Government has been advised to re-think its decision to bar foreigners from carrying out human resource functions as it will be seen as an act of xenophobia.

A senior Zambian citizen Elijah Ngwale said the pronouncements being made by ministers are giving an impression that cabinet does not meet regularly.

Commenting on the directive by Labor and Social Services minister Fackson Shamenda that no foreigners should carry out human resources functions, Mr.Ngwale said such a pronouncement is supposed to be backed by policy as it risks being seen as an act of xenophobia.

Mr. Ngwale said what is worrying is that citizens are made to wonder whether cabinet meets regularly because ministers and even deputy minister who do not even attend cabinet meetings make serious pronouncements.

Speaking to QFM,Mr. Ngwale has since appealed to government not to govern by pronouncements but by policies stating that it is policies that must be announced after being agreed upon by cabinet.

    • Ngoshe never play around with friends, he is always solo. But it is a fact that cabinet ministers do not even meet over technical matters, they meet to be introduced to the newly hired deputy ministers. And those PF Ministers don’t even know each other by names, they know only totems.

    • Don’t send any email to that email provided, it is not the ZWD email address. It looks it has been hacked. The need to mirror it in a number of servers to limit the downtime in case of hacks.

    • Maybe its self-immolation or they have gone on retreat to seek guidance on how to be responsible in journalism practice.

      They find it right to align themselves with the opposition political parties, but insult and label it totally unacceptable for other media houses to propagate for the govt. what a shame!!

  2. Much of the HR mal practices by foreigners are fuelled by their confidence that they paid the government official to get their investment in the country. So, I guess these people should start looking at themselves before they bar foreigners from HR practicing. I wonder if it is really the answer. HR in any company is just a rubber stamp of others decisions. It really does not help. I agree with Ngwelu, but maybe not on the basis of Xenophobia.

  3. i dont see any problem here. we have enough HR personnel in zed. why get some from elsewhere? certain positions shod be left to indiginous. i dont even see how xenophobia comes in. how do you get a driver, teacher, nurse from UK? we need a Neural surgeon? we are a developing country, so we shod learn to do certain things on our own!

    • We need to run the country on policies. Today it is HR managers but what about nurses, primary school teachers, drivers, etc. You can’t have pronouncements for each job, make policy to cover a range of jobs.

    • You have totaly missed the point. Its not just pronouncements.We need to have guilding polies to give direction to everyone. People looking for work permits will not be given if we have a guilding policy stipulating that HR should only be handled by Zambians.

  4. The government is banning HR functions by foreigners because it has realised that children and relatives of ministers cannot jobs because of the stringent measures put in place. The foreigners give the jobs to deserving citizens not to retards merely because their fathers or mothers are ministers or they are well connected.

    • Generally, the HR management field advises that a local be HR head because they understand the culture of the country better than an expatriate. The local may be sensitive to certain issues because they understand the local environment better. There was an incident in one company, where an expatriate HR manager denied women “mother’s day.” A local would have understood why government pass that policy. It is also partly the reason most countries have work permit requirements. You need to show that you are bringing special skills that are either not present or are in short supply in that country. Otherwise, you are denying a local a job they can do.

    • @ Chills; raping is too graphic a word. How about violating the constitution? Conveys the governments actions without those unsavory images

      There is nothing graphic about the use of the word ‘raping’ in the context as used by Chills. He simply means the constitution is being violated and ‘thrown out of the window’ as it were.

    • Bwana, its not ZWD that had been poaching opposition MP’s. It’s not ZWD that has been making un intelligent appointments from one region of the country. Was it ZWD that made the 90 day promises. Its not ZWD that has caused mealie meal shortages. If The Post can’t report all these issues objectively, ZWD with all its unedited stories etc have given the public an uncensored view into the Zambian news.

    • Is it ZWD which is practicing corruption, nepotism and tribalism in the governance of Zambia? ZWD helps to reveal the wrong doings of those in power. Hope it will be back sooner rather than later.

    • It is the Post that should be closed. It is the one that has fueled tribalism by constantly calling HH and tongas as tribalists even though HH has never made a single tribal statement. I challenge those who support the Post to give me a single example of a tribal statement from HH. The post is the enemy of co existence and tribal harmony in this country. Those who agree to be conned by the Post to issue statement against other people based on their tribe have also agreed to destroy this country through the same paper. I’m sorry i dont buy the idea that ZWD is tribal. Only tribalists created by the Post see it that way. I’m proud of my tribe (Lenje) and speak Lenje whenever an opportunity presents itself but I will not champion tribalism the Post way. I have even stopped reading the Post.

The un co-odinated information to the nation further suggest that there are two groups within PF goverment. One Chellah is its spokes person, the other is the young turks driving the PF agenda regardless of Sata since he is too sick to know everthing that needs attending to. Governance by remote control with defacto leadership.

  8. Very disappointed with this blind man called Elijah Ngwale. The govt is trying to secure jobs for the locals you are saying it is an act of xenophobia, what type of thinking is this Mr Ngwale? I respected you but I am losing confidence because your thinking is reducing you. HR jobs are for Zambians because we have enough HR professionals.

    • @Fireman, the man is not against giving these jobs to Zambians. Read within contest before you comment. He is saying that there must be a legislation in place not just a pronouncement. Government cannot just single out HR jobs. There must be a guiding legislation in place.
      His point has nothing to do with sight.

I HAVE VISITED MOST COMPANIES BACK HOME INCLUDING THE MINES. IT’s Really a JOKE. GROWING ECONOMIES DON’T GIVE RESTRICTIONS AS TO WHAT JOBS SHOULD BE HANDLES MY FOREIGN WORKERS AND NATIVE CITIZENS. You can use a QUOTA system if want. Pa ZED everything is reactive???

  13. The author seems to be quite uneducated or simply put dull………..All the government is trying to do is to protect the interests of Zambians and securing them jobs. Is he telling me that Zambia does not have people capable of performing these functions?????? foreigners don’t understand our labour laws very well and as a result end up mistreating our people. Learn to support the government especially when they mean well for the people

  16. Cabinet meetings or no cabinet meetings makes no difference in the PF government because there is only one man who will talk and force his thoughts down the throats of the rest. Can you imagine any minister in this cabinet freely giving their views which may differ from the master’s? It would be followed by a good telling-off and instant dismissal.

    ONE: there is no proffessionalism in their practice and may I simply state that the function has gone to the dogs as maimbo would agree with me. they lack both confidence and courage and are thus just driven like cows being led to a croal.

    TWO: the HR function has lost meaning as instead of them being the go between employers and employees, they side with management making them VERY useless.

  20. Labour issues and anything related to it should be handled by the Labour minister. I do not understand what the words ‘senior citizen’ mean when referring to any Zambian we don’t even know. Does it mean that the man is a pensioner? We have many problems in the Zambian labour market because of human resource managers who do not understand or have no idea of Zambian laour laws. This has nothing to do with xenophobia, if we do not want foreigners working in Zambia it is our right. No country in the world creates jobs for foreigners at the expense of the local educated population. Allowing any company which invests in Zambia to come with its manpower defeats the whole purpose of job creation in the country. Foreign managers prefer to recruit from their country if given any chance.

  21. You people should research before you condemn, Mr “Senior citizen” should have research before making himself a fool. The Labour laws are clear about getting foreigners to work in Zambia and indeed any other country. I have cut and paste below for you to read :

    Zambian employers may apply to the Chief Immigration Officer at immigration officer to employ a foreign worker (s) as long as they are able to establish that there are no Zambians suitably…
