National Movement for Progress leader Ng’andu Magande has observed that the decentralization policy faces the challenge of skilled human capacity when it comes to implementation.

Mr. Magande told Qfm News that anybody can make pronouncements on decentralization but noted that such policies continue to be hampered by manpower challenges and hence these pronouncements have not made any difference in the past.

Mr. Magande added that the capacity of the organizations or units being formed to spearhead the decentralization agenda is what leaves much to be desired especially in rural areas where people do not want to go and work there.

He noted that the young generation does not want to go and work in rural areas, despite complaining of lack of jobs. Mr Magande said that when jobs are created for the your one in rural areas, they do not want to take up the challenge to work in the created districts and provinces.

Mr. Magande further stated that he hoped that the Patriotic Front government does things differently and succeeds with the decentralization policy which has in the past failed despite the pronouncements.

  1. What kind of reasoning is this? young people don’t want to work in rural areas? Lies. Just commend PF for what they are doing. If those lazy town boys don’t want to work in rural areas, rural boys from the rural universities being created will take up those jobs. Chapwaa. You see now that Sata is miles away ahead of you.

    • Existing ones are too congested that is why it is difficult to manage them. For eg, CBU is built to accommodate just over 300,000 students but you have over 800,000 students.

    • Or Sorry latest statistics show that CBU can only accommodate 2000 students but it has 13000 students. Meaning 12,000 students have no rooms. how do you manage this situation? Is it not better to build even two more universities to take up the excess students. with this situation it means even office space for Lecturers is not enough.

    • What’s Magande’s argument? He talks of manpower challenges in rural areas and the unwillingness of young people to take up positions there as the reason for it. The bigger picture therefore is one of a country with the required human capital whose needs are not commensurate with what obtains in our rural areas. Our real challenge is to overcome the colonial mindset of classifying where the colonizer used to live as urban, and our places of origin as rural. With this colonial mindset, public servants in rural areas are accommodated in delapidated houses without electricity &water, & with pit latrines. Black South Africans took over government 30years after us but have managed in the last 20 yrs to provide housing, water & electricity to the poor, what are we doing? Don’t blame the…

The observtion is corect except the justifcation is misplaced the fact tht skiled manpower in rural remote is unavailable not tht urban boys can not move to ryral areas.Evryone wants a job & urban boys re ready to go to rural areas whn employd & deployd to rural areas.Decentralistion yes faces chalenges not tht its a nonstarter.Its gud but the skills of council employees in rural areas is pathetic incompetence is rife l can asure u.And those wil b oficers expected to handle district afirs!Ths is the chalenge at hand.Most councils employees re realy under qualified if not qualified at all.Govt must adress these concerns they re real.

  3. Mangade is right. good observation. most teachers and nurses ran away from rural areas. Especially sons and daughters of politicians and HOD in gvt.

    Magande, Mutati, Sejani and a few other guys could have controlled our economy because they are not self centered, we have now voted thieves into power…twalacimona ico twalefwaya. There is lawlessness in this country than it was before.

  6. Mr Magande with due respect, u are not telling the truth when you say youths don’t want go work in roral areas. You were finance Minister what did you do implement these good policies. If you have nothing to say, better you remain mute forever.

  7. Its just five years badala and are already lost in the wilderness. We specifically set up the local govt service commission to address the issue of staff both in terms of quality and quantity. Badala you were still minister when we started the process of re-establishment of the local govt service commission. Bashimpe badala sugar yagu Mazabuka, mwabonwa!

Mr Magande your thinking is ideal but its something you failed to implement when you where in Gvt.Lets just commend PF strategies for economical development because your thinking will just derail govt efforts.Mr Magande am appealing to you and your members to humble yourself and join the party of the moment.

Or was the advert only circulated to party members?. The main obstacle to decentralisation is LACK OF POLITICAL WILL to devolve power from the Office of the President. MMD was reluctant to decentralise for fear that the opposition UPND and PF which controlled the line of rail would benefit politically. Can PF do it or is it the reason they are so scared of having good representation of the opposition in Parliament? Decentralisation does work within a competitive democratic system of govt if the politicians in key positions have Zambia’s interests at heart.

Mr Magande your thinking is absolutely ideal which you failed to implement during your time.Lets give credit where it is due .Most zambians if not everyone has seen and observed greater change with the party of the moment compared to previous govts.Swallow your pride and support what the present govt has put in place.

Mr Magande is right. how many youths are willing to go and work in rural areas where there is no electricity, Safe water, and other social services. my pray is to see these decentralised areas go in hand in hand wth essential services. its a challenge but wth tym things will be done. my request to the youths lets us be proactive and question our leaders what they are doing for us not what they are promising.

    Give them the power and money to address their problems to accelerate the development of Zambia.

    The reason Zambia lacks man power in the government is because the same dinosaurs have been in power for over 40 years and keep recycling and reshuffling themselves.

    Retire all of them and let a new generation come in.

Magande sounds like is looking for a job in PF government why shud young people go to rural when you old people cant go there pipo like u, chikwanda, shamende, munkombwe you need to leave town and positions for us you go to farms thats where your work is..ala mulefwaya abaiche baye ku mushi with degrees imwe mushale pa levy park, manda hill and acardes no way

  16. Kwekwe, you must understand that there is no University in the developed world that provides accommodation for all the students. It is not the responsibility of institutions to be building hostels, the money must be directed towards classrooms and other important facilities. Hostels are a business opportunity knocking on the door for the Zambian businessmen/women. Students must srat renting even in places like Buchi/ Ndeke if they want cheaper accommodation. Those who can afford can rent in Riverside. This is the only realistic and practical thing to do

  18. Iwe ka Magande ndefwaya inchito ulesabaila ifyabupuba, did u ever employ any 1 ku rural area na chi Bwezani chobe, advertise for a vacancy in Mwandi district u see how many boxes of applications u will receive from desperate youths.

  19. It is not only manpower hurdle decentralisation faces. more than that it faces the challenge of diminishing resources.
