Union express shock at the alleged deferment of salary increments for Civil Servants

The Civil Servants and Allied Workers Union of Zambia (CSAWU) has expressed shock that government decided to communicate the deferment of payment of new civil servants salaries from September to October 2013 through the media.

This follows Finance Minister Alexander Chikwanda’s announcement on Sunday that salaries for Civil Servants will be effective from 1st October and not 1st September as earlier promised.

Civil Servants and Allied Workers Union General Secretary Joy Beene in an interview with QFM News said that the union will take the Minister’s statement a mere media statement.

Mr Beene said that government’s channel of communication over such an issue has been received with shock by the union.

He says the Union will not accept communication through the media as it is aware of how government communicates and operates.

Mr. Beene added that ever since the pronouncement was made Civil Servants have been having sleepless nights trying to inquire why there has been a change.

He said that the union had initially bargained for March 2013 as the date for the effecting of the new conditions of service but that government negotiated for September, which forced them as a union to sensitize its membership across the country on the effective implementation date for new conditions of service.

Mr. Beene has since reassured Civil Servants to stick to what was signed for in the collective agreement between the Union and government.

  1. Now those who were shouting like Shamenda what is there pick. I mentioned the very day when this man for the first time agreed that they had no money. Salaries wont be there until January 2014. Where are going to get money in October.

    • What do you expect from Mugabe ‘s envoy to Zambia. Chikwanda is originally from Zimbabwe .So very soon Zambians will be buying bread in billions. Chikwanda is shona from masvingo area in Zim. If in doubt google it.

  2. Lack of transparency and honesty by the Govt. Not very assuring if you are a civil servant, worse still if you are just a servant . Nawakwi said we are broke and running on a deficit but she was shot down, I guess actions speak louder than words.

    • How I wish Nawakwi would come out again and ask Shamenda for another statement and tell the country whose being telling fibs between her and the dishonourable member of “lies”?

    • Either way responsibility stops at Sata. Whether he is inadequate or chikopo or brilliant or he has wrong advisers. It does not matter. He sold himself to be our leader, the job comes with taking full responsibility. After all he has our money to hire any advisors he wants. So it is him and him alone. We voted for him individually, as we are a republic. Good thing with accounts or numbers is that they do talk. At the end of the day whatever you do numbers will always talk. …

  3. To start with Civil Servants Salaries are being externally financed by the Chinese! What a shame? Would love Presidential Elections to happen this year so we start on a fresh plate.

    Did Sata really come back last week Thursday or is he still in Hospital. It seemed to me like a scum. Imagine sending a convoy to the Airport, lining Police all the way to the Airport only for Sata not to get on it.

    • Not just the President!

      The Vice President, all Ministers, all Deputy Ministers. the Speaker, the Deputy Speaker, and the Chief Whip were each given +100% salary hikes and massive bonuses by SI17. GRZ/PF said nothing about the pay hikes until ZWD broke the story.

      Finance Minister, Alexander Chikwanda defended the hikes saying they are not outrageous because the President’s salary is still less than what many CEOs earn.

  9. At what ever point this government will decide to pay these high salaries, will be the beginning of hyper inflation in the country. PF needs to solve the equation of growing this economy at above 8% GDP if they are to pay those salaries. Otherwise the route of printing unsupported money is the route they will have to take if they are to effect this abnormal wage bill.

  11. There is only one way out of this quagmire the Govt has found itself in. Own up with the Labour Unions and tell them the truth that Govt can not afford salary increments of the magnitude that was promised and as a mitigating factor offer some level of cushion to employees. Otherwise if strikes start, that will be the end of all the peace that we have been enjoying so far and everyone will stand to lose. The levels of frustration in the country are far and wide and presently tend to cut across each social group.

  13. I pray for Sata and his gang. Something is just not right. I can smell something terrible somehow. I feel tensed up when I think of the hands we have entrusted the destiny of our country in. I don’t know why, I am feeling like something is amiss. Honestly, I just prayed for him. PF can’t seem to understand figures and the planning process as a result the whole governance system is at risk of crushing with a resounding fall. What ever happens please let not “things fall apart” in our lovely country of Zambia. I love every Zambian including the erstwhile ones, we just share a certain common denominator which I can’t seem to find everywhere where I have traveled. We are a marvelous people despite our short comings.

    • I get the ominous feeling about Zambia too.Like something bad is about to happen but people are either blind to it or are ignoring all the red flags.We need to pray for Zambia.I love Zambia,Zambians one of are the nicest people on the planet.But maybe we are too nice and docile and hence whatever is coming will shake us up.   16. Kaponyas think anyone can run a modern govt. No. It requires commitment and wisdom. That is why Solomon asked God for wisdom and read 1 Kings 3 vs 5-15 and about the result in 1King 3 vs 16-28 and more. I am not talking about education only. It is a combination.

Danny Kaya’s brother wont even bother to mention his name..not worth it as he stole from central sda church in lusaka..image what he can do to us. Let us come with names and ways to better our nation. Let us remove the immunity clause, tighten the laws on corruption/abuse of office, reduce the size of government, demand for accountability..better health services…..for the right to be heard, vote wisely for a better nation for all and not a select few.     Let that money be used to balance the budget. Government can pay the interest that banks are paying to NAPSA.

    We need to move on and see the fruits of development.

  20. Cheap propaganda from UPND! Always making wrong assumptions, that is why they fail attract to people to join them. An agreement has to be honoured, UPND should wait for September payday before they start to pass judgements. It is simple things like this which can backfire and erode any chances for UPND if the salary increments are done in September. Do you think people will believe UPND again when they find money in their banks? HH has been making false accusations on many issues and it seems his followers have picked up the habit, scaring Zambians with cheap lies will not win them any sympathy!.
    Can the UPND MP show us the memo signed by the Finance Minister indicating that there will be no salary increments for civil servants? UPND as a party needs to grow up and stop rumour mongering
