June 30th deadline for Technical committee stands – Kabimba

Justice Ministers has maintained that the Technical Committee Drafting the Constitution should windup its work by 30th June.

This is contrary to the announcement this week by Committee Spokesperson Ernest Mwansa that the committee will wind up its work on 31st July.

Mr Kabimba told parliament this morning that there is no standoff between the Ministry of Justice and the Technical committee on the deadline for the completion of the work.

He said that government wants to uphold public confidence in the constitution making process because it wants public ownership of the process.

Mr Kabimba said that his ministry considered the technical committee’s announcement that it will go up to 31st July to complete its work as hearsay.

He added that question of whether the draft constitution will be subjected to a referendum will be determined by the format of the final draft constitution.

Mr Kabimba further stated that decision on whether to hold a referendum will only be made upon government being in possession of the final draft constitution.

  2. Today its Friday 28th of June. 30th June is Sunday Do they seat over the weekend?? Technically the deadline is today

  3. Mr. Kabimba, does this spell doom for the whole process or do we still have hope for our long awaited new constitution? How will an incomplete constitutional document be subjected to a parliamentary debate thereby wasting tax payers’ money? We have already come a long way, so allow the one month extension otherwise govt will shoulder the blame 100%. It’s within your means to redeem the PF govt.

  4. 30 th June is deadline for GOVT allowances.
    The processes continues without allowances until they finish baking the constitution.

  5. These chaps (tech. committee) can never complete their work even if they were given one year extra. they see this as a source of livelyhood. Well done gvnment: they have eaten enough……..

What a waste of tax payers money.What use is this constitution going to be when there is overshelming evidence that the PF government has no regard for the rule of law.Zambians have seen this government go against the courts judgement in order to punish people they consider enemies or people with an opposing view.Zambians do have a feeling that this exercise was meant to put money in the pockets of relatives and friends to the PF.This is the more reason why they want more time so that they can squeeze more tax payers cash out of the system.Nasty lazy pests they are.

    • What on earth are you talking about? Give us 3 examples where GRZ has gone against the courts of law. Just 3. No need to bother your small brain with more. Government wants this concluded now and you accuse them of trying to extend it. Amazing loof.

  7. Zon Van whatever they call you. The difference between you and me is that you have no brain and I have a small one.The questions you have to ask yourself is ;
    Should Zambia continue to review the costitution each time there is change of government?
    What are the nations priorities?
    What was wrong with the old constitution?
    How much tax payer cash has been flushed down the toilet on this pointless exercise?
    Countries like UK have managed without having a constitution but good laws ,what no Zambia?
    I will give one one example because 3 may be too much for you.RB’s was not allowed to go to SA despite a court order.The reasons advanced are so silly that even your civics knowledge would tell you that the PF clueless government have got it horribly wrong.

  8. Some of these assignments need consequences for failure to meet targets. After gobbling k100 million this committee turnd up with unfinished business! We just look at them and say all is well and say thanks you spent all that for nothing. There must be penalties for not completing the constitution document. They have had all submission from citizens. All they needed was put what the people want together. Alas, extention after extention just for money motives, asking for more for their pocket. What productivity, what cost consciousness, what efficiency, what effectiveness has had this committee?

Zon Van ,the second example is this that, there is precedent in Zambian law by way court judgement whereby a subject of a tribunal resigned from his/her position.The court ruled that going ahead was made irrelevant because of the resignation of the person the tribunal was to discuss.The tribunal never went ahead on that basis.Currently,the AG and Chakopa are going ahead investigating Dr Musonda who no longer holds office as a supreme court judge which is against previous court judgement.I tell you now, the money Chakopa has milked the tax payers could be used to run schools and buy medicines and scans for hospitals.This is what I believe should be on top of the list of priorities for Zambia not tribunals and reviewing of the constitution.

  10. I wonder what will happen if the constitution report doesn’t get handed in. Will PF impose their own on us?
