Luapula Province Civil Servants asked to be routinely transferred from ditrict to district

Some Civil Servants in Milenge District of Luapula Province have appealed to the Patriotic Front Government to consider transferring civil servants from one district to the other in order to give officers a fresh minds and career enhancement.

An officer in the Ministry of Agriculture Jackson Mukanzo made the appeal to Luapula Province Minister Rodgers Mwewa who visited the district recently and addressed civil servants on the need to change their attitude towards work and dedication to provide quality service to the public.

Mr Mukanzo said he had been working in the district for many years and there was nothing new that he was looking forward to in his present station.

He said he wanted to go for further training and enhance his career prospects but Milenge district was too familiar an environment to him for any prospects of improvement in his work.

He said he knew every corner of Milenge and all the people and their shortcomings which did not inspire him anymore adding that once transferred to a new environment, he could even become a better performer because he will face new challenges with a fresh mind.

Mr Mukanzo volunteered to be transferred even to the newly created Lunga district in the Bangweulu swamps where he said his mind could open up saying in Milenge his mind is confined to a limited radius.

He said it was difficult to appreciate working in Milenge because there was no radio and television signal and that even newspapers never reached the district.

“We are backwards here and there is no source of news from anywhere and we do not know what is happening in the Zambia. It is difficult to make any progress in this environment,” he said.

And Luapula Province Minister Rodgers Mwewa agreed with Mr Mukanzo that transfers were important because they bring new challenges and new ways of thinking to people.

He said the PF Government will support the decentralization policy because it will help in addressing issues of local transfers and other disciplinary cases as opposed to centralised system in Lusaka which delays decisions and implementation of programmes.

Mr Mwewa said it was important for every civil servant to feel motivated to do their work and the PF Government will soon embark on building houses for civil servants countrywide.

“We want to put a smile on your faces by improving your conditions of service and building decent houses for all civil servants countrywide,” he said.

  1. Imwe ma sivo sevants, just coz mr kateka keeps shuffling and transferring aba ma ministers and gvt officials, you also feel like joining the pate so zat you can be considered to be re-shuffled.. pilishi dont make it the zambian republic of shuffling!

  2. govert shd seriously consider constructing hosues for civil servants like in other countries that way transfers wil be esasy. i hope the PF wil reverse the damages the late9MHSRIP) did by sellinbg govt houses so cheaply for political mileage!

  3. the idea of asking for transfer is not bad.motivation and exposure is very important.when people over stay in an area and position,they tend to personalize the institutes and plunder resources since they know all the system.
    let us not criticize anyhow but try to see the other side of the idea.people need motivation.over staying in same position negatively affect production.new experiences lead to growth.

Mr.Mukanzo,the transfers you are talking about are far fetched especially as regards to you because you don’t stay in Milenge,but Samfya although work station is Milenge.So Mr.Minister infact the way forward is that mukanzo and the team should first be seen to be staying in Milenge before advocating for their transfer.Infact the group should be on half salary because their input is low compared to their government salay,otherwise it is agreable tranfers are an incentive to workers firstly to develop theselves and develop communities they seve

    Back to the topic.No TV or radio signal,Newspapers dont reach the district.This raises questions on pf’s move to create more districts which at the end of the day remain white elephants like Milenje.If the monies being wasted on CoI and new white elephants they are creating were spent on providing basic services in existing districts like Milenje one would say their priorities are in the right direction

  6. That is actually a good point, moving civil servants around — “umwana a shenda, atashya nyina uku naya”. People need to be exposed and moved from place to place, given a chance to perform and shine.

  7. Useless Lazy Chap,watever transfer Mr Mukanzo is seeking pls, dont even think of taking him to Southern province..! SP is now a -No Go Zone- for hopeless Luapula and Northern breed…! infact ,we ar now putting beacons to mark the province boundaries clearly and later put up an ELECTRICAL FENCE to scare aware scarvengers like SATA and his PF.

  8. people don’t just talk of transfers this is a very expensive activity that the government would spend. why not talk of unpaid allowances that civil servants have not been paid. for one to be transferred the government has to spend settling in allowance which is a 25% of one’s annual salary and foot the bill of transporting the family now how many will be transferred.
