MMD boycotts Lukulu and Kapiri by- elections, demands Speaker’s resignation

The opposition MMD will not participate in next month’s Parliamentary by- elections in Kapiri and Lukulu West.

MMD President Nevers Mumba revealed that the party has resolved not to participate in the two elections in order to concentrate on reorganizing itself.

Dr. Mumba told a media briefing that the party will place emphasis on nationwide party mobilisation.

“These by-elections are meant to obstruct the opposition from pursuing programmes of party mobilisation. The PF government is not winning these by-elections but rigging them,” Dr. Mumba said.

“Our Vice President-Political shall oversee the by- elections in conjunction with Chairman for Elections.By-elections for the moment shall not be a priority to me as we want to prepare the party for the 2016 general elections. I will be launching my nationwide tour dubbed New Hope Tour I next week.”

He said the culture of creating unnatural by- elections by the PF government is a reckless style of governing a nation.

Dr. Mumba said the by- elections are costly and are done at the expense of many attendant needs of the population.The MMD leader also called for the reorganization of the Electoral Commission of Zambia.

“We wish to express our total loss of confidence in the ECZ which continues to authenticate elections held under dubious conditions. We do not believe that ECZ in its current form will contribute to a more just electoral process,” Dr. Mumba said.

‘In the same vein, we also demand that the police stay out of the actual administration of elections, their performance in the PF administration by-elections has depleted all confidence the MMD used to have in our police service. Their role must be redefined and probably be replaced by another security wing.”

On the Speaker’s handling of the motion to lift Mr. Banda’s immunity, Dr. Mumba said the Speaker’s current state of mind appears to be at great variance with his good and sound reputation as a fair minded person of the bench.

“Over his grave and inexplicable behaviour in this presidential immunity matter, we believe that it would be in his best interest to tender his resignation as Speaker of the House in order to preserve his hard earned reputation,” the MMD leader said.

In his article The Parallel Universe Series Issue no5: Unnecessary By – Elections published in February 2013,Narep President Elais Chipimo wrote that when the 2011 elections were over, PF had won 60 seats, while the MMD managed to obtain 55. The rest were made up of UPND, FDD, ADD and 3 independents. Two seats were not contested because of the death of two parliamentary candidates just before the election. The 60 seats held by the PF were not enough to form a working majority in the legislature.

To achieve that, they needed to win 80 seats (basically half of 158 MP’s – 150 being elected and 8 being nominated). Subsequent by-elections have seen an increase in the number of PF MP’s to 71 (63 elected and 8 nominated). This had left the PF short by at least 9 MP’s for an overall majority, hence the mad rush to create unnecessary by-elections and to co-opt opposition MP’s into government ranks.

    • Word to the unenlightened. This is called protest, if anything why bother with wasting resources trying to win an election you are sure won’t be free and fair? I hope there won’t be another questionable death and careless arrests in these ones..Somehow I doubt that, and I don’t think I am pointing at the UPND when I say that. Let them have what they want and let the MMD watch exactly what is going on while they get it. This time I hope there will be repercussions.

    • Who care whether they boycott or not. I am no PF supporter but this is the stupidity of the opposition and when the PF wins, they want to cry foul. Come 2016, there will not be a credible opposition to put checks and balances on the PF. Stop hiding in mobilisation.

  2. Be careful Nevers, be VERY careful. This boycott is what buried UNIP. You may not trust the PF not to rig, and the lame ECZ not to administer credible elections, but trust THE PEOPLE. GO TO THE PEOPLE and use the bye elections as opportunities to step in the field. Remember the word of zgod which says, ‘every land where you have stepped foot, I will give to you.’ If you don’t step, you don’t get.
    Never mind the rigging, they cannot rig forever. Eventually, the people will speak.

    • You are right , the people’s power can not be usurped,they can not RIG forver you said , but i do not think PF rigs at all they are just geniouses at mobilization obviously because of their tactiful and shrewd master leader Michael Chilufya SATA,MMD on the other hand thought they could take people for granted forever but they failed even with so much money they had especially in 2011.Remember PF never boycotted any by election they won some and lost some but they gained much grounds through the same.So Nevers should show credible leadership and this childishness he is displaying.He is but a disgraced former diplomat that stole public funds.Lesa alamona bane and we are yet to see many things ffrom this so called man of GOD,already we see no christian values in him looking at his MPs…

In as much as they have the mandate that in no way gives them the right to abuse or misuse our country’s resources and its laws! PF came in on the Donch Kubeba tip, and that is how they shall leave, we are quiet, watching and waiting for we have seen it all before donch kubeba baleya. What we need is a more politically enlightened society. One where the voters demand what they voted for and help in getting it. But here you see the power of the majority being used to suit and pamper a specific and corrupt minority controlling said majority. If PF is seen to be at fault, even the Bible encourages that we daily intercede in pray for those in authority. There ends democracy in Zambia.WE are back to one party state.After the 2011 elections PF had 60 seats and thus did not have the numbers to pass legislature IN PARLIAMENT.Since then there have systematically launched a drive to increase their seats in parliament through bribery and promising of ministerial positions to opposition MPs.It may be good for you now but what off our children?The future is theirs and we are wrecking it! SAD..unless PF cadres are childless I don’t think this calls for celebration.

    • who told you that we are back to one party state? Even the republicans my friend are struggling to find a winning formula. MMD lost it when they were in power. They did not change most of the systems of governance including the electoral reforms. They thought they will stay in power forever. Dr Nevers Mumba is not a Politician and does not know how to mobilise resources. So MMD has financial difficulties. RB the main man has been cornered so he can not help them organise resources.

  15. 20 years is a long time to be top dog. Perhaps a break gives time for reflection, looking at where one succeeded and where one failed. There was a lot of buyer’s remorse which other parties capitalised on and in the case of PF, they managed to take the hot seat. As for the PF ‘friendly’ strategy of crossing the aisle – it only results in a by election if you fall for it and boot the MP out. Reversing it would be to let the MP cross the aisle then in the name of ‘working together’ cuddle PF with their form of friendship and loving support til they run for the hills to get away from all the lurve… I know my humour is warped but reverse psychology has not been strategically used by anyone but ‘clever PF’ so far! Drag them to work… your peeps too. 2016 will be about work DONE…

  20. The MMD should have a look in the archives and learn what happened to UNIP when it started to boycott elections and what has happened to it. Boycotting elections by a big party like MMD just proves the lack of leadership in the party. A party cannot just give up seats without a any fight and hope to perform better in future elections, Mumba’s inexperience is going to cost the MMD dearly in the near future. Instead of wasting time talking about RB, who is retired from politics and has nothing to do with by-elections, he should concentrate on uniting the fractured elements of MMD. The Mumba’s group has the lowest support in the MMD at the moment and this has shown in the recent elections, maybe even the Kachingwe’s group can out perform them in an election.

Re-evaluate your position and reconsider participating in the bye-elections. Do a good profile of the prospective candidates and do a sting operation on the PF by consolidating and asserting your position as the most organized and comparatively advantaged part y in regard of human resources in Zambia. I don’t support MC’s drive to increase the numbers in parliament through ministerial job offers, but It’s the RB and MMD’s underhanded methods that have caused the Lukulu and Kapiri by-elections. Nevers should gain some courage and apologize to the people of Kapiri and Lukulu for the pain his party has caused them. If anything, they should start as ward chairmen, then councillor, MP then Minister, after which they would aspire for Plot 1. The problem, these two boys want to jump from church to plot 1 and from balancing a spread sheet to plot 1. I understand their frustration because starting from what I have suggested would mean that they would be about 90 years of age by the time they stand for presidency.   55. MMD under nerveous has not won any election save for two local govt. seats in N W Province. He is convinced beyond reasonable doubt that he has no capacity to win the MMD any election. Nervous is broke, MMD is broke. Therefore the only sensible thing is to stay away.

God punishes false pretenders in his own unique way.Mumba was one such chancers who thot, by duping pipo into thinking that zambia shall b saved, amassed enough punto into believing he’s gonna plain sail in politics bt got a shock of his life. Going back cant help him coz pipo have lost faith in him. I even feel sorry for ‘JASON’ coz pipo r excellnt judges. He’s endangering his career. So the best MMD must do is to replace Nevers. Mumba may b a mercenary who wants MMD to be EXTINCT! Nevers shud never b trusted. He’s an opportunist. He’s a dangerous man.

  59. Chisenga @ &2, you are absolutely spot on: How do you boycott an election by asking your members to vote for other candidates OTHER THAN YOUR OWN? Whaat sense does that make? ANd what boycott is that? These are statements and decisions made without thinking by some of our leaders unfortunaetly!
