HH challenges Sata to a live TV debate on subsidies

UPND leader Hakainde Hichilema has challenged President Michael Sata to feature on a live television debate with him on the merits and demerits of subsidies on essential commodities.

Mr. Hichilema said a debate with President Sata would help settle the debate on the removal of subsidies.
“I want him to face me on national TV and radio and we debate this issue conclusively. They cannot continue cheating people that this subsidy removal was meant to benefit the poor people. This is part of the lies,” Mr. Hichilema said.

He told a media briefing in Lusaka today that the UPND leadership is ready to debate the issue with other PF leaders.

“We want Mr. Kabimba to square it off with Mr. Kapita or with Dr. Banda here and see who will convince the Zambians,” Mr. Hichilema said.

He observed that the Ministers and their Deputies who have been dispatched across the country to explain the issue of subsidies are gobbling millions of Kwacha.

Mr. Hichilema maintained that subsidies are a permanent fixture of any economy world over.

“Subsidies are a necessary cost. They help repair the distortions that are inherent in any economy. There are always people that cannot just be employed due to factors such as disabilities and those people need to be helped through subsidies.”

He added, “I lived in the UK myself, I worked and studied in Birmingham and London and the poor people there get unemployment benefits. These things are everywhere.”

Meanwhile, Mr. Hichilema has confirmed that nine UPND members died in a road traffic accident at Kavaramanja near Feira last evening.

He said the party is touched by the loss of lives and extended condolences to the families of the dead members.

The UPND press briefing also observed a meeting of silence in honour of the deceased.

      1. Failure to articulate a vision of economic advancement that people can rally behind.
      2. Failure to stop corruption, instead they have perpetuated it by siding with thieves like Mumembe and Nchito and victimizing decent Zambian Judges.
      3. Failure to promote democracy and freedom of speech by antagonizing those with opposing views. The Police has become an arm of the PF (The party and its police).
      4. Failure to unite Zambians by promoting Bemba tribalism in all spheres of life.. from the creation of so called muchinga to the breaking of districts dominated by other tribes….. Continued!!

    • 9. The agriculture policy (and the luck thereof) is a great failure of the PF. The gains that Zambia made under Mwanawasa and Mundia Sikatana are lost.
      10. Presidential powers continue to be excessive. Sata continues to be a Ruler and not a Leader. He rules by decrees and orders and he thinks he can achieve development this way. He instills fear in his subordinates like he did when he minister at health were he was successful.     • Just to add on that we have many educated fools and HH is no exceptional. He might boast of having studied and lived in UK, so what. This is Africa and he cannot think like a European because his African instincts will not allow him and still remains pure African, his brain will remain African.   11. I think HH is more mature than politicians who just rant all the time. And there is nothing wrong with debating subsidies. This is a democracy. Moreover, the PF have never given convincing reasons for removing subsidies.
    The chaps have got about 100 ministers who all receive free fuel plus other extravagant allowances, Sata’s salary is 100% of what) was taking. So whatever will be saved will go towards the maintaining governt officials.
    PF should have cut down the number of ministers first and your salaries and allowances!

    • Phili Chali Musonda. The UK government does not subsidize the price of fuel, gas, bread, Irish potatoes, etc as HH is trying to claim here. Those that have access to those unemployment benefits are ‘ideally’ people who can not find work due to their prevailing circumstances. So ba HH do not even go that route because you will just be embarrassed. Even the UK government has waken up and implemented a massive overhaul of the benefit system because it was being abused.

  17. There is a difference between unemployment benefits and commodity subsidy. The Former benefits a targeted group while commodity subsidy like subsidy on Maize and fuel benefits everyone, including HH himself, just saying.

    • Shut up! Its about priorities. The same UK cannot afford to run a govt of 82 Cabinet and Deputy Ministers but Zambia can. The same UK cannot afford to provide Ministers and their Deputies a free fuel allowance of 800 litres per month but Zambia can!

  19. The all thing is a circus. I do commend HH for trying to engage with the government to form some sort of debate on this issue. You would think a general a debate would have been held in parliament before commencing with the removal of subsidies but not pa zed. That is why GRZ is now reduced to sending ministers around the country to explain policy. The all thing is a communication disaster. The president should just address the nation and explain the benefits gained by the removal of subsidies then all this noise would stop and we would concentrate on more important issues affecting the country.

  21. The removal of subsidies can be reversed if effects are retrogressive especially the maize subsidy. The millers are okay,it’s the poor who’ll feel it.
    Zambia is a developing nation and needs some of the subsidies in order to promote growth and that can only be achieved if their are incentives in place to encourage production In a specific area for instance agriculture. It’s a fact that small scale farmers contribute more to maize production, if farmers are not given incentives they would happily become subsistence farmers ie feeding their families only.
    I think there is a better way that these small scale farmers can be assisted other than complete removal of subsidies and therefore every serious Zambian shouldn’t ridicule HH over this issue, let’s promote debate so we hear from…

  24. In advanced nations, debate is an honorable thing. You will often hear an opponent or an incumbent after a difference in policy, demand ” I challenge you to open debate sir”.
    In Westminster, the prime minister will more often than not, be challenged to bring to debate any matter that is unclear,serious or controversial. Other than to use open debate to find an amicable solution, it also enables the public examine,digest and make informed decisions on a matter of common interest.
    However in African societies, eldership and political incumbency considers debate “disrespectful” to powers that be even when an election in itself is a debate of choice. Opponents of debate sooner than later begin to deny others the right to an election. Dictatorship then creep in and evil triumphs…

  31. Old and outdated economics at work! The UK and EU countries are running austerity budgets and most of them have almost abolished most of the benefits they used to offer. HH is trapped on the economics of earlier years before 2008 world economic melt down. After 2008, we entered uncharted territory in world economics where austerity budgets are norm and freebies to be given to people have been slashed. If countries like Italy, Spain, Greece, Portugal and Cyprus are bankrupt and these had strong economies than Zambia, why should we continue wasting our resources on subsidies like maize meal consumption? Convincing people and doing what is right for the country are two different things, HH had a chance to convince people before elections and he failed, so he should wait for 2016!

President Sata recently directed his ministers to go out to the people and engage with them and explain to them how removal of subsidies will benefit them, especially the poorest of the poor amongst them. So, in principle it would definitely be good for President Sata to reinforce his directive by leading by example, i.e. holding a debate with HH on TV (and Radio). Actually I am a step ahead and just wondering who would be the suitable person(s) to moderate at this debate to ensure equal time, since as we all know Sata is simply incorrigible and dislikes being subjected to limitations. Just look at how he detours from written scripts when he is giving a speech.

  35. HH should know that debates are for elections and this is not the time for elections! The opposition is encouraging the culture of people politicking everyday instead of encouraging people to work hard to support their families and improve their lives.
    ARV’s are subsidised in Zambia and are given freely and no one is talking about them. These are very expensive drugs and people should be made to take responsibility for their lives by making them pay for their medication otherwise risk sexual behavior among the people will not change. The cost to the govt will continue to rise with every infection because the people knows that the govt will provide them with free medications. If they pay for medication themselves, they will take precautions to avoid infections. Choose what you eat!

  37. @WIRELESS CHITEMBO. Does it really matter whether its in Parliament or not? Do you know the Head of State is also an MP and can go to the National Assembly to debate an issue of national importance in the manner he allowed debate at the recent AU?
    KK on several occasions went to Parliament to debate on issues he required political,legislative and public support. Mwanawasa did the same. There are times when the President in his own person must go to the National Assembly to debate.
    In the case in question, any opposition leader has a right to call the Executive Head for a debate even outside the election period. That’s in order and not outside the law. Its up to him to take the offer or reject it. If he rejects it,he hasn’t acted outside the law either. Why this debate phobia by a lot…

  38. I always get amazed at people who become so defensive on behalf of someone else when challenged to a showdown. Why can’t you allow Sata himself to answer as to whether he thinks a debate is necessary or not – and the reasons thereof? I don’t buy the argument, in anycase, that because the subsidies benefitted everyone including the rich, they should be removed. So removing them benefits the poor? No such evidence, just claims. Besides we know their removal means higher prices of goods all round. The rich will still afford them. The point HH is making is that most countries have some kind of social safety net for the vulnerable. You don’t need to be super rich as a country to do that – its how you use the resources. Are we sure the ‘savings’ will go to the poor?

  40. On behalf of the nation, I would like to inform HH and his comrades that his request for a debate has been turned down. There are more important issues to address than spending time with immature politicians who are only hellbent on insults and academic exercises.

    There are a lot of debate clubs dotted all over the country and I encourage HH to join any one of them.

    If you want to embarase your self further go to debate with president Sata.The few books that have deceived you will evaporate in the middle of the interview and Sata will take you on.Ask Mitty Romney..he tried president Obama head on what happened he lost terribly.

  42. I have a very small contribution to make here. HH is aware that PF has done it. He knows what PF will do for this country (after removing the subsidies) and he knows that PF will win in 2016. He knows that under the PF Govt, Zambia will be a beautiful country. Lets ignore his outbursts. They’re baseless. No one is interested any more

  43. There is a bit of untruth being told here by HH. I am not sure how Unemployment benefits are structured in the UK, but what I know about this program here in the USA is that EMPLOYERS pay into the program for every employee on their books. In fact, here in the USA, the program is called UNEMPLOYMENT INSUARANCE. And like all insurances, employers are mandated, by law, to carry it! Yes, govt may “subsidize” part of it, usually after someone has exhausted their initial benefits (benefit extensions.) And this is only and always done by an “Act of Congress.”

      Furthermore, NOT EVERYBODY who is unemployed gets unemployment benefits; you have to have worked a certain period of time (usually a number of months), on a FULLTIME basis, for you to qualify. This is so because benefits are calculated based on how much you made (usually quarterly) while you were employed. These numbers are NOT something the govt simply pulls out of thin air and extend benefits to every “bum” on the streets. The program is only meant to help people who find themselves out of work due to NO FAULT of their own.

      In many instances if you quit (or resign) on your own, or get fired due to “misconduct” at work (which can be disputed in court if you so wish,) you do NOT qualify for unemployment benefits. Only in circumstances such as natural disasters, company closures, being laid off, etc., can one get unemployment benefits. And the benefits always have a TIME LIMIT—you can’t just sit on your “lazy butt” at home and keep collecting unemployment befits forever—-no, no, no! So HH is wrong to insinuate that this is all free “untargeted” money from the govt given to loafers or undeserving individuals—NOT true!

  48. The subsidies phenomenon is a well calculated PF Project to fund more by-elections. The removal of subsidies is in effect impacting negatively on the working Class and seriously retarding businesses run by poor men and women who are making ends meet at the markets. The PF is ruthlessly all out to punish the urban dwellers. Besides, the PF Ministers are now enriching themselves through massive allowances on savings being realised from fuel and maize subsidies by making deceptive and unproductive visits to cheat the innocent and most vulnerable people in the rural areas. THIS IS A BIG LESSON TO STUDENTS AND YOUTHS WHO VOTED FOR PF. God Help Us.

  49. HH. These things are not everywhere as you say. I also lived and studied in the uk. Look at the plight of the people there who you say get subsidies. I now live somewhere where these subsidies dont apply. The people here are more empowered and are among the wealthiest on the world. Perhaps you should go and do some more research then ask for a debate. As someone else has pointed out, Sata will finish you.

  50. If HH is elected as a president the poverty level will rise to more than 200% within 6 months. I think HH memorized economics without understanding at UNZA. Secondly, he wants to protect people who have robbed the nation. 1+1 = 2, subsidies + stealing from the nation = < 0. We do not debate on straight forward matters, it is a waste of time. You lost the elections, the best thing is to keep quite than exposing your dullness and foolishness. Wait for 2016 for an opportunity to contest for president. If by that time you are grown up in your head and stop being self centered, then you may be elected to president position.
