Kabimba’s bribe refusal claim aimed at diluting ACC probe

Various stakeholders have expressed concern over Justice Minister Wynter Kabimba’s recent statement suggesting that he rejected a bribe from a named company which approached him in an effort to win the contract for the supply of crude oil to Zambia.

This is a matter he is being investigated by the Anti Corruption Commission.

The Zambia Youths Association in the Fight against Corruption (ZYAFAC) says the statement by Mr. Kabimba is an attempt to dilute people’s perception on the ongoing investigations.

In an interview with Qfm news, Association Executive Director Rickson Kanema says Mr. Kabimba is a learned legal practitioner who understands the Anti Corruption Commission (ACC) Act very well.

Mr. Kanema says offering a bribe is an offence under the ACC law and wonders why Mr. Kabimba did not report the company in question to the ACC.

He has therefore challenged the Justice Minister to furnish the ACC with information and report the same company to relevant authority for attempting to corrupt a public official.

And Zambia Union of Financial Institutions and Allied Workers (ZUFIAW) president Cephus Mukuka says Mr. Kabimba’s remark is an attempt to pre-empty the ongoing probe by the ACC.

Mr. Mukuka has told Qfm that Mr. Kabimba should have kept quite and allow the Anti Corruption Commission to present its findings to the Zambian people.

In a separate interview, International Fellowship of Christian Churches (IFCC) President, Bishop Simon Chihana says Mr. Kabimba’s statement is aimed at influencing the public opinion on the matter in order to come out clean.

Bishop Chihana says the Justice Minister should wait for the ACC to clear him of his corruption allegation and not seeking to prove his innocence in the public eye by making statements that are capable of jeopardizing the investigations.

Zambia Council for Social Development Country coordinator for local governance capacity development and support project Humphrey Sikapizye says the justice minister’s statement puts the findings of the ACC at risk.

  2. Kabimba knows and we all know that he is guilty of corrupt practices and is trying to influence the investigations by using his political position.

  3. It is his word only. There is no proof that 1. he was offered a bribe and 2. If he was offered, that he refused.
    He should have done a ‘donchi kubeba’ and report the matter to ACC. In the UK any company that is convicted of corruption abroad, faces sanctions in UK.

  4. Just wait a little bit more, true colours will image, for or against Kabimba. The problem is there is too much speculation, leakage of half truths, truths and fabricated stories. Let Winter just face the ACC probe. Not proven guilty until ACC makes true conclusion. If Winter will be guilty then he will deserve no sympathy, must be condemned and loose his govt positions. If not guilty those spreading falsehoods will be ashamed. The corruption fight should apply equally indeed.

    • Iwe get that head of yours from your behind. Kabimba revealed in the interview that a bribe was offered but this was, in his warped head, not a corrupt act because it was not acted upon. Honestly this hero of yours should reveal the name or names of the people or company who offered this inducement! It is the duty of every Zambian to report anyone offering bribes to the ACC. This is one of the ways you fight corruption!

  5. i watched the interview. this chap was arrogant as usual typical of a stupid kamimbya trying bully the moderator. how can Micheal sata appoint this i.diot as justice minister of our noble country? he is also insane i guess.

  6. Winter Kabimba, try to do your work quitely. You are too vocal, talking alot leaves you with no time to think through issues day in day out for week, months and years! Still water is always deep whilst viscious flow of water is a sign of shallow depth. You holding very important positions where you should come to the fore when strategies and tactics go slow, wrong or reach critical points. The citizenary wants a thoughtful man in your position, but not a rouble rouser, every other day! Contribute more to policies than to daily outbursts assuming you know it all. Do not forget that there are many other intelligent zambians who can hold your position and perform better than you. No one can beat every one. You simply have the privilege than others. Listen, learn,& think deep before talking.

  7. I smell a rat. The fact that this ***** admits that a bride was offered to him means that he was corrupted or else he would have reported the organisation to the ACC. Why pre-empt the investigations? He should wait for the ACC to conclude their probe. They are the ones who should tell us about the refusal of the bribe, if there was any. As at now Kabimba must shut up. He made so much noise about the MMD being a gang of corrupt thieves. Now the same tag is following him and is likely to stick. We are waiting for the conclusion of this matter. The only fear is that Rosewin Wandi is a scared brat who might not carry out the probe professionally. She is scared of losing her job so she will fight to have Kabimba cleared. However, this case is a litmus test for the Director of the ACC.

    IF THE ACC ARE VERY SURE THAT THIS MAN IS CORRUPT WHY HAVENT THEY CHARGED HIM? WHERE IS THE EVIDENCE? ISNT THIS THE REASON WHY PEOPLE REFUSE TO LEAVE THEIR MINISTERIAL POSITIONS WHEN THEY ARE BEING INVESTIGATED? IS IT FAIR TO BE KEPT IN SUSPENCE FOR AGES SIMPLY BECAUSE SOMEONE SAID YOU ARE CORRUPT? I THINK IT IS NOT FAIR. OF COURSE I DONT SUPPORT KABIMBA’S ARROGANCE.

By self confession,Winter Kabimba can still be charged for concealing a felony in that he did not report to ACC the named company who wanted to bribe him.The nook, Am afraid is still around Kabimba’s head.ACC will be a laughing stock if Winter Kabimba was cleared of these allegations.Kabimba has not told us why he turned down the bribe.The mere fact that he did not report the company to ACC suggests that the bribe was turned down because it did not match what the other company had offered.It is not far fetching to suggest that Kabimba made overtures to this company for a bribe.

  11. if WK was my legal advisor, i would dismise him for incompentency. Where on earth would a lawyer refuse a bribe, and yet not report the one who attempted to bribe him/ a public officer to the law enforcement agencies? i think there is something very wrong with WK’s reasoning and am afraid to say… such leaders will have a very adverse impact on our legal system. The president should act on this. We voted for him to Save this country from Messy created by the MMD and PF seems to be going back to the same.

  12. Kabimba can be broken within 10 minutes just hand him over to me….he is not a smart guy…if Sata was truly allergic to corruption as he claims.. he would at UTH in ICU by now as his cabinet is contaminated. 

  13. During the interview on ZNBC, Wynter did not say that the company involved offered him something; No! He said he received information that they were planning to do that; so even when they approached him he had known their intention. Infact he nearly mentioned the people involved had not been for the moderator.

    And so he could not have reported the matter to ACC bcoz the whole issue was based on hearsay and not physical evidence.

    • You must be a lawyer in his law firm, as dull as me. Trying to defend the indefensible in a wrong way. The best thing to do when there is an allegation is to keep quiet and make no insinuations at all. Then you may go a level ahead of you and I.

  15. Aka kepi ka kabimba is a disgrace who should have been appointed to government in the first place. Nang tulasapota ba PF bushe nifi. This is too much. This dwarf must be fired if the PF is to survive because ever since his appointed, he has done more harm than good to the government.

  16. APG milling have been supporting Kabimba for years. These greeks rule PF goverenment with their money. It was George from APG milling who bribed Kabimba
