President Sata urges government officials to uphold the oath of secrecy or risk being fired

President Michael Sata has urged newly appointed government officials to uphold the oath of secrecy or risk being fired.

President Sata said the oath of office was clear and that permission to release confidential information in the discharge of duty could only be done so with permission from the President.

“And the most important thing in this job which you have been given is secrecy. Secrecy as you have said there (in the oath), me, I will not give you any permission to reveal anything.

“So, if I don’t give you any permission to reveal anything, no body else will give you permission not even your spouses. What you know, keep it to yourself,” he said.

Mr Sata was speaking at State House today during the swearing in ceremony for North Western Province minister Stephen Masumba and five board members of the newly established Financial Intelligence Centre at the Ministry of Finance.

The five board members are Raphael Mungole, Cecilia Zimba, John Kasanga, Samuel Mulafulafu and Joseph Chikolwa.

He urged the newly appointees to be brave and not to be swayed by blank criticism.

Mr Sata said there were many critics who claimed to be more intelligent and had acquired wealth without working for it.

“For example, we appoint Mr Emmanuel Mwamba as PS for Eastern Province and some rascal a Mr Chuzu from UPND, he says Mr Mwamba is not fit to be PS for Eastern Province. He is talking of economics and yet that boy did not even pass grade seven.

“So you have to be very brave and where you are not very sure of what you are doing consult. You have the Permanent Secretary, you have the honourable minister and the honourable MP,” he said.

Mr Sata urged Mr Masumba to be a man of the people as politics entailed that he should mix freely.

“And you Mr Minister, you can go to Kipushi (Village) and dance, but that is part of politics, you must go and dance with everybody and you must be a man of the people,” the President said.

  3. #1 Leadership is about inspiring others, giving hope to others that they can reach higher heights irrespective of the background in life. HH only inspires his tribemen he can have all those degrees, be successful with cattle and corruptly acquired loot but if he cant inspire others, he has no leadership qualities. Leadership is not about degrees, Abraham from the bible didnt have any degree but todate his an example of what true leadership entails. HH a leader of a tribal enclave is non starter, all he is ever going to be in terms of leadership is imitation, he has tried to imitate Obama but to no avail, just recently he was trying to imitate Mitt Romney of all people but zero yakanga. What he doesnt imitate is being a tribal enclave leader – 100%

  5. Holding of information / secrecy is a sign of incompetence, scared that others will do better than you when they have the Information. We call it insecurity in corporate world. People that share information will never grow career wise it is disaster and sign of ignorance.

    Maybe in your Old days Mr. President I mean 1964, that was the Case. In our New Era / modern times, Use 5Es, to your subordinates. Envision – Engage – Energize- Enable (Empower them) and them you will EXCUTE (Deliver) that’s what Zambians are looking for not Secrecy.

  6. I think using the word Rascal is not only unpresidential but also defaming  to the office of the president, more so if you question whether somebody passed Grade 7 or not  when you yourself have never even been to Grade  1 or 2.

    We expect more dignity, and fatherly behaviour  from that office. This is despicable if the president continue to exhibit this campaign mode when elections are years away.

    Please somebody find time to remind him that he is the Head of State and President for all Zambians and by default a Father of the nation and he needs to talk and behave as such. We are getting fed up really.

  8. Sata has worked in civil service for the most part of his life but these nothing much one can point to as to what he did or even for himself as a human being. Sata has always been a name associated with smoking,bad language and violence.. sata doesn’t have any moral fiber in him to criticize HH. Sata formed PF out of greed for not been chosen by his friend Chiluba to be his successor. Sata is a crowd pleasure, that all he is and ever will, no wonder Chiluba ditched him when he was through using him. Chiluba, KK, Fred Mmembe all said it before Sata can’t be trusted and not presidential material so did guy scott that an old dog can not learn new tricks.

The only people or types of people Sata can inspire with his bad language are Kaponya’s and the few corrupt educated ones who see through sata’s Grade 7 ways of operations full of loopholes to steal money. If sata never stole money during MMD its because his Grade 7 thinking couldn’t find a way not that he didn’t want to.

Almost every average educated Zambian has it, and that is all HH has, one masters degree in Economics, so what??? As for his wealth, he is not even the richest man in Zambia, its only that him and his followers like flaunting his alleged wealth, when people raise issues of how he got it through dubious privatisation, thenn u cry bluse murder. HE IS NO POLITICIAN AND CERTAINLY NEVER TO RULE ZAMBIA, UPND NEED TO CHANGE GURAD AT THE TOP TO SUCCEED!!!

    • Of course Ron Paul is the best man for the job. What I am saynig is that this ad is really bad, if you want to convert blue voters to red. Most people do not associate Reagan with small government and peace. They associate him with secret wars, growing the government with large taxes, forcing states to raise their drinking age, and just being a big government war monger.

  16. I think i agree with Mr Sata on secrecy issue, the culture of looseness in govt was too much…however whistle blowers are protected by ACC law,when wrong things are done in govt.

    MMD Bootlicker, this is the first time your contribution sounds bitter,what would u do if someone want to report you to the ICC on perceived selective justice,and Masumba saga that he did not finish his Diploma…?

    To say the President did not finish grade 1 or 2 is an insult to all of us, we know Sata has masters degree and atleast he has humble education, including grade 1 and 2, please be objective, Sata is doing fine if only the opposition can try and be factual in their rhetoric.The way i know sata he is restraining himself from alot of issues..for the sake of peace.

    1. Consider un-bandling Planning from MOF. MOF is a super ministry when integrated with planning. National Development Planning should be under OP complete with a Minister.
    2. The development projects we are instituting are haphazard and chaotic. Lets systematically implement them within a framework of national development.
    3. Among the objectives of the Financial Intelligence Centre at the Ministry of Finance should be to triangulate and reconcile fiscal policy with monetary policy. Why? Because at the rate we are spending, I see us hitting budget overruns and probably printing more money which will spur inflation and then back to the Unip era. At the most lets stagger our development projects with our sources of revenue.
    Peace & Love be upon our lovely country Zambia.
