Andeleki, MMD agree to de-register 42 MMD branches

THE MMD and the Registrar of Societies have agreed to de-register the 42 branches which landed the party into a K400 million debt.

Chief Registrar of Societies Clement Andeleki said the branches will be de-registered once the MMD has made the full payment.

The former ruling party says the first payment will be made this week.

Mr Andeleki said in an interview in Lusaka that the MMD will, however, keep 11 branches which will include 10 provincial branches and the party’s secretariat.

“We agreed that once they have paid in full, we will de-register the 42 branches and the MMD will remain with only 10 provincial branches plus the secretariat,” he said.

He said it will soon be a policy for political parties to register only 10 branches across the country.
“We now want to make it standard for all political parties operating in the country to have only 10 branches, including the executive committee and the headquarters.
“This is to avoid parties accumulating bills which they are unable to settle,” he said.

MMD national secretary Richard Kachingwe said the party has agreed to have the 42 branches scrapped from the registrar’s list of registered branches.

Major Kachingwe said the branches were registered years back and were not in the party’s records although they remained on the register of the societies’ records.

He said the party has since agreed to pay off the debt and have the branches seceded from the party.

“We have agreed to pay of the debt and have these branches de-registered because they are not in our records,” Maj Kachingwe said.

MMD president Nevers Mumba said last week that the party will pay the K400 million which it owes the Registrar of Societies.
He also asked the registrar to de-register the branches which have landed the party into the debt because they are not recognised by the party.

“In the interest of unity, we have resolved to pay and asked the registrar to de-register the 42 branches. We are paying not because we owe but because we want to ensure unity,” he said.

He said de-registering the party would mean the country has to go for general elections because the 53 parliamentary seats that the party holds will have to be re-contested.

He said the delay in paying the K400 million is not because the party has no money but because the branches in question are not known by the party.

On March 14, 2012, the MMD was de-registered by the Registrar of Societies for non-compliance to the Societies Act.
However, on June 25, 2012, the Lusaka High Court threw out the application by Mr Andeleki to de-register the party for non-payment of annual returns amounting to K390 million

  2. This is the honorable thing to do especially by a dishonorable party like the MMD. I am sure this is part of the repentance that Dr. Nevers Mumba spoke about

  3. Recently though, someone was saying all this was a witch-hunt from the PF government. Now that they have negotiated the settlement we can see that they just never paid a thing because they were a “boma ni boma”. Am sure even taxes were not paid but because of “boma ni boma” no one had the balls to stand-up and claim what belongs to Zambia. These are the same people saying they want to develop Zambia; well, well, why didn’t they do it from 1991 to 2001? The opportunity cost for Zambia is massive!! We could have been driving on dual carriage ways, ring roads, no load shedding; good water systems and the list can be endless. What you can do in 20 years is massive, if you have a desire to do it. I feel for PF; they will take the blame now for a wrong they didnt commit.

  4. Ma explanations. Why not just work with the Registrar’s plan, and not show your deceit? How can you say there were only ten party branches on the MMD register, and more on the Registrar’s? It is a lie to say MMD only recognise ten registered branches. Just thank the Registrar for coming up with a workable plan for all political parties. Full stop!

  5. So Andeleki has won in the end? He is a professional and knew what he was doing after all. Thanks to the MMD for showing maturity by agreeing to law for once. May be you are now getting serious.

  7. So what was all about parties asking the international community to interven. You lose creditability in the eyes of the international community. I only hope PF are paying their dues. So all along the registrar  was right and the private papers were wrong. This calls for a good constitution to punish both ,parties and media houses when they choose to dent the image of the country

  8. PF is NOT paying, the wrote to Andeleki to excempt or reshedule their requirements to pay. Ask Andeleki or anyone to challenge me with proof of PF paying. ever since they went into govt they have not paid whagt is due. they were also owing before elections only thagt MMD bill was bigger.

If only we had a thousand Andelekis in the civil service who had the bite of a bulldog and don’t let go till the victim surrenders, who were passionate and driven about their job and don’t just hang their jackets on their chairs and go and chin-wag all day in other offices; the government would be very efficient. The MMD killed off the Andelekis that were in there.

  12. In fact MMD had far more branches than they are saying. Each and every village in the country had a branch with executive members in place. It was well organised except when it comes to financial obligations and money limitations they never say the same.

  16. i dont praise Andeleki for anything on this matter.What these chaps do is they know of these wrongs but wait until the party is out of power.Why didnt Andeleki deregister MMD when it was still in power or all these crimes now facing past officials in MMD government,should have been crimes there and then.Just now we busy criying about corruption in PF but ACC,POLICE etc will do nothing,now how can we develop we such tendecies.

    • Andeleki produced in court 11 remainders which were send to the MMD by different registras, during the entire 20yrs that they were in power.Don’t just show your ignorance on this matter now.Learn to research before you comment.

  17. These branches were created by Sata in 1999 as conduits to by pass formal structures of the mmd in sata and chiluba’s campaign for the third term. These 42 branches were sata’s creation and he alone should have been billed. He thought he was clever but the mmd has spanked his and Andeleki’s bums! Well done . M. M. D!

  18. So far no one has come forward and apologised; you shameless chaps should have learned a valuable lesson today that its very easy to spit vulgarity and unpalatables like a cornered spitting cobra but very difficult to come forward and apologise and eat humble pie.

  19. Now u mean in eastern province for example the only allowed office is to be in Chipata, what about at constituency level, branch level where will people register and get a card for MMD (Manje mwaona Dora? Anyway Dr Mumba pay from ur coffers from canada
