The opposition MMD has demanded that the final draft constitution be circulated electronically to the public if government has failed to print copies in line with the terms of reference of the Technical Committee.
The MMD has suggested that although the electronic distribution of the final draft constitution is not part of the terms of reference of the Technical Committee, circumstances created by the ruling PF necessitate such a mode of circulation.
Speaking at a media briefing today, MMD vice president for political Michael Kaingu says to this effect the former ruling party also demands that the PF government gives a clear road map of enacting a new constitution.
Dr. Kaingu says the ruling PF should not think that people in the country are gullible to keep changing positions without being challenged.
He says time has now come for people of Zambia to stop the PF from running the affairs of the country in the manner it is doing.
Meanwhile, Zambia Police has granted permission to Civil Society Organizations to hold a prayer meeting this Saturday . The prayer meeting is being held under the theme ” Rescuing our Constitution Prayer Meeting ”

Regarding the holding of a prayer meeting on Rescuing Our Constitution organized by Civil Society Organizations which will be held on Saturday 4th January 2014 at the Cathedral of the Holy Cross, we would like to appeal to all those who will be attending the function to remain peaceful.
As Zambia Police, we will be monitoring the situation by being present within the Cathedral of the Holy Cross premises and will handle the situation should there be any unwarranted behaviour.
We would also like to appeal to the organizers of the prayers to see to it that their guests adhere to the intended purpose of the meeting and not otherwise.

EVEN though I am not happy with the way the PF govt is running the affairs of the country especially with regard to 90 days new constitution which is now a loughing stock. There are 2 questions that I feel need clarification on this matter:
1. Is there a law which stipulates if or when a draft constitution should be circulated? (we’re talking about a draft here, and not the final constitution!)
2. Who has the final authority to order the circulation of the constitution?
If it is the Supreme Court, as I assume (and I stand to be corrected), then why is everybody complaining to the PF government?
Once these questions are answered, I think we will have a clearer view of where we currently stand in the whole process. Otherwise, it all just seems to be noise coming from cooks in the kitchen while the bread is still in the oven baking.

First and foremost MMD is the least political party to demand a people driven constitution. They were 20 years in power with three constitutions reviews/ processes and none of the processes held any desired outcome. It is a shame that MMD have failed to champion the causes of ordinary Zambians. I can understand that they used the same tactics to frustrate the will of the people and now they are too ashamed to attack PF over the same issues. However, the time has come for them to show us that they are a credible alternative to PF. We need to go back to the only party that is not a kantemba!
Some things should taken seriously and we need to stand beyond partisan politics. MMD is galant to come out and talk about a better future for generation. MMD is a wrong partner to champion the constitution issue. They had 20 yes to give Zambia the constitution it deserved, alas they continued their cloud nine fantasies. why is it a problem for the President to receive the final draft. Its like people are are creating a mountain out of a mole.
Just an observation. While it is true that MMD was in power for 20 long years and had all the time to implement the rule of law, it will be failing in its capacity as a credible opposition to provide checks and balances to the ruling party. I’m not partisan nor endorsing their type of leadership, but I strongly support MMD on this issue for not burying their heads in the sand and do nothing about it. Now, that would be failing the Zambian people. Instead, MMD has, hopefully, taken responsibility and courage to reflect on their past failure of not implementing the rule of law and try to direct the incumbent ruling party in the right direction as far as the constitution is concerned. That’s courageous. Zambians must understand and realize what is at stake when it comes to this issue.

This is a good suggestion to circulate the draft constitution on the internet so that of zambian citizen we can read it for avoidance of being dribbled so that we shall be able to compare in future if the document has not been tempered.
