Daniel Munkombwe pardons all civil servants currently on suspension for various offences

Southern Province Minister Daniel Munkombwe has pardoned all civil servants currently on suspension for various offences that do not border on corruption or criminality.

Addressing provincial heads of government departments in Choma this afternoon, Mr Munkombwe said the amnesty covers all civil servants who are currently on suspension resulting from offences committed in the course of their duty.

He said the pardon is meant to allow the erring officers come back to work and join in the developmental efforts being pursued by the new team at the provincial administration.

A number of civil servants in the province have been serving suspensions and the Minister told Provincial Permanent Secretary Bernard Namachila to institute administrative procedures to reverse the disciplinary actions.

Mr Munkombwe said there is need to start on a fresh note in running affairs of the province.

The minister who said he does not believe that most civil servants are indiscipline called for hard work, honest and loyalty among all public servants.
He said the Patriotic Front government is in a hurry to develop Southern province which he said is part and parcel of Zambia.

Mr Munkombwe said civil servants must be able to interpret the PF manifesto in their programmes and that he wants all critical developmental concerns in the province such as the Bottom road and the Monze-Neiko road to be urgently attended to.

He said the opposition parties no longer have any topic of substance for political discourse against the PF government because President Michael Sata has ‘deflated’ them through the numerous developmental programmes taking place in the country.

And Mr Munkombwe has given marching orders to all provincial heads of government institutions still operating from Livingstone to immediately move to Choma or face serious consequences.

He said the various ministries and departments should find office space within their district offices, adding that there would be no reason or justification for the provincial heads to continue operating from Livingstone.

  1. Ewe Chikokolilko, you do’nt shift or relocate government administrative structures to another town like the way you transfer an officer. It suppose to be done gradual other wise services will suffer as some officer will have no office space resulting in them sitting under trees.

    You are pushing them to move and yet on the ground you are doing nothing to accommodate this extra population coming into Choma. Here we are taking of over 800 families. Currently their are less then 10 vacant house in Choma. Have you in increased Classrooms in primary and secondary schools for their Children? The answer is no. Not even a single foundation has being dug from the time the decree was made.

    Yet why not do it like in Muchinga Province where structures are almost completed for that new statues.

  2. I did not know that a provincial minister is allowed to give Amnesty in such situations. And what is his reason for Amnesty? “so that we can start afresh” Oh my foot! People are not serious with administration that can propel development!

  3. Sebana wikute, kindly be reminded that you dont have such authority to forgive an offence committed by a Civil Servant. You should have known your limits with your so called vast experience.

  6. the mouth & belly man only cares about the belly as long as there’s more money in his pocket, he does not care about corruption. he wants to be loved and stay longer in his job to feed his belly.

  7. sentiments by elderman Daniel Munkombwe reminds me of the late Chama Chakomboka. How many bloggers remember this man Mr Chakomboka? He was from Luanshya. A former deplomat. He was Zambia Ambassador in Brussels, Belgium, with an education from Makerere University. He later formed his Political party called Movement for Democratic Process with the John Chipawa Sakulanda.

    He had vast knowledge of the locations of Precious stones in Zambia, but unfortunately, this knowledge was not fully shared.

    Like I say, for me, I am learning driving so that one day, I can drive my own bus.
    When I am through with driving, I will share the knowledge.

  8. I hope he consulted widely before coming up with this. We don’t want ministers issuing statements which are later on reversed as it wastes a lot of people’s time like the Bob Schinga mealie meal issue.

  10. Typical of PF cadres and its government. Where does Munkombwe draw his powers to pardon offences committed while on duty. Example where a civil servant did not retire imprest of K2million from govt should be pardoned. My foot, this is not rule of law, accountability and good governance. The country is busy fighting corruption others like Munkombwe are abeiting it. Provincial ministers have no such authority underwhat so ever, not even with a normal president of Zambia.

  11. What exactly is going on? right or wrong i would like to know if any one fellow appointed to any position has power to implement whenever they feel like and on what grounds? Pantu it seems to be the case here, just another day i took myself back into time, i wonder if the old man KK wamuyayaya was still in power if we could have seen or heard of this cho chise? i doubt it bane, they all could’ve been wiped out starting with the late Kafupi, late Cabbage HE Mwanawasa, li sata ngakale lyaya ili, ka under five nga bali fulasha without a trace….., not na KK ali ni dictator!

Good for Mr.Friday Konde, to be reinstated back ….Viva Munkombwe Provincial Community Development Officer coming back, he should have learnt some thing.Well done these are what we call Politics Of Benefit.The Prophet has said, he has already interpreted Amnesty and reconciliation in the country.

  14. I CAN’T BELIEVE PEOPLE ARE FINDING IT DIFFICULT TO ACCEPT THE TRUTH . MR MUNKOMBWE IS ONLY TELLING THE TRUTH WHICH OTHERS FAIL TO TELL. I RESPECT MR MUNKOMBWE FOR BEING HONEST. BUT, DON’T GET MR MUNKOMBWE WRONG. THIS DOES NOT MEAN THAT HE WONT WORK FOR THE PEOPLE- HE’S A VERY MATURE MAN, HE WILL WORK FOR THE PEOPLE. FOR HIM TO CONSEQUITIVELY, SERVE IN ALL GOVTS SIMPLY MEAN THAT HE’S A VERY INTELLEGENT AND HARDWORKING MAN. KEEP IT UP SIR.

  15. The Minister is within his rights to order the reversal of the suspension with the caveat that he has given of those involved in corruption or theft. The Minister himself can not implement and that is why he directed his Permanent Secretary, who is the CEO of the Civil Service in Southern Province, to implement his directive. The Minister is showing leadership and one would hope the affected Civil Servants will be motivated to work extra hard when they return to their jobs

  17. Wait and see the chaos that will follow this directive. I imagine they will be certain cases that may be under litigation, with legal cost incurred and so on. As for discipline and submission to supervisors, kiss them good by! That’s what happens when you have a government where decrees reign supreme. Result, break down of law and order. Let the process of disciplining those erring officers be complete, then on a case by case by basis and based on the principle of first offender and the gravity of the offense, discharge but not acquit them. Please Mwami!

The Minister whom I have wondered why he has been in active politics ever since I was born 60yrs ago, for the first time he is just too effectively trying o resolve the mess my tribesman the recently transferred PS,left for his lack of civil service experience who did not follow procedure and suspended as well transfeerred hardworking and loyal civilservants on flimsy reasons some of them believed to have been instigated by one recently transfered male Provincial Minister who was fixing purported/imaginary enemies of relatives of the said Minister. Hon. Munkombwe on this one you have come with a new sweeping broom, bravo!

  20. I agree with blogger 19 above procedure of suspensions and suspicious transfers were not followed by previous Provincial Administration so the experienced PS and new(old)Minister want to start on new slate. Congrats!

  21. I agree with blogger 19 the new Minister and PS should start on new slate, except for old outstanding serious cases, not the recent cases which occurred during the term of the recently transferred Minister and PS.
