Central Province Permanent Secretary, Edwidge Mutale says she will not accept general workers employed from Lusaka during the Public Service Recruitment Exercise in the province.
Mrs Mutale says this is because it is not right for general workers to be employed from the Ministry headquarters at the expense of the local people in the area.
She said this in Kapiri-Mposhi yesterday during her familiarisation tour and visit of developmental projects in the district.
Mrs Mutale stated that she has no problems taking on categorised employees from other areas who have special expertise that may be required in the province but that she has issues accepting Classified Daily Employees because these can be employed from within the province.
“What expertise are the drivers and office orderlies recruited from Lusaka going to bring that my people in this province do not have? It is not right to employee general workers from Lusaka because we also have people that have already been employed to take up those positions from various districts within the province, where are we going to take them?’’ she wondered.
The Permanent Secretary further advised the people sending general workers from other areas to come to the province to stop this immediately, saying she was given authority to only employ general workers from the confines of the province.
“You see, this must be stopped because it will defeat what is contained in the PF manifesto regarding the provision of employment. The PF government promised employment to the youths but if the youths at provincial and district levels do not get the chance to be employed when opportunities are available within the province, when will they be employed?” she asked.
Mrs Mutale emphasised that she is not going to accept imported casual labour force at the expense of the locals, adding that she will send back all general workers coming from Lusaka and promised that she will ensure that deserving people from within the province are taken on.
Earlier, Kapiri-Mposhi District Commissioner, Beatrice Sikazwe asked why she was receiving general workers from Lusaka despite the instruction from Secretary to Cabinet, Dr Roland Msiska to ensure that general workers are employed locally.
“Madam PS, I just want to know why my office has been receiving Classified Daily Employees from Lusaka yet my office was instructed to employee indigenous people from within the district to positions of Office Orderlies and Drivers. So, what has changed?’’ wondered Ms Sikazwe.

There is some sense in the lamentation, although I would prefer to remain mute on the issue.
If this were to be said by a Hatembo in Southern Province or a Matomola in Western Province or a Kapiji in Northwestern Province hell would have been upon us already!
But what about Sikazwe? Maybe she should leave Central Province.
You are crying because of Labor from other provinces? i thought this is one Zambia one nation? The same jobs that are being filled outside your province, here in Solwezi, the same jobs are being filled by foreigners and the government keeps allowing them in. Work permits are issued daily by the immigration dpt and daily Zambians are deprived of employment. Check at Kansashi mine, you will find drivers, mechanics, office orderly personnel, welders etc are all immigrants. does this mean Zambians do not know how to drive or weld?. Have a check at titanic drilling kasanshi all workers are foreigners. when are we going to enjoy the fruits of our mother Zambia? Does PF want us to start the xenophobia practice of RSA? If the bwana PS is lamenting like this, how about the common man in Solwezi?
Please read the story again. She was talking about Public Service and not private sector jobs. The two are different. Public service jobs are jobs offered in Government and quasi-Government institutions.
Vota card is right weather pubic or private jobs, Zambian jobs should be for Zambians. General workers also must be locals unless otherwise.

Apparently every foreigner working in Zambia is an “expatriate” .The law is still in force and I don’t blame foreigners but our greedy, corrupt and inept immigration department and other senior govt. officials who are issuing out work and residence permits. Whilst other countries are busy protecting jobs and opportunities for their citizens here in Zambia we are allowing an influx of foreigners taking over our jobs and opportunities. There is something seriously wrong with the black man.
This is a clear case of discrimination. There is no law in Zambia that restricts nationals to be employed only in the regions where they reside. This is a case of another overzealous PF cadre trying to make a name.
