Speaker directs VP to provide answers on the rehabilitation of State House

Speaker of the National Assembly Patrick Matibini has directed vice president Guy Scott to this week furnish the house with answers on the companies engaged to rehabilitate State house and Government house the official residence of the vice president.

The Speaker’s directive followed a point of order raised by UPND Monze central Member of Parliament Jack Mwiimbu who wanted to know whether it was in order for the executive to continue ignoring furnishing the house with answers on questions raised despite directives by the Speaker for executive to provide answers at appropriate times.

Mr Mwiimbu cited the failure by government to go back to parliament with an answer on which companies were contracted to rehabilitate State house and Government after the 20th September 2011 elections.

In his ruling Dr Matibini noted that Mr Mwiimbu had raised a pertinent and valid point of order. Dr. Matibini said that Dr. Scott should be able to respond and update the house over the matter within this week.

Meanwhile, Parliament heard today that Police officers in the Choma incident in which a suspected witchdoctor killed two officers last week had run out of ammunition.

Home Affairs deputy Minister Ngosa Simbyakula told Parliament in response to a question by Choma central Member of Parliament Cornelius Mweetwa who wanted to know what the facts are in the case in which two police officers from Choma Police Station and a suspected witchdoctor were killed in Chikanta area in Kalomo District as reported in the Public Media, specifically the Times of Zambia and the Zambia Daily Mail of 6th March, 2012.

Mr Simbyakula told the house that Police officers had gone to the area to arrest the witchdoctor who is suspected to have earlier killed a member of the neighborhood watch.

He said that retreating after running out of ammunition, the Police officers discovered that another officer was missing following the earlier stabbing and hacking to death of a female police officer by the witchdoctor.

The home affairs deputy told the house that after reinforcements the Police officers returned to the scene in the early hours of the following day and found the village deserted, recovering four bodies two for Police officers, one for the neighborhood watch member and that of the witchdoctor.

And Home Affairs Deputy Minister Ngosa Simbyakula said that Government intends to buy more protective gear for police officers. Mr. Simbyakula said that authorities want to buy more bullet proof vests and body armour to protect officers in dangerous situations.

The Deputy Minister said this in parliament this afternoon in response to a question from UPND Choma Central Member of Parliament Cornelius Mweetwa. Mr. Mweetwa wanted to know the facts in the case where two police officers from Choma police station and a suspect were killed in Chikankata area.

Mr. Simbyakula told the house that Government does not pay officers any risk allowances. He said that the allowance was in 2004 integrated in the basic salaries officers receive.

    • he is good only when he agrees with the opposition. he was recently blamed as biased when he ruled in favour of the government.

  9. The issue on the rehabilitation of State House was posed in parliament in October/November 2011 if I am not mistaken. And i remember the Veep stating that he would issue a statement in parliament on that issue. He didn’t. If that is not lying, then I don’t know what is. At some point in December 2011, I also remember the veep saying in parliament that he would outline the successes scored by the PF government according to the 90 day promise. He never did. I only hope that now with the indulgence of the Speaker, we shall get to know the truth, without lying.

  11. May be its just me. if we were to priotise the rehabilitation of public infrustruture. i would say UNZA should be the center of focus for now. Its not like state house is falling apart like UNZA. We would appreciate more if sata sacrificed his sense of laxioury and give that to the much needed childred. Sata is a father and surely will understand how wonderful that would be to invest into UNZA.

  12. UPND debating the issue of Witch doctors(imfwiti) in parliament just because it happened in their province? Trying to find a case against PF I suppose? Do you people have better issues to discuss? Gone are the days when the mighty Anderson Mazoka (MHSRIP) would present a parallel budget to what the gvt presented in parliament. By the way we need to see UPND manifesto. PF published theirs when they where in opposition and yet you call them kaponyas.

  13. They can’t give you an answer because it was Apollo Construction, part owned by Hon Alex Chikwanda (Cobby’s cousin). If this ain’t corruption then i don’t know what is. PF are just as bad or even worse than the MMD. Their so called fight on corruption is mere window dressing while they do their dirty deals behind closed doors. All this shady business will one day come to light and justice will be served.

  14. The single-sourcing of Chikwanda’s Apollo Construction, just to pack more money in PF cadres’ pockets, is the worst form of corruption emerging on the African Continent. Apparently, the ACC is surprisingly MUTE on the Apollo Construction saga but strangely very active to harass RB’s family and former MMD Ministers. We pray that Zamtel’s IT Unit will configure electronic data with some elements of truth into this PF-ROBBOT in the name of Guy Scott, who is being paraded by Sata as a cosmetic Vice-President. We need seriousness, not jokes. God forbid. We also expect the ACC to dig deeper to unravel source of Billions of Kwacha that Sata and Dr. Katele loaded in suitcases for the MMD Convention under Chiluba’s regime.

  15. KweKwe says @ # 13. You are a dull supporter of PF. Attend some night school classes to learn more civics. The PF published a plagerised manifesto which was a hybrid of UPND and UNIP documents. Since PF never had a clue on the contents of its Manifesto, hence the confusion of implementing wrong ideas. Where in PF’s document is it revealed that their President shall unilaterally re-align districts and provinces?

  16. I hope he can also explain why State House needed rehabilitation whose cost I hear hit billions of Kwacha. Thats cost cost of building one modern mansion. Are they saying the civil servants employed to look after State house were not doing a good job? or they just wanted to add some glamour to it? marble and stuff!

  18. Just shows that our Police are not adequately trained. How can police (with guns) run away from a couple of villagers who are only armed with traditional knives & axes! What was police shooting at to run out of ammunition as if they were faced with bandits armed with AKs? What kind of police tactic is that? A trained person should be able to disarm someone wielding a knife without any need to use a weapon – even me with my little self defense courses, I don’t fear a chap with a knife.

  19. @ #21 you are very right this is really an issue of ill-trained police officers probably were even drunk with kachasu. Do our police officers do some physical keep fit exercises or the rely on lilayi training done decades ago.Anyway where do they find time for such if always busy scheming and suffering from ” nichekelekosasis sydrome coupled with unbalanced diet due to poor wages leading to weak bodies. Sata must start honouring his lies about cops”s plight.  

  20. Parliament should not let Scotty off the hook easily on this one. The clowns must come clean and explain why they could not follow procedures in the award. They were obviously up to no good. we can not different sets of rules for different people in one country. Cobby and Chikwanda are not above the law, they must be called to account and appropriate action taken for corruptly awarding each other contracts. It goes without saying that Cobby got his “cut” in the transaction. Why else would he award the contract to Alex?
