The United Party for National Development (UPND) has called on President Michael Sata to dispatch a special envoy to South African President, Jacob Juma, with unreserved apology as a reparation measure over Zambia’s Vice President, Guy Scott’s remarks on the people of South Africa.
UPND Chairman for International Relations, Mulondwe Muzungu, said South Africa is a great African nation which, under its able and dynamic leadership, is instrumental to the development and growth of economies of her neighbours including Zambia.
In a statement released to ZANIS in Lusaka today, Mr Muzungu noted that since the advent of the African National Congress Government, Zambians and South African people have enjoyed strong bonds of brotherly friendship and mutual respect which Zambia should not destroy.
He said the UPND would like to see the country run in a manner that sustains peaceful political and economic relations with its neighbours and the international community.
Mr Muzungu observed that Zambians cherish peace and would love to see their peace maintained.
The Guardian UK recently quoted Zambia’s Vice President Guy Scott in an interview alleging that the South Africans are backwards in terms of historical development.

Look at the useless demands for yelloe fever vaccination against Zambians travelling to South Africa. The issuance of residence permits only to Zimbabweans and not Zambians. The discrimination in terms of opportunities for other nationals living in South Africa. Mistreatment & killings of other nationals in that country. Xenophobic tendencies. The list goes on. Mr Scott’s comment was reckless and irresponsible. Whatever the point he intended making, the platform was totally inappropriate. He has a personal vendetta against SA and sounds like a bitter little boy crying over spilt milk. I’m ashamed to have such a selfish leader who cannot watch what they say on public platforms. It is true that black South Africans try to model themselves on their white compatriots. What Scot said was true but, as a member of the government, he should temper his language. It is no secret that the PF government does not think highly of the current ANC leadership. The South African ambassador in Lusaka was accused of interfering in the Rupiah Banda case. Their government has not been forthcoming on the Henry Banda extradition request. Banda’s lawyer has been shooting off his mouth while no single South African has come out and said anything. They cannot stop him from talking, but they can show solidarity with our efforts to stump out corruption. Instead, they sneer at our country like their white compatriots.

One or two South Africans who have responded to this issue on this site have ranted about how poor our country is. That is the backwardness, in historical terms, Scot was referring to. They are at the stage that Zimbabwe was in the early 1980’s and we were in the 1960’s. VP Guy Scott was spot on when he said what he said and no apologies required. Why should one apologise for saying the truth? The truth hurts and if anything the South African Government must apologise to the SADC partners for the implicit insult that they were above all nations and will resolve the Zimbabwe issue by themselves – this is where the Scott backlash comes from.

Zambia needs South Africa more than South Africa needs Zambia. South Africa trades directly with the EU and is regarded as a peer. SA has a large sea front from end to end or east to west for her sea exports and imports but all we wanted to do was to import cars through these ports as Zambians. Short sightedness! Scot made his own perceptions, albeit at a wrong fora, and it’s all none consequential. Both Zambia and SA don’t need each other, but they enjoy a mutual beneficial relationship. Its funny how people want to justify the comments made by Guy Scott. There is no place for that kind of rhetoric from any government official. If you have an issue with South Africans, take it up with Zuma in private. You can’t make such disparaging remarks about the citizenry of an entire country. It harkens to a sophomoric understanding of diplomacy. These kinds of gaffes by this administration make me take a step back even when I want to give them a pat on the back for certain decisions that they may make on the economic front that might prove benefecial. Guy Scott was spot on! UPND should be the last party to ask anyone for an apology, they even have failed to apologise to Zambian women when HH made derogatory remarks about them.
