ECZ sets September 5th for 4 parliamentary by-elections

The Electoral Commission of Zambia (ECZ) has set Thursday September 5, 2013 as the date for holding parliamentary by -elections in Malambo, Mkaika, Petauke Central, and Mulobezi constituencies.

Meanwhile, the Commission will on the same day also hold seven local government by-elections.

The ECZ has named the wards as Mangwe in Chadiza, Kapembwa, Mumila, Vyamba and Chisha wards in Mpulungu , Thendere in Muchinga and Katipa ward in Nyimba district.

ECZ acting public relations manager Sylvia Bwalya confirmed in a statement to ZANIS this evening that the polls will take place from 06:00hours to 18:00 hours on September 5, 2013.

The by elections arose from the resignation of Mkaika MMD member of parliament David Phiri on 25th June 2013, and the nullification of the national assembly elections results for Malambo, Mulobezi, and Petauke central constituencies by the supreme court.

Ms Bwalya has since urged aspiring candidates in the by elections to lodge completed and attested statutory declaration nomination papers on 9 August 2013 between 09:00 hours and 15:00 hours.

She said campaigns for the by-elections will start on 9th august 2013 after 15:00 hours and will end at 18:00 hours on Wednesday, 4th September.

Ms Bwalya disclosed that aspiring candidates in the parliamentary by election will be required to pay K500 non refundable nomination fee and should take along nine supporters.

She affirmed that the nine supporters must be registered voters in the respective constituencies and have in their possession their green national registration cards (NRCs).

“Aspiring candidates in the local government by elections should take along with them nine supporters who must be registered voters in the affected wards and will be required to pay K100, K75, and K50 non refundable nomination fee for city, municipal, and district councils respectively” she further said.

And Ms Bwalya has revealed that voter registration at the Electoral Commission Voter Registration centre in the Lusaka show grounds remains suspended until after the by -elections.
