Chairperson of the technical committee on the drafting of the new constitution retired chief justice
says that they is nothing wrong with top government officials commenting on the first draft of the constitution.
Justice Silungwe said that any Zambian is free to comment on the constitution regardless of the status they hold in the society.
He says that there is no restriction on the on the comments being made by any Zambian whether in government or not.
Featuring on QFM radio last evening on the special constitutional making programme, the technical committee on the constitution making process added that ruling party members and government officials are stakeholders who are entitled to their opinion.
And featuring on the same programme, Technical committee spokesperson Simon Kabanda has bemoaned the misinformation currently being made on the constitution making process.
Mr. Kabanda added that the technical committee is doing all its best to ensure that misleading information is corrected.

Mr justice tame the executive on the constitution outcome…In fact all african leaders must rethink on the meaning of true independence- Leaders must CHANGE THE EDUCATION SYSTEM to aim at being own African inventors, manufacturers and producers of our own products from guns,ammunition, food both processed &unprocessed, clothing, water, etc to be truly independent than depending on the imperialist..Leaders must send their best brain citizens to study and research in the west’s laboratories in masses with the aim of TECHNOLOGICAL TRANSFER to mother countries universities ,research institutes and implement the theories. Not the current situation of UNZA only academic. No impact on industry invention,innovation or designs and constrution of models to make zzambia a better country.Â

Look at the Rio +20, Should the president be begging for TECHNOLOGY TRANSFER,and AID or singing the same history song of Zambia being rich in natural resources yet baptised in the poverty of the mind and economics! Instead of telling the world what govt has embarked on in the transformation from being receivers of AID to PRODUCERS thru the robust TECHNOLOGY TRANSFER. How Zambian researchers, short&long term exchange program with the west and eastern block is sort& how govt has embarked on the overhaul of the education system&structure to align it to industrial revolution ,invention,innovation ,designs, and the social-economic SOLUTIONS of our country &our people. And how all these have been addressed in the Constitution.

Agreed, totally agree Justice Silungwe. However, they should not impose their will over a people driven constitution or else they will end up being in office for one term. The smart people of the Zambian Enterprise asked for this constitution and their submissions are the will of “WE THE PEOPLE” not US THE PARTY.
Not all of the smart people of the Zambian Enterprise belong to political parties, but we are all Zambians first. Some us are still UNIP and it is still our prerogative but we don’t impose anything on others.

Indeed people should freely comment on the new constitution but the fallacy of the Zambian situation is that when Sata coughs, even in the wrong direction, all his followers follow him. Wynter is doing it and no, i mean NO PF MP, will go against them even if they know deep down their hearts that it is wrong. If there are pipo discouraging top leaders from commenting, it is probably from this premise.

He is basically endorsing the slow but sure dilution of the people driven constitution by the executive. These guys are trying to pull a donchi on this process. First bring out a draft constitution that the people will be in broad agreement with, and then slowly but surely start suggesting a ka little change here, and a ka little tweak there. Before you know it, the final draft will turn the country into a monarchy with the house of Ukwa Chimbwi No Plan of Chitulika as the founding dynasty.

Zambians are not very creative when it comes to making money. Our friends here are very creative. They capitalise on anything trending and popular to make cash out of it.
Case in point the ‘CNP’ euphoria; here is an idea of how to make cash right now, especially for those folks who are unemployed. Buy some cheap plain t-shirts, caps, mag cups, key rings, etc. and print on them ‘CNP (‘Chimbwi No Plan’) and resale them at a profit. You could do the printing in various colours and formats and in some cases even put that infamous hyena picture from the w@tchd09 page. Distribute them to various areas, e.g. LSK, L/Stone, Mongu, C/B, Mansa, Mpika, Kasama, etc.

The late Kunda had his own way of manipulating the system and came up with his agreed constitution, and of lately Winter is aggressively campaigning for certain clauses in the constitution to be done away with.Winter is manipulative like Kunda and if not checked and halted, Mr Silungwe you’ll regret the day when you accepted tobe the chairman the committee.
