The Patriotic Front Candidate in the Mansa Central Constituency by election has scooped the seat with 9,671 votes with FDD’s Alfred Mwape as a run up with 1,279 votes.
MMD’s Alfred Kapolyo got 1,103 while UPND Chikonde Rosemary trailed with 388 and UNIP Mwelwa Charles got 162.
Announcing and declaring the results Mansa Municpal Council Chamber this morning around 03.00 hours, Returning Officer Robert Zimba declared Dr. Chilufya as a winner after getting more votes than his fellow contenders for the seat.
He said 166 were rejected while there was no disputed ballot paper in the voting exercise.
And Dr. Chilufya thanked the people of Mansa for the peaceful campaigns and called for reconciliation and unity of purpose in order to develop the constituency together.
He said he will work with others parliamentarians in Luapula to ensure that the development agenda was achieved by planning together and undertaking common projects to deliver to the people of Luapula.
He said he will work with Luapula water and sewerage company to promote the provision of piped water to most residential areas and drill boreholes in schools and institutions that need water in the constituency.
He said he was a member of parliament for all the people of Mansa Central and thanked his fellow contestants for participating in the race to Manda hill which was good for democracy.
He added that he grateful to the people of Mansa for voting for him and giving him the trust to represent thm effectively in parliament.

The added advantage for PF in Mansa is that they did export Lusaka and Copperbelt cadres into Mansa to intimidate and beat up people. You cannot expect people you have just beaten to vote for you. Peaceful elections bring about true reflections. This as it should be.

You are absolutely right on this one. If this happened in Southern province, PF LT bloggers would have gone to the top of the hill to shout tribalism!. What they forget is that the whole country is watching their tribalism and come 2016 all the provinces will vote opposition except Luapula, Nothern and Muchinga. UPND will take southern,western North western , 80% of central, 60% of Copperbelt and Lusaka, 40% of Eatsern province.

Very true june. People who are on the blog do not vote at all. We do not even have time to see what is happening on the ground all over the country. I am telling you if you even went to Southern Province district/rural areas, you will find at least a road project going on there. For us is arm chair criticism chabe. No analysis of the real development issues on the ground. There is development in the country and the people who do not see it are the political analysts who want to destabilise the progress being achieved so far.

Tribal or not bakaamba, there is change on the ground. There is more money in people’s pockets owing to the following:
1. There are newly employed staff in new districts and the civil service in general
2. There are new infrastructure projects going on in terms of roads, street lights, drainages, clinics, secondary schools, universities, office blocks, airport terminals etc.
People don’t care about the stupid wrangles in Kulima tower of Lusaka. As long as people can see change physically, they will vote for PF. Definately PF is better than MMD who were full of inertia to do even one simple project. Building a road was always seen as a mammoth undertaking that requires 10 years planning and 10 years mobilising funds and tendering…..

A very tribal vote! The popularity of a party in Zambia can only be determined in only three provinces in Zambia. These are Lusaka , Western and Northwestern Provinces. These are the only three provinces that don’t vote on tribal lines!

@Mwembsehi, lol! My dear Inonge and Wina are an affirmation of my point. The point is Western Province does not vote on tribal lines. They voted for MPs from 4 different parties in 2011. Milupi only got 1 seat in his home province. This cannot happen in Luapula, Northern ,Eastern, Muchinga or Southern Provinces where voters look at the origin of the head of the part. So you mentioning Inonge and Mubukwanu just supports what I have written. So PF winning in Luapula is not a surprise. But any party winning a bye election in Lusaka or western province will be NEWS!

The bottom line is that people from Luapula are extremely tribal. That explains why PF got almost 100% in Luapula.

I was about to ask him to list the projects he is talking about.
In 2011, Mansa had 88 943 registered voters. This means that this new MP only has 11% of the total vote from the possible voters. I would not be very excited with this result if I were a PF supporter. The vote that matters is the 85% which did not vote. It is only logical to point out that the 11% voters were just the overzealous PF supporter.
@Keen Follower, please stop falsely comforting yourselves instead of accepting the fact that PF has trounced you! The greatest strategists start by accepting defeat/failure, learning from the mistakes made, and then coming up with a wining formula.
In any by-election you expect low turnout than in the general election. This has been true in all the by-elections held so far. Including those that the PF has not won. But you did hear PF guys giving such lame excuses and analyses as you are trying to spin things here. Just accept the fact that the opposition at the moment is a little bit lost. None of them seem to have a nation-wide strategy to counter PF. Regionalism in politics and elections in Zambia is always a failing strategy—it never works!

People of Luapula are not tribalists. Mufulira, was an ANC stronghold despite the majority of the people being from Luapula and the ANC was led by Harry. RB thought that by freeing Chiluba (MHSRIP) he would get the Luapula vote . MMD did not win. A chief was campaigning for a distinguished civil servant who stood on an MMD ticket but lost miserably. Before the results you were saying that the PF will lose the seat because it has become unpopular (commit suicide if you can). You were you not saying the PF will win the election on tribal lines before the election results. Luapula has the right to vote for a party of its choice without being branded tribalists just like people from other areas. There is no alliance between Ushis and Bembas. They call us Batubulu, a derogatory word.
Its a fact, thats if election was to be held tooday, PF can stil win lusaka, copperbelt urban,Muchinga and Northern. MMD can still win Eastern,N/western. UPND can win southern and Major parts of western.Central province can be shared by the three parties.

There is nothing new in the voting pattern in Luapula ever since PF came to prominence. What is disheartening is that depite the confusions in the ruling party, these guys will still go ahead and vote for PF. So what are they voting for, one would ask? This is perharps why some bloggers are saying that tribal voting is at play here. No matter what, vote for your own, so the pattern seems to suggest.
Tribal or not bakaamba, there is change on the ground. There is more money in people’s pockets owing to the following:
1. There are newly employed staff in new districts and the civil service in general
2. There are new infrastructure projects going on in terms of roads, street lights, drainages, clinics, secondary schools, universities, office blocks, airport terminals etc.
People don’t care about the stupid wrangles in Kulima tower of Lusaka. As long as people can see change physically, they will vote for PF. Definately PF is better than MMD who were full of inertia to do even one simple project. Building a road was always seen as a mammoth undertaking that requires 10 years planning and 10 years mobilising funds and tendering…..

2. Chiluba legacy
1. In 1991, if any Zambian tuned to BBC and Chiluba was speaking as president, he represented Zambian Presidency very well. There is no leader who marched Chiluba in Africa – he did not have ifipuba language!
2. He worked on reshaping the functions of government and private.
3. Essential commodities which used to be a problem was solved up to this date.
4. Transport problems were sorted out.
5. He empowered Zambians by the sale of house – though debatable.
6. In the first term, Chiluba tried to work closely with his cabinet and things moved well, things only changed when he worked closely with some secretary general of some party. He reached his worst times when some lieutenant supported him for third term
3. Levy
i. He took over when things really were at their worst. Civil servants were getting salaries of average US$70 per month – THAT WAS SERIOUS – anyone who came from outside Zambia wondered how Zambians could afford to ware smiles!
ii. Levy was humble in that he listened to criticism and took appropriate actions to them – that is how he got trapped into assisting some section of media who took advantage of him of which there is a bone to chew even now.
iii. Levy copied the manifesto of UPND on agriculture and implemented it and the result followed that Zambia came to have bumper harvests for a number of years only to be slowed down by PF government.
iv. After the debts were cancelled and copper fortunes(high demand and high price), development was easy because cash was available!

i. He had the easiest job to simply build on the foundation made by Levy’s rule!
ii. Foreign investment reached its peak during his rule.
iii. Infrastructure development: schools, hospitals/clinics, roads etc were in top gear. Of course he was a bit stubborn by putting his portrait each time a project was underway or completed.
iv. Foreign relation was super, one may want to recall that the entire presidency of SA together with some ministers visited Zambia for a couple of day.
v. He used to hold press conferences, even monkeys can attest to that at state house, for now you can ask snakes when press conferences are held.
In Luapula, PF’s bedroom, it was expected. We want a bye election in Lusaka District or Kitwe.

2.The development taking place is as a result of Zambian taxpayers.UNIP did not build the University of Zambia and RB build the Levy Mwanawasa hospital but the tax from the people of Zambia.
3.Over 50 % of infrastructure development currently taking place is concentrated in Bemba land and am not surprised when you say you don’t want to disrupt the current GRZ from building more universities in Bemba land.
4.It is not the number of universities that indicate Educational development but the programmes offered and whether they are internationally accredited.

USA is the leading democracy in the world, therefore, its only right to follow them.
