Nkomesha said the President, using powers vested in him by the Constitution, must quash the Barotseland Agreement.

“We the people of Western Province do not want the Barotseland Agreement. We therefore appeal to the President to quash it,” Mr Nkomesha said.

He said a few greedy individuals are using the Barotseland Agreement to foment confusion in Western Province.

“We don’t dislike anyone but we hate the Barotseland Agreement, which segregates us as Nkoyas and other ethnic groups of Western Province,” Mr Nkomesha said.

He said there’s a government in place that must be recognised and respected.

Mr Nkomesha said if the government goes ahead and implements the Barotseland Agreement, the country’s peace will be compromised.

“If Government goes ahead and implements the Barotseland Agreement, it will be 21st century slavery and we will react,” he said. He said the Nkoyas must not be underrated by anyone.

Mr Nkomesha said it is only a handful of people in Western Province who are agitating for their interests and Government must not give them a platform.

He said in the event that Government does not want to quash the Barotseland Agreement, a referendum must be called.

“This Barotseland Agreement is not our baby. It’s the British who are the architects, so they must fund it,” Mr Nkomesha said.

He said he did not agree with anyone who says first President Kenneth Kaunda must intervene, saying he was merely a Prime Minister at the time of signing.

“Leave Dr Kaunda out of this because it’s the British who were calling the shots then,” Mr Nkomesha said.

And Mr Kaushiku of the Kazanga Cultural Association said Zambia is a unitary state and secession talk must not be entertained.

Mr Kaushiku said the Nkoyas will not be part of clandestine activities that have been linked to a named group in Western Province.

“We are also of the view that this Barotseland Agreement should be quashed for the sake of peace in this country,” Mr Kaushiku said.

He said only a few people are giving an impression that all people in Western Province are interested in the agreement.

“In fact, there are only two provinces, Eastern and Northern, that are not touched by this Barotseland Agreement which is being championed by a few greedy people. So will all these other provinces accept it?” Mr Kaushiku said.

Why would the british want to pay for this fake rebellion, when Cameron has refused a refrendum on Europe here, remember he actaully did promise one, President Sata said he would look into this Lozi claim and he has done so. GRZ there is no such thing its a big con by some drunk club members, us Lozi men drunk too much just give us more beer and some meat please, we shall talk again when Pf finally leaves office in 2032 thats their 4 terms done

  4. Those calling for succession or parallel Government in Baroasteland, we are now in a democracy “power to the people” it would entail we hold a referendum. Give us the boundary of Baroasteland and let the people within the boundary vote whether they want to be independent from Zambia under the rule of the BRE! Highly doubt the referendum would go your way!

  5. Nkomenshya’s hatred for non – Nkoyas is renkowned. Should be entered in the Guiness Book of Records. Which Nkoyas is he speaking for? Posters leading to palaces of our Nkoya chiefs read Barotse Royal Establishment Mayakwa Palace, Which chief is he representing? In the 90s, this same Nkomenshya was bought for a pound to say waht he is saying today. Now he is dragging the Kazanga people in his selfish, hate fight in a vacuum. I am Nkoya, more Nkoya than he is and closer to a BRE Nkoya royal house and the next time he opens his mouth to speak for me, he must make sure he consults me first

  6. NKOMENSHA YOU HAVE SPOKE SENSE. THE B.A IS GETTING OUT OF HAND AND CAUSING TENSION NOT ONLY IN THE WESTERN BUT ALSO IN OTHER PROVINCES. I JUST WONDER WHY THE ELDERS DID NOT FIGHT FOR IT ALL THIS WHILE AND ARE JUST RISING FROM THE GRAVES TO INVOLVE THE YOUTH IN THIS ISSUE. THE YOUTH IN WESTERN SHOULD KNOW THAT THEY ARE JUST BEING USED WHEN THEY SHOULD CONCENTRATE ON DEVELOPING THEIR MINDS AND LIVES. THOSE OLDER ONES WILL LEAVE THE EARTH TO JOIN THE ANCESTORS.

The Barotse agreement is nonsense.we just have to use it for dencetrazation.We don’t need another country.Why should a few individual Lozis rule over us in 7 provinces.Let us hold referendum and see.These guys are jokers.I’m also fade up with this nonsense barotse issue.HH should be very careful.No one said Zambia would be divided.Even PF said we would use barotse agreement to decentralize the provinces.Sata never said he would give cut Zambia into two parts.
    Please fellow Lozis let us not be used by selfish politicians.

  8. The Barotse Agreement has nothing to do with other provinces. These two chiefs are disgruntled ignoramuses who are not wanted even by their own people. The govt risks going the way Rupiah Banda went if they don’t take this issue seriuosly. Sata must ask Rupiah what it felt like to cry on TV after losing elections. Those that think that Western province is a light-weight are advising Sata wrongly and guiding him to his own peril. The British people had nothing to do with the agreement and the commitments that chicolour Kaunda made to Lozis in 1964. Kaunda is the fu.ck.ing cause of all this trouble. It is either Barotse Agreement is attended to or decentralisation is implemented. Short of that, Zambia will soon decend into unprecedented chaos. Never underrate another human being.

  9. #4 Steel, even pipo outside the ‘Barotse border’ must vote in the referendum…We have guys who are married to lozis (Male & Female) so the referendum must be national. Anyhow I like this Chief obsevations and suggestions. It is just he is in Lusaka, some may accuse of hiding a brown envelope…

  10. What is really wrong with the Lozis? Do they want a Swaziland-like system where there is an absolute monarchy with one family ruling in perpetuity? The ordinary Swazis trying to fight the ruling clique are badly suppressed, if Barotseland secedes, it will only be the Lozi royal family that will be the winner taking all the spoils. By the time our ordinary brothers realise it, they will be back to Square One. Charles Milupi, you have the potential to lead Zambia. Go out to Northern Province, Eastern Province, Copperbelt and all over the place. For the sake of peace and unity, I volunteer my services to accompany you. Let love prevail!

  11. Hi people of Zambia, let us give a massive support to the PF government and our President Michael Sata. The only way we can redeem Zambia from economic collaps is to make sure that those criminals in the name of political Leaders pay back what they looted. Please there should be no mercy applied on those silent killers. Innocent people are languishing in prisons when those criminals are moving freely driving expensive cars at the expense of poor Zambians. George Kunda should not be left without telling Zambias how the money was spent on the contitution making process hat failed the Zambias.

Your leader will create war in zambia and already apologised for his involvement in sngola. you think they can not supply weapons to western province..?you jocking..Other provinces do not want SATA at all costs.

  13. Barotse agreement should just be used as a blue print for de-centralisation of all the 10 provinces, giving natural resources to the people of the land because that’s the only way these people will accrue benefits from these resources. No more, no less…..

  14. I agree with Kausiku. I am married to a lozi but do not support this BA. It is a retregressive document. Let us leave in harmony as Zambians with our improving democracy which has now been rated `Flawed Democracy` which is just a step to becoming a `Full Democracy`. Why agitate for such archaic things like BA. And, the map for Baroseland extends to Central, Southern, Copperbelt, N/Western, Lusaka and parts of Luapula and Muchinga provinces. Are all the people advogating for the restoration of this agreement being practical? Let`s tell the PF to take development where it is needed, stop tribalism, stop corruption, honour their 90 days promise and we stop this BA nosense.

HH is an opportunist who is trying to mis lead the westerners. this cannot haappen under whatever cirmstance. there are a few politicians trying to drug every zambians in this. the presido is very correct,its not just western province which is under developed.let BRE and GOVT dialogue on how to develop that place,but not at the expense of other parts of zambia. the chief must be commended for his statement,there is no reason to insult him. Lozi is a group of tribes and you wonder wether everyone is for the idea.HH should not use his tribal politics to dilute these people,even tongas fall in the BRE.

  16. I have cousins who are Lozi, Tonga, Bemba, lala, Lunda, Luvale, Kaonde, Ngoni, Ghanaian, Tswana, British, Dutch, and we are all proudly Zambian. My family is not unique in this arrangement. So, those who want to split Zambia are really truly in the minority of minorities. Decentralization makes more sense. Otherwise, referendum.

    I am sure you have a small brain. HH never asked Sata or anyone to campaign based on lies. People died in western province before Sata took over based on the same issues. Maligning HH in this case shows how brain stunted one is. Sata has to find and give them the promise he made to them. Lies never, never help. Be true to your self and the people of Zambia

    George Kunda had a budget line for the constitution making process. The tax payers contributed. I guess its Sata who should explain which budget line is paying his friends in all these witch-hunting commissions. Not even a toilet in my house can be managed the way these commssions are being put in the country. Sorry for saying the truth

  19. A Soli man by the name of Nkomeshya masquareding as a Nkoya…eeish. All palaces in Kaoma be they Mbunda, Lui, Luvale or Nkoya chiefs have Billboards marked Barotse Royal Establishment plus the Chiefs title. I have never come across a Nkoya Royal Council one. Someone is a paid vuvuzela! Sata should learn from this that it is unwise to make irresponsible promises just to get votes. That is not leadership. Please PF Vuvuzelas click on Mabenga’s (A Lozi you are insulting) and Siliya’s advice to Sata on the related links below this item. And rather than aim your poisonous tribal bile at all Lozis ask yourselves why Sata was making promise over the BA64 he new he was not going to honour. Ask yourselves whether this is mature leadership.

  20. Like it or not Barotseland autonomy and self-determination will never be stopped by anyone of you guys, no matter whether you cry with hands behind or holding your heads. The Barotse Nation is real, believe it or not. No intimidation of any kind will stop it. President Sata said we dialogue and we are prepared for that. But those who use words like quash must go for medical examination.

  21. Nkoya people are protesting because they have always been known as slaves to the Litunga and the Lozis. Appeal to the Litunga to give you more land to build more huts since you have multiplied and increased in number.

    Comrades Nkhomesha and Kaushiku, ask the President for an audience so that you can formally remind H.E. Sata on the dates of forming Kafue Province.

    This barotse nonsense is holding back development and the only way forward is to push for the establishment of Kafue Province.

    We understand the government wants to build a university in Kaoma called Nkoya University. Please consult the President and recommend an ideal location for the university.

  23. BA64 is real and needs better handling or else you wont have it right. Whoever thinks Lozis are the minority is misguided. If you combine all the Lozis in zambian towns you will be shocked at the numbers. Note however that we are a piece loving people and are not fake.

  24. All those who comment on the BA and say if implemented will bring chaos haven’t read the document. There is no place for cessation in that document so I urge all Zambians who are concerned with this issue to google barotse agreement 1964 and get an idea of what you want to talk about before you expose your ignorance. Its very common for most Zambians to comment on issues they don’t even understand and most times they comment on things they heard someone comment on. Read and be knowledgeable before you comment on important issues!

  25. Quash the BA64? Its not that simple. I did not know that these Nkoyas were so dull! Quashing means resorting to pre-1964 status!

  26. Implementation of BA64 means unitary country. The absence or non-implementation is what most Zambians should be scared about. I dont even know why people are crying to retain Barotseland as part of Zambia when most appear to clearly despise the Barotse. The Barotse just want to leave you in peace. The consequences will be borne by you and your government. Its taht simple.
