ACC applauds Government’s stance on corrupt leaders

The Anti-Corruption Commission is elated with Government position not to condone or tolerate corrupt practices among political leaders and civil servants.

Anti-Corruption Commission Director-General Rosewin Wandi has said fighting corruption demands political will from the highest levels filtering through in all leadership ranks. She said this demanded demonstrable actions from all leaders to ensure that those that they lead are inspired.

Mrs. Wandi said all leaders that take up public office should ensure that they serve the people and contribute in bringing about developmental change in the lives of the many suffering Zambians by taking a strong stance against corruption.. She said leadership demanded selfless sacrifice, commitment and diligent service to the country.

The Director-General implored on all public officers to ensure that they performed their duties in accordance with the laid down procedures to avoid engaging in corrupt practices. She said civil servants are the conduits of the development process as they translated Government policies into meaningful actions meant to uplift the standards of livings of the people of Zambia. She warned that all those that would be bent towards engaging in corrupt activities, thereby enriching themselves from public resources will undoubtedly face the consequences of the law.

Meanwhile, the Anti-Corruption Commission yesterday apprehended a police officer of Lusaka Division for soliciting for One Million Two Hundred Thousand Kwacha (K1,200,000) and receiving One Million Kwacha (K1,000,000) from a Lusaka resident as an inducement for the officer to facilitate the unblocking of a bank account for the complainant held with a named Commercial Bank.

Sargent Chimasa Ngulube, 38 of 117 Matero Police Camp was apprehended by Anti-Corruption Commission officers following a surveillance operation. Investigations into the matter are continuing.

Meanwhile, the Anti-Corruption is saddened by the stance taken by some Police Officers on the Copperbelt who have vowed to continue taking bribes from criminals on account that their salaries were low as reported in the media recently.

The Commission strongly condemns this stance and warns that any officer that will be found wanting will face the consequences of the law.

The Commission however notes that some police officers have previously been steadfast and resisted attempts to corrupt them and have actually apprehended such criminals for offering bribes to them. In July last year the Anti-Corruption Commission arrested two people in Chingola, namely Silota Phiri and Anthony Chibuye for corruptly giving K907,500.00 to Jasper Sikazwe, a Police Officer as an inducement for him to allow Phiri and Chibuye to enter Moolmans Open Pit Mine with the intension of stealing copper. Sikazwe refused the bribe and apprehended the duo. Phiri and Chibuye are currently appearing before the Chingola Resident Magistrates Court and the matter is coming up for continued trial on 12th October 2012.

In another matter in Chingola, two suspects, Isaac Munkondya and Jim Lubutwe who had stolen copper were also arrested last year for offering a bribe of K700,000 to police officers. The Police Officers refused the bribe and apprehended the duo. The matter is before court in Chingola and will come up for trial on 26th October 2012.

The Commission implores other Police Officers and other Public Officers to emulate the Police Officers who have maintained their integrity and resisted, condemned and reported attempts to bribe them.

The Commission would like to categorically state that it will remain vigilant and unswerving in ensuring that those that break the law are brought to book. The Commission would further like to applaud the Ministry of Home Affairs and the Inspector General of Police Ms. Stella Libongani for their resolve to counter the officer’s behavior on the Copperbelt.

  7. I never heard of that Woman, even Libongani is shear worst of positions. Just because of women empowerment… What can that Wandi say to Mutembo, and not even going further, can she approach GBM on all these allegations smeared on him?

  8. I do not understand why Africans fall into the trap of boot- licking. In the first place, ACC must fight for sovereignty such that it has the mandate to investigate even those in government. The government must not drive the mandate for the fight against corruption, ACC must.
    ACC is toothless. Investigators in Zambia lack qualification and passion and even a framework. The ACC must be relaunched as a department under the office of the Auditor General.

Ukwa has No intention of going for HIS financiers the POST, NCHITO, Mmembe, MUGABE, Wynter Maize Kabimba & GBM. If UKWA was allergic to corruption, he could have pounced already on his right hand men who are corrupt.
    I think Wandi u deserve to GO to the salon and tiden your hair. Where U Hony when making such useless chorus for UKWA?

The PF is determined to continuously sing this song to twist the minds of people when what they are themselves doing is perpetuate corruption, i.e., hiding behind this loud anti corruption song to steal using corrupt means. Look at GBM and his activities in the defence forces to know what is happening. How come GBM’s companies are the only ones competent enough to win supply contracts to the defence forces? This is utter rubbish and the police and other civil servants will continue engaging in corrupt practices because they know what their leaders are doing. Waste of time.

    Anyway, I can see some MCPs (Male Chauvinists Pigs) are out in force today. You can just tell by their rotten attitudes towards this hard working woman, and whose only crime is to be born a woman and hold a higher position in the civil service. Some Zambian men really deserve the title of MCP!

    Crimes of corruption take a long time to investigate, let alone successfully prosecute. Just because allegations of corruption are leveled at someone does not mean credible evidence exists which can standup the scrutiny of the courts. If the ACC or Police were to rush into arresting people on mare allegations, or suspicions, the same people condemning Ms. Wandi will be in front criticizing her for being zealous.

    • U forget CNP Ukwa found thousands of Police to storm UPND officers based on the same rumour or allegation as you have put it. We against proffessionals parroting what UKWA himself does NOT believe in. The PF are busy pointing fingers at each other GBM and Wynter. The Police and Wandi should move in. GBM said the other day he knows the corruption of his accussers why havent they interviewed him up to know? GBM is concealing information concerning corruption. so why should we praise Wandi who is failing to MOVE In???

  14. Government institutions are too weak in Zambia, there is need for major reforms and that does not mean a mere reshuffle via the State House spokesperson. 

  15. The spotlight should not move from GBM in the corruption fight. If the president is really allergic to corruption as he would have us believe, he must fire this clown! Whatever, pact the president and GBM entered into to bankroll the election for him is a private matter which the president must settle privately. To use resources that belong to the Zambian people to settle what the president owes GBM is corruption of the highest order!

Madam Wandi, ask your fellow ugly PIG(police Inspector General) who Jerabos called Youngson,Shi Mumbi,Chiwele( to mention but a few) are.Stella was Officer Commaning in Kitwe and she used to receive(still does) bribes from these thugs and today she can talk about corruption! Atase…ugly slut…dont know what her hubby feels sleeping with such a baffoon! Yaba,some men,no choice!!!
