President Michael Sata has urged newly appointed government officials to uphold the oath of secrecy or risk being fired.

President Sata said the oath of office was clear and that permission to release confidential information in the discharge of duty could only be done so with permission from the President.

“And the most important thing in this job which you have been given is secrecy. Secrecy as you have said there (in the oath), me, I will not give you any permission to reveal anything.

“So, if I don’t give you any permission to reveal anything, no body else will give you permission not even your spouses. What you know, keep it to yourself,” he said.

Mr Sata was speaking at State House today during the swearing in ceremony for North Western Province minister Stephen Masumba and five board members of the newly established Financial Intelligence Centre at the Ministry of Finance.

The five board members are Raphael Mungole, Cecilia Zimba, John Kasanga, Samuel Mulafulafu and Joseph Chikolwa.

He urged the newly appointees to be brave and not to be swayed by blank criticism.

[pullquote]“For example, we appoint Mr Emmanuel Mwamba as PS for Eastern Province and some rascal a Mr Chuzu from UPND, he says Mr Mwamba is not fit to be PS for Eastern Province. He is talking of economics and yet that boy did not even pass grade seven.[/pullquote]

Mr Sata said there were many critics who claimed to be more intelligent and had acquired wealth without working for it.

“For example, we appoint Mr Emmanuel Mwamba as PS for Eastern Province and some rascal a Mr Chuzu from UPND, he says Mr Mwamba is not fit to be PS for Eastern Province. He is talking of economics and yet that boy did not even pass grade seven.

“So you have to be very brave and where you are not very sure of what you are doing consult. You have the Permanent Secretary, you have the honourable minister and the honourable MP,” he said.

Mr Sata urged Mr Masumba to be a man of the people as politics entailed that he should mix freely.

“And you Mr Minister, you can go to Kipushi (Village) and dance, but that is part of politics, you must go and dance with everybody and you must be a man of the people,” the President said.

  1. HH is the President Zambia needs,Zambia needs HH more than HH needs Zambia,HH has a future to offer to Zambians,HH is a role model to the young people.HH has proved that you don’t need to be a Politician to be successful. what have we Zambian people got against educated successful people with business oriented minds and agricultural backgrounds. Let us start voting for people who have made a success out of their lives, we stand a better chance of seeing success than with someone whose failed with their own life, doesn’t have a single cow, never farmed before nor a simple Ntemba.Zambians Open your eyes not or the seek of your Tribe/Province but for a Better Zambia that will all be inclusive: [email protected]

    • “success out of their lives” HH is a poacher turned game guard.H e profited from privatisation and screwed zambian workers.l have no respect for his wealth as he profited from the scandalous privatisation process. He privatised the current sun hotel and later became chairman of sun hotel -whose interest was he serving-it explains his opposition to the banning of qouting and transacting in dollars

    • Sata can only show 7 guns for the many years of public service and he can’t claim to have been a saint when he went to bed with the likes of Xavier, its just that he was never directly involved otherwise his one of them. deep down when sata says don’t kubeba he also means that his actually not PF but old corrupt olden days MMD of course his not even half of Nevers Mumba calibre.

  2. You mean they should not inform us when you start being corrupt – like changing govt property into private, case in point GRZ cars? well may be in the case of marital problems in state house that can be understood!

  3. #1 Leadership is about inspiring others, giving hope to others that they can reach higher heights irrespective of the background in life. HH only inspires his tribemen he can have all those degrees, be successful with cattle and corruptly acquired loot but if he cant inspire others, he has no leadership qualities. Leadership is not about degrees, Abraham from the bible didnt have any degree but todate his an example of what true leadership entails. HH a leader of a tribal enclave is non starter, all he is ever going to be in terms of leadership is imitation, he has tried to imitate Obama but to no avail, just recently he was trying to imitate Mitt Romney of all people but zero yakanga. What he doesnt imitate is being a tribal enclave leader – 100%

  4. Mr Sata said there were many critics who claimed to be more intelligent and had acquired wealth without working for it. When will H.E. MCS stop talking about HH and UPND at every occassion? Is it not true that HH is intelligent? I would have loved H.E to have talked more on policy and plans than personalities. Such speeches would have inspired me!

    • Has de presido mentioned sm one name here? It`s true de guilty are owez afraid.so u are telling us dat ur beloved HH stole frm us not so?

  5. Holding of information / secrecy is a sign of incompetence, scared that others will do better than you when they have the Information. We call it insecurity in corporate world. People that share information will never grow career wise it is disaster and sign of ignorance.

Maybe in your Old days Mr. President I mean 1964, that was the Case. In our New Era / modern times, Use 5Es, to your subordinates. Envision – Engage – Energize- Enable (Empower them) and them you will EXCUTE (Deliver) that’s what Zambians are looking for not Secrecy.

  6. I think using the word Rascal is not only unpresidential but also defaming  to the office of the president, more so if you question whether somebody passed Grade 7 or not  when you yourself have never even been to Grade  1 or 2.

We expect more dignity, and fatherly behaviour  from that office. This is despicable if the president continue to exhibit this campaign mode when elections are years away.

Please somebody find time to remind him that he is the Head of State and President for all Zambians and by default a Father of the nation and he needs to talk and behave as such. We are getting fed up really.

    • WE ARE FEED UP OF THESE SO CALLED JOKES, THEY ARE NOT GIVING US ANY DIRECTION AS TO WHERE WE ARE GOING AS A COUNTRY. BY THE TIME THEY WAKE UP IT WILL BE ELECTION TIME AND THE JOKES WILL CONTINUE.

    • How is calling someone a rascal “defaming” to the Office of the President? Could you educate us on the elements of defamation please?

    • Ba bootlicker – for many zambians, we really don’t care what language is used – diplomacy has crippled Africa. What we need is a man of action, a man who can deliver – that man is HE Micheal Chilufya Sata.

As for MMD – yes, you had intelectuals and so-called polished speakers – but what the hell did they do for the ppl apart from steal!!! Under MMD pergnant women were carrying their own placentas in buckets – what has that got to do with so-called inetllectual, well spoken politicians – NOTHING.

So just leave HEMCS alone to deliver for all of us – something that MMD failed lamentably in the 2 decades that they were in power

  7. Those that grew up with Sata. what level of education did this MAN reach???
Sata is the bigggest revealer of secrecy, he told the ZAF commander that u dont have equipment just the other day in public.

he has been revealing state secrets from day one and was a sell out of UNIP.
Remember SATA joined MMD at the last minute.

  8. Sata has worked in civil service for the most part of his life but these nothing much one can point to as to what he did or even for himself as a human being. Sata has always been a name associated with smoking, bad language and violence.. sata doesn’t have any moral fiber in him to criticize HH. Sata formed PF out of greed for not been chosen by his friend Chiluba to be his successor. Sata is a crowd pleasure, that all he is and ever will, no wonder Chiluba ditched him when he was through using him. Chiluba, KK, Fred Mmembe all said it before Sata can’t be trusted and not presidential material so did guy scott that an old dog can not learn new tricks.

    • Sata has worked in civil service for the most part of his life but these nothing much one can point to as to what he did or even for himself as a human being.Sata formed PF hav u hav said.

  9. The only people or types of people Sata can inspire with his bad language are Kaponya’s and the few corrupt educated ones who see through sata’s Grade 7 ways of operations full of loopholes to steal money. If sata never stole money during MMD its because his Grade 7 thinking couldn’t find a way not that he didn’t want to.

  10. Sata wants secrecy when the first lady runs from state house, when he appoints ex lovers Inutu Suba and relatives of ex / current lovers Libongani. Sata you were voted into Government to work not for Secrecy., you are not the OP but Public Figure taking care of Public Resources meant for the Public not the other way round .

  11. The president has proved a lot wrong, and pre Sata a lot would not have expected him to have done as well as he has
I now undrstand that some people really do make it without degrees
But I refuse to accept anything less than a PhD for I will ‘stand out’
    Dr Mushota Chimfwembe

    Thanks

  12. Just appointing, shuffling or firing is about all Sata knows to do.What strategic direction is Sata guiding zambia to if we only see trivialities coming from him?Zambia is on the wrong course with this grade7 chap.

  13. kulibe vama secrecy, we have the money as long as you give us that secrecy info, we give u the money and we publish the story online, instantly period. so forget about secrecy. if it was reported that your madam ran AWOL, WE SHALL DIG EVERY SECRECY TILL ALL LIES CATCHES UP WITH YOU MR MAD PRESIDENT

  14. I forgot to add that my white husband is finally getting his pen** enlargement!!!! Now I can stop feeling “guilty”!!!!!

    Thanks.

  15. @concerned citizen, What education does HH has that people want to sing about??? A Masters Degree is almost common place now in Zambia. Almost every average educated Zambian has it, and that is all HH has, one masters degree in Economics, so what??? As for his wealth, he is not even the richest man in Zambia, its only that him and his followers like flaunting his alleged wealth, when people raise issues of how he got it through dubious privatisation, thenn u cry bluse murder. HE IS NO POLITICIAN AND CERTAINLY NEVER TO RULE ZAMBIA, UPND NEED TO CHANGE GURAD AT THE TOP TO SUCCEED!!!

    • Of course Ron Paul is the best man for the job. What I am saynig is that this ad is really bad, if you want to convert blue voters to red. Most people do not associate Reagan with small government and peace. They associate him with secret wars, growing the government with large taxes, forcing states to raise their drinking age, and just being a big government war monger.

  16. I think i agree with Mr Sata on secrecy issue, the culture of looseness in govt was too much…however whistle blowers are protected by ACC law, when wrong things are done in govt.

MMD Bootlicker, this is the first time your contribution sounds bitter, what would u do if someone want to report you to the ICC on perceived selective justice, and Masumba saga that he did not finish his Diploma…?

To say the President did not finish grade 1 or 2 is an insult to all of us, we know Sata has masters degree and atleast he has humble education, including grade 1 and 2, please be objective, Sata is doing fine if only the opposition can try and be factual in their rhetoric. The way i know sata he is restraining himself from alot of issues..for the sake of peace.

  17. @Mushota#16
    Hi the would be doctor
Please I know you are not well understood by these uncriticall masses because you are hollistic and highly critical in your approaches. And on top of that, my love, you love/enjoy telling it, like it is without any alterations. You are very nice in all faculties that is why I cannot afford to lose you. You are mine and that little thing between you and that fella is not an issue which we should sleep on. It is one of those minor iritating guardflies we can easily do without in the near future. You will be a doctor soon and I believe you. There you go and please everyone stand up, here is the most courageous doctor, guess who..? Doctor Chimfwembe (the female doctor). Yeh, oh God, oh dear and that is nice and shocking. Enjoy whatever is left, my love.

  18. YOU WILL NEVER KEEP SECERET IN ZED, YOU COMMIT SIN, WE PUBLISH IT RITE THERE AND THERE. ICC AWAITS YOU MAMBALA UFISANJI

  19. #20:Sansamukeni : One with a Masters degree is very educated anywhere in the world. I wonder what degree you have because I can see that you do not appreciate education; even at bachelors level, one is very educated.

  20. @Kangwine#21
Who cares if Sata woke up tomorrow and decided to be a violent man, everyone would label him as a warlord and in any case he is already a tribal warlord. Hey mate, the senior citizen has no clue where to start and he cannot even see a thing before him meaning that he blinded by his subordinates who give wrong advice. And his is making all these rhetorical garbage rantings without attributing causal factors but only designed to intimadate those poor fellas.

  21. MR.PRESIDENT..YOU ARE NOT TRUTHFUL OF YOU SAY SIR..YOU LIE ALOT AND KEEP CHANGING MINISTERS AND P.S ..SO BE CONSISTENCY BWANA

  22. MR.PRESIDENT..YOU ARE NOT TRUTHFUL OF WHAT YOU SAY SIR..YOU LIE A LOT AND KEEP CHANGING MINISTERS AND P.S ..SO BE CONSISTENCY BWANA

  28. # 21….(kangwine) Your reasoning is really good!! Some bloggers here are too bitter that they did not expect Sata to take this nation to this height. The man is really a leader and HH and MMD chaps want to frastrate H.E. MCS but he is too intelligent and he knows wre they are going.VIVA SATA second termmmmmm!!!!

Concernendcitizen??? Am laughing were am seated as i can tell how bitter you are…HH will never rule.

  29. Over 200 United Party for National Development (UPND) members have defected from the party and have joined the ruling Patriotic Front (PF).Among the defectors were students from higher learning institutions such as Evelyn Hone College and National Institute of Public Administration (NIPA).”We refuse to be the grass that suffers because of two fighting elephants” said the students. And PF Secretary General Wynter Kabimba welcomed the defectors stating that every individual has the right to choose a party of their choice.Mr. Kabimba described the move by some UPND members that blocked some Matero UPND defectors who were supposed to be part of the gathering, as sad.

  30. If you are a political cadre please know that you are entitled to an opinion not to facts. all those that stole public funds are either arrested or their cases still before courts of the law- HH is not above the law and if you think (foolishly) that he stole why not take him to court?

  31. @BOOM & WHATEVER#24
Please, I made a few errors in the above post for instance, the last sentence should be as follows: ” And he is making all these rhetorical garbage rantings without attributing causal factors to them but are only designed to intimidate the poor fellas as meaning the opposition parties.
And in the second last sentence kindly note that you must insert ‘is’ between ‘he’ and ‘blinded’. Well folks that is all for now. Enjoy whatever is remaining today.

  32. It’s a shame to think that his brain expired after being elected president. Now we’re consigned to an asylum type of conversation.

And what’s with calling for secrecy when you employed kapanyas to positions that they do not understand and never read the confidentiality clause?

  33. Mr. President,
    1. Consider un-bandling Planning from MOF. MOF is a super ministry when integrated with planning. National Development Planning should be under OP complete with a Minister.
    2. The development projects we are instituting are haphazard and chaotic. Lets systematically implement them within a framework of national development.
    3. Among the objectives of the Financial Intelligence Centre at the Ministry of Finance should be to triangulate and reconcile fiscal policy with monetary policy. Why? Because at the rate we are spending, I see us hitting budget overruns and probably printing more money which will spur inflation and then back to the Unip era. At the most lets stagger our development projects with our sources of revenue.
Peace & Love be upon our lovely country Zambia.

  34. We still remember the days of FTJ Chiluba’s regime when Ba Sata was a prominent Minister in the 1st-Term of MMD’s Govt. Chiluba and Sata revealed the existence of State House Tunnels just to humiliate KK. Those revelations actually killed the journalist prowess of Lackson Nthani and ZNBC management whom they commandeered to expose the TUNNELS which were secretly constructed to protect a Constitutional President. KK just happened to a First Republican Zambian President with a definite life-span, entailing that other Presidents would benefit from such security infrastrutures.
We wonder what prompts Ba Sata today to warn other leaders to uphold the oath of secrecy. There is a lot of hypocricy in the PF President and his Govt.
