Livingstone council rejects Kambwili’s orders

THE Livingstone City Council has rejected Minister of Youth and Sport Chishimba Kambwili’s directive to repossess the town centre swimming pool from former Southern Province Minister Alice Simango.

The local authority has maintained that the swimming pool was legally and transparently sold to Ms Simango.

But Mr Kambwili says the resolution of the Livingstone City Council to reject his directive for it to repossess the swimming pool is null and void.

The minister said the swimming pool falls under his ministry and not the Ministry of Local Government and Housing.
He said any decision made by councillors can be overturned by the minister in charge of facilities.

“We are getting the swimming pool back for the people of Zambia,” he said.

On Monday, the local authority unanimously upheld the resolution of a full council meeting of September 4, 1998 which offered the swimming pool to Ms Simango and A1 Butchery to former councillor Henry Sibalwa.

In a full council meeting convened to come up with a response to Mr Kambwili’s directive, the councillors said the minister had by-passed the Ministry of Local Government and Housing under which the council falls.

They made the resolution after debating the report submitted by Town Clerk Vivian Chikoti, which stated that the swimming pool was legally sold to Ms Simango and that all procedures were followed in the transaction.

“The swimming pool was sold to Ms Simango through a competitive bidding process at a price of K9 million under minute number LCC/644/98 of 1998. It was sold at the same time as A1 Butchery to Mr Henry Sibalwa,” Ms Chikoti submitted.

She said her office submitted all the documentation concerning the sale of the facility to the Ministry of Youth and Sport after the ministry requested for information regarding the sale of the swimming pool.

Ms Chikoti’s report was supported by the documents Ms Simango produced when she appeared before the councillors.

“I bought the swimming pool after it was offered to me following a full council meeting. The truth will prevail,” Ms Simango said.

And Livingstone mayor Aggrey Njekwa, who chaired the meeting, said Mr Kambwili should have liaised with Minister of Local Government and Housing Emerine Kabanshi, who would have written to the Livingstone City Council through the permanent secretary to hold a full council meeting to discuss the sale of the swimming pool.

    • He should first give back the land he grabbed from Luanshya Golf Club for his cattle. He doesn’t even understand the cattle business.

  6. Why sale the pool to individuals when our youths need such facilities? did they consult the ministry of youths and sports? Hope this council is not making decisions without consulting the gvt just becoz its a UPND dominated council. HH and his minions doing things to satisfy their personal agenda and they think they can run a government.

  10. Zambian Councils always complaining that they dont have money when they are busy selling such ventures where they can make huge monies with that Livingstone heat. Please take it back and give her back the K9million. And please look after it once you reposese it.

  11. What the good minister should be doing is challenging the council to erect a new facility to replace the one they sold. There must be a reason why it was sold in the first place. What the council overlooked was replacing it.

    About the sold swimming pool eeshhh, Kambwili give up the Golf course and become clean first. You probably want the swimming pool for your cows as dip tank!!

  14. This swimming pool should be grabbed and given back to the publick. Selling swimming pool for K9 million? Zambian council’s are so corrupt. We Zambians are also very passive. If it was in the West the public would have fought to save the public facility than allowing council to sell it to an individual.

    • 1998 Nine million Kwacha is not the same in 2012. Council houses were selling for about K1 million at that time. So put this into perspective and you’ll be playing a whole different ball game.

Everything about the sell of that swimming pool smells fish, how can that infrastructure be sold at K9 million, Give away price? not only that the person that bought it was in public office which made her an interested party. It’s like a person working for MTN entering in to MTN competition and win. So they need to reposes that swimming pool. You don’t bid on any contract which you have influence to manipulate the results.

  16. Swimming pool was privatized in 1998. The President was Chiluba . Sata was Minister without Portfolio and Party Secretary General. Penza/Nawakwi was Finance Minister, Sakeni was also a Minister. 14 years later Kambwili is fighting battles over a swimming pool that was abandoned in 1975. And this is the same buffoon whose turned a golf course into a grazing range. Golf will for the first time be an Olympic Sport at Rio 2016. So Kambwili hand back the Golf course to the Zambian people. And if you want the swimming pool back please compensate madam Simango. She bought the pool legitimately while you paid nothing for the golf course!

  17. I used to cool myself from the swimming pool after paying a whooping 5Nwee to the keeper who happened to be a Council employee. No secret about it the pool was run by the council, who failed to mantain it towards the end of Kaunda Regime and UNIP

  18. How much were our mines sold? Very cheap. Everything was going, going and gone during the first 10 years of MMD. The present councillors were not even there and there was no UPND. The Ministry of Youth and Sports should just construct a modern swimming pool. I wish the new owner had burried it and constructed a house by now. Think modern.

  20. WHICH COMPETITIVE BIDDING. WE ARE NOT AWARE OF THAT. A BARE PLOT OF ABOUT 40M X 60M GOES FOR K9 MILLION ON THE OUTSIKES OF LIVINGSTONE, WHO COME THAT STRUCTURE IN THE MIDDLE OF TOWN WAS ALSO TAKEN FOR K9 MILLION. COUNCILLORS DON’T LET US DOWN EVEN WHEN YOU ALSO BENEFIT FROM PLOT ALLOCATIONS.

  21. The pool was sold in 1998. Fourteen years ago. I am surprised that people are saying 9 million kwacha is very little. 9 million kwacha fourteen years ago is different in purchasing power from 9 million kwacha today. The value for such properties is determined by demand. The higher the demand the higher the value. What I know is that very few people were willing to invest in swimming pools in Livingstone at that time. If madam Simango followed procedure in purchasing that property, there nothing wrong. Madam Simango is even better than Kambwili who grabbed a golf course without paying anything. If Kambwili wants to grab that pool, he should return the golf course to the people of Luanshya. Genuine leadership is all about leading by example. We seem to have so many hypocrites in leadership.

  22. technically madam Simango was not eligible to tender,I dont know Kambwilis motives but sanity should return to public procurement and sale of public property especially with its stategic location,it should be a lesson to would be plunderers that mulandu siuola.Lets lease it to people with ideas to modernize the property please its not kambwili or simango lets learn to do the correct things in the first place zambians..

All of them including this chap Kambwili do not have morals,isn’t it the same Kambwili who was recently reported to have taken over the Luanshya golf course,it was reported that he’s made the golf course into a grazing ground for his cattle,who gave him permission and what risk assessments where carried out. The same goes for those chaps in Livingstone,yes there was bidding for the swimming pool but am sure there must have been higher bids than that of the former Provincial Minister or that councillor to whom the A1 Butchery was sold to,why not offer to ordinary members of the general public who qualify and bid instead of officials within!!! Corruption in Zed from the top to bottom,so sad indeed!!!!

Not this BUFFOON Kambwili again, if the man bought the pool fine if you want it back..pay him back with interest and all costs incurred;….why don’t you work with him in partnership; gov’t should keep its noise out of business. This BUFFOON causes trouble where ever he goes as he doesn’t know his responsibilities and i can tell you for fact that building a new pool would be more cost effective.

Well i agree building a new one is cheaper, but i dont think cost is the only issue here, people in office should learn respect and not abuse of public tendering procees’ we see alot of it even lately so kambwili sort out your issue with the golfers and then make sure you correct that issue in stone, bloggers point out for correction in this leadership…

Hello people, first of all, when the swimming pool was owned by govnt , nothing was happening the pool had been closed for years and this was during the time of very selfish uneducated Bemba man CHILUBA, may his soul rest in pieces…. Bembas if you dont have anything to say better just zip it and leave our beautifull province and town alone, can youeven compare northern province to southern… hehehe nowonder Ukwa is busy trying to divide the province…. shame on you dull lazy Bembas

  30. Yes, in the name of equity, all who bought council houses at Chiluba’s valuation prices should hand them back, if this pool is going to be grabbed by the govt. It is true all these properties were neglected, and were even a health hazard, so the people who bought relieved the residents then of dangerous environments. They should be commended, like those who bought the mines, instead of being condemned. In any case, what would be wrong in this day and age to have a privatised pool, that is used for the purpose it was built for – at a fee. Comeon PF, we cannot be going backwards, when it suits you!

  31. That pool was foolishly sold out by the Council through FTJ stupid policies. How can a Tourist Capital not have a swimming pool. I remember going to that pool when we were teenagers, people do not understand. Simango has grabbed everything in L/stone. How can she turn a swimming pool into a bar and eating restaurant. Whatever the case, the swimming pool should have been maintained by Simango after buying the property because that is zoned as a sporting centre not a restaurant or bar. In Zambia, we tend to do things wrongly and politics comes in. If it were me, even the houses sold by FTJ should be reposssed because that was just nonsense by FTJ.
