Corruption crusade is no witch-hunt-Guy Scott

VICE-PRESIDENT Guy Scott has said that there is no witch-hunt in the corruption crusade the PF Government has embarked on.

Dr Scott said Government had found a lot of prima-facie evidence against several leaders who served in both the previous regime of former President Rupiah Banda and the current MMD leadership.

The Vice-President was speaking in separate interviews with South Africa Broadcasting Corporation (SABC) TV and on a live-radio programme on Channel Africa arranged by the Zambia High Commission in South Africa.

Dr Scott said the discovery of about referring to K2.1 million which was found buried at former Labour minister Austin Liato’s farm, and the over 2000 bicycles that were found in a former minister’s backyard was just a tip of the iceberg on the rampant corruption that took place under the MMD administration of Mr Banda.

He said the Anti-Corruption Commission (ACC) recently gave an opportunity to the former President to clear his name on some of the alleged abuses but he refused to appear before the investigative agency.

The Vice-President explained that the action by the ACC prompted Mr
Banda and other opposition leaders to hold an emergency press
conference in South Africa so that they could gain international
sympathy.

“The same MMD lifted the immunity of former president Frederick Chiluba in order to allow him to be prosecuted, and there is a very good precedence already. We found a lot of prima-facie evidence of corruption against the MMD regime,” he said

Dr Scott however assured that the former President was guaranteed the rule of law obtaining in Zambia, and that no court would put him behind bars if he were not guilty.

“We are being very tough on corruption and that’s why they are not happy. They are squirming under the pressure,” he added.

He questioned the logic by opposition leaders to hold a press conference in South Africa when the same briefing attracted headlines in the Zambian media.

“I think it is hysterical what they are doing. I think it is far too overblown, they are losing. They are basically becoming weaker and weaker. We are getting stronger and they say it is because we are using unfair tricks, but we are winning by-elections handsomely,” he said

The Vice-President said even the public media in Zambia that was being used as a propaganda tool under the previous regime was now operating with more freedom and was covering the opposition as well.

Dr Scott reaffirmed that Zambia is not a one party state, and that the PF Government would not wish for the nation to become one.

“There is no unlawful imprisonment in Zambia, no military take over…if you want to excite the world press you have to come to South Africa,” he added.

Dr Scott noted that countries which had been suspended by the Commonwealth were those which were affected by rampant abuses by their Governments and military coups, which was not the case in Zambia.

On allegations that President Michael Sata had unleashed ethnicity on Zambia, the Vice-President responded: “How can you have ethnicity in a country with a white Vice-President?”

Dr Scott also said relations between Zambia and South Africa could be better because of the shared history involving the two countries and that the fact that several leaders from the ‘Rainbow Nation’ stayed in Lusaka during the apartheid struggle.

However, Dr Scott said the Government was trying to enhance the relations through channels like improving media relations between the two countries.

“We are building up our press relations with South Africa at the Embassy here. I will talk to the President when I get back that we might consider putting more resources into that,” he said.

Dr Scott said Zambia would like to see more in-depth investment from South Africa in the mining, manufacturing and agricultural sector, beyond the investment into chain stalls and hotels.

He said both countries should project a proper image of themselves as mining giants.

Vice-President Scott said the problem of unemployment was affecting both countries and that they should come up with ways of addressing the problem.

“We read about your problems and recognize them immediately as our own problems,” said Dr Scott.

The guy has never worked for the government to be blamed for embezzling any GRZ funds like Sata did for mezarf flats, HH has now become a darling of many Zambians and that’s the kind of president I want.     • Mr Octopus, I suggest you research on ‘crimes of the powerful’ to understand how people of respectabillity and high social status take advantage of your abilities to question them. They either commit the crimes for personal gain or the good of their employers. In the long run, ordinary people are affected directly or indirectly. Case in point (ZPA). Omissions or crimes committed by corporations in Zambia have very much been under the radar until recently.

  3. I personally do not see anything wrong with what the govt is doing. Those crying fowl are just cowards and they know what they he have done. People like Nevers Mumba, you hear him say “we shall fight the injustices in the current govt”. Which injustices? People are just bitter, Kabimba was right. HH, what is it that they are fighting for? And why involve RB? I think RB has his own battles to fight. The only problem is that the involvement of RB, Amsterdam and other elements will just destroy your reputation you guys. And you have to read the mood; I dont think the majority of the people on streets really understand your war with govt. As a result, you will be misleading everybody. Careful chaps!

      Reading your contribution, I am thinking you either read the post newspaper and take what’s printed there as gospel truth or you are selectively blind to what is going on in the nation. Either way you appear gullible and easily influenced. Do you think the incarsarations of Nevers Mumba for visiting markets and a chief is “normal”? This has happened on two separate occasions. HH has one arrest for visiting a market and a frivolous charge for “potentially causing unrest in the nation”. Do you think the beating of opposition political supporters is “normal” as is the refusal of rally permits for the opposition? Poaching or rather enticing opposition MP’s to weaken them is “good practice” in a democracy? If you do then there is the answer… That is what the complaints are…

I do not trust the Veep because while he was minister of Agriculture in the Chiluba Administration, he killed all his pigs at his farm because of swine fever to get compensation when the poor Easterners have not been compenasted even when swine fever was declared in that region in the late 1960s.

  6. Problem is……most of you chaps just speculate hearsay. If Winter and GBM are corrupt, right now go to ACC (the doors are open) and present your proof. I am sure ACC will protect you. Go! Just now and present your exhibits so that all of us know. We are not saying they are perfect but some of this trash just seems to be smear campaign. Some of us have held high positions in organizations. What happens is that before you become a high ranking official, no one talks about you; you are clean. The moment you are elevated, a lot of talk starts, some resulting from characters who are just jealous of you within and some from people who think you can give them free jobs but you have not done so, even when their qualifications do not meet the job requirements. So, stuff happens.

      I’m beginning to think I am on your trail today but it’s not deliberate but rather just an interest in how you appear to ignore certain facts. I have little comment on GBM and his allegations but the source, of the same being Mr Kabimba, is an interesting one. On Kabimba, he definitely has something to answer. he incorporate a company (soon afer a fake commission) dealing in the supply of oil in the very structures he was investigating. He has admitted to being offered bribes (which he didn’t report) and alleged to have awarded a tender to a company that has several questionable deals in its dealings oil, including bribery and corruption. The very fact that Kabimba is now dealing in the supply of oil to the nation is corruption in itself following his heavy involvement in the…

    It is absolutely amazing that a Government, of which you are integral part, constantly and deliberately ignores on daily basis legal principles of natural justice in their pursuit of irrational and self serving persecution of ALL people living in Zambia. Whilst irrational statements of Hon. Sakeni and Hon. Kabimba can be justified by theirs perceived incompetence to understand plain English, your endorsement of the deliberate murder of English language to justify illegalities and breaches of the well established legal principles and written laws it is at least contemptuous of democratic principles and at worst endorsement and legalization of political criminality of which various Stalin’s, Idi Amin’s and Beria’s should be proud.

FOR THOSE THAT ARE GIFTED NATURALLY TO PURSUE ACADEMIC SUBJECTS, LETS HAVE SCHOOLS AND COURSES FOR THEM UP TO TERTIARY LEVEL.   18. The PF regime has openly admitted through Guy Scott for the first time ever that unlawful imprisonment is not permitted in Zambia. Carefully read the following quoted extract from his speech.
    “There is no unlawful imprisonment in Zambia….”
    The two negatives cancel each other out in the above quote extracted from Guy Scott’s speech during a television interview in South Africa. The two negatives are ‘no’ and ‘un’. It follows that the above sentence is constructed as: there is lawful imprisonment in Zambia.
    Sata sent his envoy to S.Africa so as to convey this quasi-message yet he could have simply emailed his South African counterpart without leaving the comfort of his office He also debriefed his S. African audience about PF’s usual recycled and exaggerated ramballings.

  19. You call it witch-hunt? So, whoever is being hunted is a WITCH! We dont need witches in our midst. Hunt them down and rid this country of such filth ones.

    What is difficult is to identify the witches. How do they look like, what shade are they, how do they talk, what do they wear, eat, do for a living. Is it commensurate with their dully earned income or there could be some underground activity of CORRUPTION?

    OR, one may say, these witches belong to a group of politicians called oposition? To me, all witches in our ruling party or opposition must be hunted and disciplined.

The case in point is this more recent trip in which Sata impulsively bundled this old man Scott into any available first plane heading to South Africa to deliver laughable quasi-message. Sata’s desperation drives him to do extreme embarrassing things on his part which, on the other hand are laughable to almost all folks.

  23. How on earth can Scott despite his PhD in economics doctor the South African unemployment situation? South African experts who always use informed solutions and understanding of this unmemployment happening are not treating Scott’s ramballing with repect but the opposite is true.
    Scott must update himself with reality at the ground level in South Africa. The reality is that South Africa’s unemployment problem is a very complex phenomenon which dates back several hundreds of years ago. The historical legacy has compounded with the present world economic melt down which have both further contributed to our unemployment rate. It is not as worse as in the rest of Africa or the hard hit European nations. Scott must keep his nose out of S.A.’s internal concerns. S.A. is bigger than Zambia

  26. Without any doubt, the PF, will definitely win in 2016. It’s quite clearer that the opposition has lost political direction, they are supposed to oppose corruption not embracing it. How will you convince the electorates in 2016 to vote for your A$$ into office? because you went to SA to promote corruption or because you convinced the voters that you are the right Party??? You have seen what Harrington has been doing! He has taken matters into his own hands to address corruption. Why cant you? Instead of yapping nonsense, just sit your a** down and analyse issues. If I claim that “I have killed this person laying here”, even citizens arrest will work. Anybody will be free to take me to the police station.   31. The de facto Republican President HE Fred Mmember has directed one of his Ministers, Guy Scott, to speak on behalf of his Vice President (Sata) to protect the role of the ACC at all costs. It has now come to light that of the most prominent Security Units of Govt: the Army, Airfoce, Police, Zambia National Service, Office of the President (OP), ACC and DEC, the MOST CORRUPT INSTITUTION is the ACC followed by the Police. This then renders the role of the ACC redundant and it must be disbanded to strenghten the Police Service.
