RTSA suspends road service license for City Express (Ticlays Buses)

The Road Transport and Safety Agency (RTSA), has with immediate effect suspended the road service license for City Express service limited due to the unfitness of its buses.

RTSA Director, Zindaba Soko, says follows the many complaints the Agency has received from members of the public concerning the fitness of City Express buses known as Ticlays Buses.

Mr. Soko says RTSA carried out investigations into the allegations and established that some buses owned by City Express were not fit to be on the roads.

He says the Agency earlier cautioned City Express against further violations of the conditions after a Ticlays bus registration Number ABM 9416 headed to Solwezi from Lusaka was involved in a road traffic accident at thirteen Miles in Chibombo District.

He notes that preliminary investigations by the Agency have shown that the said vehicle did not have a valid certificate of fitness implying that the vehicle was not fit to be driven on public roads.

Mr. Soko further notes that the investigations also established that the accident was caused by a mechanical fault which could have been avoided had the vehicle been serviced by the owners.

  1. Ticlays is still around hahaha these guys have been operating since the 80s. Back in the day Ticlay himself used to physically search the pockets of drivers and conductors when they are cashing in.

After suspending the license for this transport service soon after the results of investigation following the Chibombo accident, RTSA should also caution and discipline its officers for allowing such Buses to pass the road blocks without valid fitness certificates. There are so many road blocks along the way, one would wonder what they inspect if a bus without fitness could pass through!

    • That is an indication that who ever is at this check points is allowing this to happen for a token;l suspect corruption in action. It is all ‘ donti kubeba ‘ culture at play. It will never end

  3. SUSPEND EVEN THE OFFICER WHO WAS MANNING THE KABANGWE CHECK POINT ON THAT DAY. AM SURE HE WAS BRIBED, BECOZ HOW WOULD YOU EXPLAIN THE FACT THAT HE ALLOWED THAT BUS TO PROCEED WITHOUT FITNESS?…………,.,,,,,,,,,

  4. RTSA should also revoke local route bus licenses such as Flash. These guys are driving moving morges. If you have ever riden on one you will certainly have your heart in your throught for most of the ride to wherever you are heading it you actually get there in once piece.

    • FLASH BUSES, if soko is to be taken serious with what he saying should be the first ones to be banished from our roads. These flash buses are only fit for carrying cockroches are a menance to road users, pedestrians. Khankara is always the first one to ask for bus fare hike yet his coffins are so old and tired, old fashioned scarely looking.

  5. Bravo Zindaba Soko.Wisemen came from the east.Clean up the Zambian roads.We only need road worthness vehicles

  6. We have been complaining about Flash buses since I was a student at UNZA in the 80s!!! That is slow justice indeed! YABA!

  8. In the first place how were they granted Fitness for the vehicles….. i believe a car is supposed to be physically inspected…. i smell corruption!!!!

  9. Remember the most corrupt are those two Police and RTSA mwalaba shani? There are roadblocks all over the road nowadays manned by both Traffic Police and RTSA but they allow such buses to pass through. Pa zed… Ba RTSA and Police are rich now they have even married more wives and building everywhere. This time Police wakutina..

  13. 95% of mini buses on our Zambia roads through out the country are not road worthy not just Flash buses. The ministry of transport must enact a tougher rules for mini buses and long distances buses and coaches for example these vehicles should not be more than 5 to 6 years old and should have fitness done every 6 months instead of 12 months. These bus operators normally buy very old buses from the U.K which has failed MOT test in the U.K. Taxis and public transport vehicles are inspected every 6 months by the local councils own testing stations to obtain a new MOT certificate. MOT is the same as road fitness certificate. The government must get very serious if they are to save lives of Zambian travellers and commuters and implement tougher rules immediately.
