The Movement for Multi-party Democracy has produced documents and receipts it says prove it has been submitting returns to the Register of Societies. MMD treasurer Mwansa Mbulakulima produced the documents in Lusaka this morning during a media briefing.
Mr. Mbulakulima has since described the registrar of societies as a treacherous person. He wondered why such a decision was made when the party has been following the law. Mr Mbulakulima added that it is disappointing that some people want to take advantage of the MMD just because it is no longer in power.
And The Zambia Centre for Inter Party Dialogue (ZCID) says the decision by the Registrar of Society to de-registrar the MMD is a threat to the country’s democracy.
ZCID Executive Director, Horrance Chilando has since advised the Registrar of Society to rescind its decision and find other amicable ways of resolving the matter.
He said ZCID supports the use of dialogue in resolving important national matters to promote democracy and foster development.
He also questions why the Registrar of Society had to take over 20 years to realize that the former ruling party was in arrears.
Mr. Chilando said in a statement that it does not make any sense for the Registrar of society of society to wait all these years to take a decision.
He said no democratic system can function without alternative parties and candidates adding that parties are crucial in aggregating interests, and presenting alternatives to citizens.
The ZCID Executive Director also stated that political parties plays a central role in generating cadres of leaders who promote democratic governance principals and monitor elected representative.
Mr. Chilando has since called on all well meaning democrats to stand up and defend the democratic institutions.
He has also called for a stop to the habit of using the law to fix political opponent stating that this is taking the country back in dark days of third term era which saw the beginning of the down fall of the former ruling party.
He has since advised the Patriotic Front (PF) government to learn a lesson from MMD and not be led into the same trap.
Mr. Chilando reiterated that vindictiveness has no plans in a democratic society and should as such be condemned.

The registrar of Societies seemed to be of a certain stance yesterday when he was addressing the press. Just listen to his examples ” dead people do not function, MMD is dead, this decision cannot be reversed, MPs of MMD will not function….”. Also the fact that he referred MMD to Minister of Home Affairs it is therefore purely political, if he referred them to the ministry then just may be some people would think it was not polical. PF start being smart about things, we are spending too much time on non developmental issues as a nation. 90 days multiplied by 2 you have acheived less than 10% of your 90days of your promises. I wish this was an exam it would explain a lot of things…..

The registrar made it clear that it was the 42 branches that were owing and that the MMD HQ was up to date as January 2012. So people, just watch out on those receipts. They could just be for the HQ; if they are, then MMD is deliberately misinforming us. Like I suspect they are.

Can some one interpret this “head office and more than 10 branches ” issue. This seems to be key issue. the MMD hq has been paying their returns. It is probably some branches that have not paid. But the question is “do branches represent the head office and the entire institution”. Please help???
Good question…for every society, it’s the Head office that pays. It’s like saying the branch offices have been paying but the Head office has not been paying. So we’ll de-register the Head office and leave the branches. Would that make sense?

I think you are the one who is a big fool. You should think with your head and not your emotions. The cost of holding 53 bye elections by far outweighs the amount MMD is said to owe the state. No one here is saying MMD or indeed any political party should be allowed to break the law. The point is that people should exercise discretionary powers responsibly in the interest of those on whose behalf they exercise such authority- the Zambian people! Of what benefit is it for Zambian people to die from lack of drugs in the hospitals because the money has been taken to conduct uneccessary bye elections? Would you rather see your mother die from a curable desease because you want to satisfy your foolish ego? Think!
If these documents vindicate the MMD, the registrar should resign or be fired for such a huge, national denting error!
I have opted to ignore the whole circus of PF and its uncouth Ndeleki chap because  Zambia is bigger than the doomed PF . We have long chosen democracy which will triumph over this PF myopia. This is Fr4ed Mmembe trying to use Sata to fix MMD. We all knew the moment Nchito was appointed by Sata a month or two ago. Both Mmember and Nchito have a bone to chew with MMD. What they are forgeting is that this will in the end kill them. Sata must be careful not to be used to fight other people’s battles. I’m absolutely confident that Sata is not involved in this. THE Council of Churches in Zambia (CCZ) has maintained that the appointment of cadres to the civil service is a danger to the governance system of the country.
Reacting to President Michael Sata’s statement during the commemoration of Youth Day in Lusaka indicating that there was nothing wrong with appointments of cadres, Rev Reuben Mwale, the CCZ president, said the PF government’s U-turn over the appointments of cadres to the civil service as against the pledges and promises made before the September 20, 2011 elections.
Those receipts are probably for HQ only. What of alln the branches? The case remains against MMDis intact. If all branches are deregisterted, then thee can be no MMD because all MPs are from branches. All NEC members are from branches. MMD is the one to seek other avenues, the courts will not support illegalities.
MMD SHOULD SHOW THOSE RECEIPTS TO REGISTRAR OF SOCIETIES OR TO THE COURTS OF LAW. DONT WASH DIRTY LINEN IN PUBLIC. I FEEL WHAT MMD NEEDS TO DO IS TO AGREE WITH THE REGISTRAR HOW THEY SHALL PAY THIS BILL. THEY STAND TO LOSE. NO JUDGE WILL SUPPORT ILLEGALITY.
Those receipts are only for their main branch. How about the other branches around the country? Also we would like to see invoices for Chanda Chimba’s Stand up for Zambia payments since ZNBC used to say that was paid up programme. I challenge Kanyama to make a followup.

The rule of law must be upheld at all times if the democracy people are talking about is to be meaningful. If the Registrar of Societies did everything pursuant to the requirements of the law, then he should be applauded and commended. Impunity and lawlessness among persons and institutions of influence must be discarded if we are to make progress in this nation.
If the MMD actually didn’t pay, all they can do is plead for leniency and ask for an extension of the paying period. I would support that leniency only because it is useful in terms of our democracy and less costly in terms of by-elections, to keep the MMD around.

#9. the registrar of societies ( just like PACRA) normally print their receipts, and to have a carbon copy is a very unlikely thing. A date stamp and a signature on the original are the two features to scrutinize.
