Mongu residents question the rationale of putting TV licence fee on their ZESCO bill

Mongu residents have questioned the rationale of making them pay compulsory TV licence when some of them do not own TV sets despite having electricity in their homes

A Mulambwa resident, Amukusana Aongola, complained to ZANIS in an interview that it is not fair for Zambia National Broadcast Corporation (ZNBC) to make it compulsory for everyone to pay TV levy as long as one is on Zesco prepaid metering whether one owns a television set or not.

Mr Aongola complained that, ever since Zesco installed a prepaid meter in his house, ZNBC keeps on charging him TV levy despite him having no television set in his house.

He charged that when people live in an electrified house it does not mean that they automatically own TV sets.

Mr Aongola lamented that living in an electrified house is one thing and owning a TV set is another.

He appealed to ZNBC to use other means of collecting their TV levy rather than making it mandatory for everyone on Zesco pre-paid meters, adding that those who do not have TV sets but are levied feel sobbed.

But ZNBC Senior Maintenance Engineer for Mongu sub-station, Lombe Panda, appealed to all aggrieved clients to go to his office and prove to him that they are paying TV levy without owning TV sets.

Mr Panda said if such claims are genuine, his office would refund affected clients.

He said ZNBC has no intensions to steal from anybody, saying the money realized is just a contribution for ZNBC’s efficient programming.

Mr Panda added that TV license is law and whoever owns a television set must pay the levy.

‘’People are not paying for watching but for owning TV sets,’’ Said Mr Panda.

  1. It is criminal for ZNBC and ZESCO to collect money from people who do not own TV sets. They should find other ways of monitoring the TV signal users, and collect the levy from them instead of making everyone pay.

    It is not right, and it is clearly unethical.

    • @ MAMBALA, sorry to be sarcastic, but there is such a thing as poverty in Zambia and I think it is very likely there are MANY people out there who have electricity but no TV. 

      At the other end of the spectrum, I also don’t know why DSTV or Go-TV subscribers should have to pay a license to ZNBC if you never use the local service. 

  2. The guy makes a good point – it should be illegal to link payment of TV license with payment for electricity!

    Owning a TV and having electricity are two different things and this system only means even less money in the pockets of poor people who already don’t have TV.

    People everywhere (not just Mongu) should question this!

    • President Sata himself, was against this idea and he sued and lost the case in court. He had one of his houses which he was not occupying being charged TV levy. The whole thing is a scam really, we have a long way to go to get this right

  3. So have u realised now or just getting agitated because its Mongu peole who have said it. This has always been happening. Why have we been dwanzy all this time?

  4. I totally agree with this Mongu resident that he has been unfairly treated and should be refunded his money with interest. The irregular mode of collecting TV levy through ZESCO pre-paid metres should be suspended and ZNBC should procure frequency monitors for charging the TV levy. It is fair for me who has 3 sets in my house to pay levy (K3,000) despite that I don’t even watch ZNBC.

  5. In organized societies, at purchase (or change of ownership) a TV license is compulsory. No exchange is possible without paying for an initial license (which then enables tracking). Second thing is to have active inspections (use smart solutions here if you like) to follow up on subscriptions. What is currently happening is theft … and MAMBALA #4.1 it is NOT compulsory to have a TV with electricity. Assumptions breed animosity, corruption, and crime!!!

  7. The worst TV station in the whole of SADC.It’s better to stay without TV set than to keep on watching Mutubila with his stupid interviews and repeated programmes.

  8. OBVIOUSLY, THIS IS NOT ON. MAKING A PERSON PAT FOR A SERVICE OR GOOD HE/SHE DOES NOT SUBSCRIBE FOR IS CRIMINAL ON THE PART OF ZESCO. ZESCO MANAGEMENT HAS ALWAYS SURPRISED ME IN THE WAY THEY MANAGE. I DON’T THINK THEY HAVE ANY IDEA OF HOW TO MANAGE THIS PUBLIC UTILITY. THEY BEHAVE RETARDS OR A BUNCH OF IDDIOTS.

  9. ZNBC are collecting levy to facilitate programming, what programming goes on withing the walls of ZNBC. As far as i am concerned ZNBC or what ever it was called during Kaunda’s time was far better entertaining than this rubbish we meant to watch. Where ever the levies go i don’t know, what there used for is another myth, how much they’ve collected since they commenced another story. been in Zambia its pocket money for the Bwanas and accountants.

The machinery is scrap, pipo work like policemen at ZNBC, owez waiting for instructions from sumwhere… Wat a waste of 3pin, no champions league, picture quality 4EPL games is pathetic, Born N Bred awards tefyakulanda viakulolavie….   13. People I do realise that down the road it may seem much but it is still 3 pin. Is this what we are arguing about? 3 pin!!! Not even a loaf of bread or a packet of sugar!!!

    • Inversely, your Zesco should stop collecting the K3000, afterall its nothing as per your warped logic. The man has no television set and it is just logical that Zesco stops charging him for a service he does not enjoy. Mr Aongola is a rational man. And you’re an irrational id.iot!

  14. OMG! ZNBC programming is as efficient as digging a tunnel with rotting twig. While I agree TV license fees are good, if efficiently applied to improve infrastructure at ZNBC,I doubt everyone charged actually owns one. 

  15. The main idea to purchase a blood pressure monitor is because you want a fast and accurate machine that you can easily operate at home. You want something that straps on and with a push of a button reads and finishes the reading in less than 3 minutes. That’s the standard you want to put up.
