Opposition leader Hakainde Hichilema has demanded that the Electoral Commission of Zambia be dissolved for allegedly failing to effectively administer elections.
Mr. Hichilema said the ECZ has become useless and ineffective and should be dissolved.
He said the recent poor conduct of the Mpongwe and Livingstone bye elections was a clear indication that the current ECZ has no capacity to effectively manage elections.
“The rampant electoral fraud which is going unabated by the ECZ is a matter of serious concern. We have resolved as the UPND to demand that the ECZ be dissolved because it is useless,” Mr. Hichilema said.
“We demand for an independent electoral commission. A situation where the Head of State appoints Commissioners is unacceptable. We would like a situation where the Chairperson of the ECZ is elected from amongst an independent committee.”
Mr. Hichilema said numerous cases of electoral malpractices were reported to the ECZ in the Mpongwe and Livingstone and there was no action taken.
“As far as we are concerned, our candidates Rapson Chilufya and Regina Musokotwane won those elections in Mpongwe and Livingstone respectively.”
He also castigated the Human Rights Commission for rushing to issue a statement that the elections were credible without verifying their sources of information.
“This Human Rights Commission said the elections were free and fair, how do you qualify that when presiding officers from a certain tribe were removed on the eve of the election and replaced with officers from another tribe? How does an election become credible when Ministers were seen dishing out money as people queued to vote?”
What do you expect from what Elias Chipimo has recently termed as PF’s unacceptable project to build a Bemba empire! When you remove people from positions because of their ethnicity you cannot turnaround and say you are a government for all Zambians. PF is a tribal government. We need a national conference to agree to go our separate ways without any bloodshed . We need a Czechoslavakia peaceful dissolution and not a violent Yugoslavia dissolution. You cannot have a government that discriminates against its own citizens. Zambia is a failed project. Let the PF have its way with its own people in their own part of the country. No one should be made to feel like a second class citizen in his own country!

The current law provides that the President appoints electoral commissioners, there is no provision for what you are suggesting in the current statutes.

I new the elections were going to be rigged when PF released Gary Nkombo and entered two nolle’s for Mumba. That was a wag the dog trick where the opposition were given scrumbs while PF store the big prize. Anybody who saw the rallies that were held in livingstone by both PF and the UPND knows that PF could not have won the elections in Livingstone. The Ballot Boxes were staffed and brought in from Lusaka’s red brick building. To hide this from the election monitors sata played a new trick, he removed Lozi’s and Tonga’s from Polling stations and brought in Bemba’s from Kolwestans (AKA Muchinga province). Ladies and gentlemen we no longer can live together. it was good while it lasted, it is now time to go our seperate ways. Lets have a clean separation.

It is now common knowledge that the top brass in ECZ have become established accessories to administering rigging of elections as demonstrated in the bye-elections held in Mufumbwe, Mpongwe and Livingstone.
If the Judge who chairs the ECZ has any trace or remnants of professional integrity, this is time for her to resign and be counted among honest Zambians who cherish to promote justice with honesty, sustain the rule of law and preserve all instruments that protect human rights in Africa and Zambia in particular.
The lifespan of Zambia as a nation cannot be tied to a biological lifespan of President Sata and all who support his dictatorship.

For sometime now, no Electoral Commission in Zambia has been appreciated especially by whichever opposition party. It is really good to find the best way possible to have the Commission that is appreciative, unfortunately not by all, since only the winner appreciates the work done and the results. For instance, if the opposition won the election, the work of the Commission could have been positive and independent. Is it possible that the same Commission that managed the general elections (Three in one election), with more 100 constituencies, could today fail to handle only two parliamentary elections (in two constituencies)? This has had the effect of transferring resources from productive sectors to the remunerations of these parasites. It will get worse before the charlatans are finally shown the exist.

Its sad that people just rebel HH as a bad person whenever he raise issues as far as governance is concerned. Some UPND guys were apprehended on the election day in Livingstone, now can an normal person call that free and fair? Lets be realistic than just shooting people down, because you don’t like them. President Sata used to cry foul on a lot of things when he was in the opposition, so what’s wrong for HH to voice out his concerns?

How about the ECZ act, what does it say? His impatience in all areas, including becoming president at all cost is repulsive to most people. By the way, since most technocrats at the ECZ will still be there up to 2016, HH will have it difficult to work with them during his campaigns as they are developing their own attitude towards him. UPND has acknowledged the loss of the L/stone by – elections so that’s not the issue. The matter is, were the elections free and fair? All key UPND leaders including its President and the campaign manager were locked for up for murder by a belligerent and Partisan Police Force. An MP was brutally assaulted by a serving Government Minister while “Law enforcers” watched on. Public media allowed bellicostic ministers and Katanga, hand out a prejudiced murder charge to detainees even before investigations were complete. Did the postponement of the elections by ECZ mitigate the fact that the whole process was free and fair? The answer is a resounding NO! Argue rationally.

When UPND won the L/Stone seat, there`s was nothing like dissolving the ECZ. Why has that come today? Bembas will accept who ever will come as president after Mr. Sata regardless from which tribe he come from.We did this with Levy Mwanawasa and Mr. Lupia Banda. The Mpongwe seat was lost by MMD when Namulambe resigned from MMD and stood on opponent’s ticket and it is common sense that if you see your soldiers turning against you fighting for your enemy, forget about victory and smell demolition. Victory is coming one day. HH is already doing what us the genuine citizens expect him to do. It does not matter if the PF want can bribe all oppostion MPs. HH is there to offer checks and balances. He is working. Without this the PF would have been doing anything they want (we would have been seeing men kissing men by now on the streets). At least they can restrain themselves, thanks to the opposition. HH you are fighting a tribal cartel here. All these organizations, the Electoral Commission and the Human Rights Commission, are headed by bembas. There are some bembas who are good, BUT the majority of bembas are staunch tribalists. It is very unfortunate because bembas seem to have accumulated quite a few negative attributes in the eyes of most other Zambians. But what this has done is change Zambia for ever: all what used to be called misconceptions have now been confirmed to be in-fact true. What I know for sure is that 2016 will be very touchy and all well-meaning Zambians will need to be very careful, otherwise Zambia could erupt. @ZAMBEZIA – we are going to Rwanda. The fact is the country will not be able to carry this tension for long. Very soon, it will take just a small event to ignite a terrible social fire. Use your MPs to table the issue before parliament and let parliament debate the issue of ECZ and come up with a resolution. If you want to be a party spokesperson and a ranter you will just end up a political goon. Use some brain you claim to have and start acting. The only way anything can happen is when you start using your MPs for pushing your policies. The more you neglect your MPs the more they feel useless. A powerful opposition is know not for ranting and violence, but by putting pressure in the law and policy making body – the parliament. Please, please, please, use parliament to push your agenda.
