
LETTER TO PF

PATRIOTIC FRONT – A HOUSE DIVIDED CANNOT STAND
1.0 Introduction
Jesus said “If a house is divided against itself, that house cannot stand.”Another translation says “…a family splintered by feuding will fall apart” (Mark 3:25). The ruling Patriotic Front (PF)has developed very serious cracks dividing its house from the foundation and the walls that make it up, threatening its very existence.
The PF family is now splintered into many factions which have caused the divisions that currently engulf the party. Things fall apart, the centre cannot hold,is how late Chinua Achebe would eloquently have put it. Without any serious intervention, the PF house is ready to fall and will be condemned for demolition by voters among whom they have lost a lot of good will.
2.0 Root Causes of Divisions in PF
The divisions in the PF are mere fruits or symptoms of a disease which the political party acquired at its very inceptionfrom 2001 onwards. The disease can be explained as follows:
2.1 Lack of a Grand Vision or Ideal
The PF was not founded on any grand vision or ideal like most political parties are. Where there is no vision, people cast off restraint and perish(Proverbs 29:18). The common PF member cannot articulate the main reason for the party’s formation, what its Vision for Zambia is.
It was all about a myriad of populist 90-day promises. That’s why in government, PF has been very haphazard in its developmental and governance agenda, with all sorts of policy contradictions and decrees. The only basis for the founding of the PF was the “dribbling” of Michael Sata from being the MMD presidential candidate in 2001 by then President Chiluba who preferred his former Vice President and Sata’s arch enemy Levy Mwanawasa.
This anger and frustration led Sata to resign from MMD and form PF barely a few weeks before the 2001 elections, with PF performing poorly and garnering less than 2% of the vote, way behind MMD, UPND, HP and FDD. So, PF was only formed for Sata to achieve his “personal ambition” of becoming Republican president, that’s all. There was no broad based vision or mission for the founding of PF – thanks to his excellent political mobilization and organizational skills, Sata grew PF over time into a mass movement for the poor against the corrupt “capitalist” MMD government. Sloganeering like “Pamaka”“Power to the People,’’ “Don’t Kubeba” etc. substituted for the party vision.

Contrast this to the formation of the Northern Rhodesia African National Congress (ANC), Zambia African National Congress (ZANC) and United National Independence Party (UNIP) which were formed with the vision of gaining “Independence” (“Ubuntungwa”) from the British Colonial masters, albeit using different strategies.
MMD in 1991 was formed to fight the One Party State Dictatorship which Kaunda and UNIP had imposed on Zambians and replace it with a new order, a multiparty democratic system. MMD also aimed to replace the inefficient socialist economic model (which led to food shortages, mass poverty and huge external debts) with a free market economy allowing more private sector participation in the local economy.Of course the once vibrant ANC, UNIP and MMD “died” when their respective leaders (Nkumbula, Kaunda and Chiluba) selfishly hijacked the collective party vision and monopolized it into a personal vision with centralized power.
Contrast this with the South African ANC which was founded in 1912 before Nelson Mandela was born, and is still existing and in power today post Mandela. This is because SA ANC has a strong vision enshrined in the Freedom Charter and the ANC constitution which puts the collective above the individual.
2.2 Weak Democratic Foundation
Jesus talked about The Wise and Foolish Builders“…a wise man…built his house on the rock. The rain came down, the streams rose, and the winds blew and beat against that house; yet it did not fall, because it had its foundation on the rock. …a foolish man…built his house on sand.
The rain came down, the streams rose, and the winds blew and beat against that house, and it fell with a great crash.” (Matthew 7:24-27). The foundation or fundamentals on which the PF house is built are sandy and very weak, just like foolish builder’s mansion.
As explained earlier, PF was founded as a “one man centralized party” in the way KK turned UNIP after 1972 into a one-man dictatorship with a “wamuyayaya” (eternal) syndrome. So “Sata is PF, and PF is Sata.” Everything else matters less, including the party organs, structures and guidelines.
Many cult leaders in history have had similar set designs, leading to the glorification and worship of a mere human being above the collective – the Great Leader, e.g. Adolf Hitler and the Nazis, Osama Bin Laden and Al Qaeda, the Kim family of North Korea, Chairman Mao, etc.
Internal democratization in PF, and consequently the nation, is practically impossible under the current framework, the reason there will always be a constitutional crisis within the party and the nation as whole as we are currently witnessing on the New Constitution.
The DNA of PF is not democratic but dictatorial. The practices in the party are so misaligned with its party slogan “power to the people” which in truth really is “power to the President.” All district, provincial, MPs and Central Committee members in PF are handpicked by the party president with influence from the Secretary General.
There is an allergy to elections in PF since even the CEO of the party the Secretary General is a mere appointee, who was also nominated as MP, appointed State Council, Minister of Justice, Board Chairman for Zamtel and Board Member at ZAWA. PF members don’t know what it means to choose their own national leaders and they have never cast a single ballot.Hence mediocrity has been lifted above meritocracy, and the spirit of cadreism has gained so much prominence.

At the so-called PF national convention in 2011 in Kabwe, no single ballot was cast as potential candidates were all disqualified and the president imposed his own ‘list of candidates’for Central Committee which all delegates unanimously endorsed out of reverence for the Great Leader.
Consequently, mediocrity prevails among most party officials, councillors, MPs, Central Committee members, and Cabinet Ministers are low-calibre, weak, mere charlatans and hero-worshippers.
These are the kind of people who surround the President! “The first method of estimating the intelligence of a ruler is to look at the men he has around him” – Niccolo Machiavelli, the Prince.
A democratic culture has never been ingrained into the PF DNA or fabric – it’s totally alien. Instead, authoritarianism has been embraced and propagated by loyalists, charlatans, praise singers and sycophants.Hence, governance of both the party and the country has been adversely affected.
Hence, President Sata is following perfectly in the footsteps of his political hero and mentor KK. The best way to understand the current PF should be as “UNIP part 2”, except that the “machete-wielding PF cadres” are much more vicious than the “UNIP By-Airs”as they have actually caused grievous bodily injuries and death even to fellow PF cadres, while UNIP By-Airs inflicted damage on the “enemy” outside UNIP.
3.0 Genesis of the Current Divisions in PF
3.1 Wynter Kabimba the “Bitter Weed” Consolidates Power
PF Secretary General Wynter Kabimba was not in Sata’s first Cabinet, supposedly choosing to stay outside Cabinet so he could focus on mobilizing and organizing the party.
With ulterior motives, he embarked on provincial tours, reiterated numerous times that he was the party CEO on TV, dissolved provincial and district PF structures at will and replaced them with cronies and loyalists, while suspending and expelling any PF members “not loyal to the party,” actually meaning “not loyal to him.”
Wynter had started consolidating personal power and many wondered whether he had the backing of President Sata. Subsequently, Sata honoured Wynter as a State Counsel and appointed him Minister of Justice, which was reportedly elevated to 3rdin hierarchy from the Presidency – in a true sense only second to the President since Guy Scott is just a ceremonial vice president.
Wynter when on to become president of some strange “African political parties” organization composed of autocratic ruling parties from Sudan, Ethiopia etc. and excludes democratic parties from such countries like South Africa and Botswana.

Only politically naïve people could ignore these tale-tale signs of Wynter’s power consolidation and favoured status. Rumours of a succession plan with Wynter as the anointed one started spreading.
3.2 Wynter and the Post Newspaper fight perceived PF opponents
Wynter first accused and charged Kabwata MP and Minister of Foreign Affairs Given Lubinda, who was representing the President in Equatorial Guinea, of being a traitor and leaking information from cabinet when the latter.
Orchestrated demonstrations demanding the expulsion of Given were covered on ZNBC TV and the Post Newspaper, led by Kabwata Constituency chairman Silubanje and backed by Lusaka PF District Chairman Godwin Banda and some PF Lusaka provincial leaders loyal to Wynter.
Demands were made for Lubinda not only to be fired from Government but also to be expelled from PF. Sata fired Lubinda from Cabinet and suspended him from PF but did not expel him, possibly sensing that PF might lose the bye election in Kabwata against Lubinda.
Next, Wynter and the Post Newspaper in their editorials launched vicious attacks against Defence Minister Geoffrey Mwamba, popularly known as GBM, whom they wanted fired from Cabinet for alleged corruption involving ZESCO.
GBM hit back and counter attacked by stating that Wynter was involved in the Trafigura Oil Deal while the Post Newspaper and their cronies owed Development Bank of Zambia (DBZ)K14 billion which they should pay back.
The Anti-Corruption Commission reportedly launched investigations against the 2 ministers which were abruptly discontinued when the President reacted angrily against ACC saying senior government officials cannot be investigated by ACC or DEC without his permission.
The spectacular images of Wynter on TV accompanied by noisy PF cadres at the ACC offices as he arrogantly refused to be interrogated are still vivid. Later on, the ACC sheepishly announced that the two ministers had been cleared of corruption.

Amazingly, at the height of Wynter and the Post Newspaper fight against GBM, Sata would even joke with Wynter upon arrival at the airport asking him “How is your fight with GBM going?” GBM subsequently resigned from Cabinet as Defence minister after disagreeing with the President on the recognition and dispute of Sosala as Chief Chitimukulu.
Next Wynter and the Post Newspaper launched their short-lived attacks against Minister of Sport Chishimba Kambwili! Post the GBM resignation, the fight against Kambwili has been re-launched by the same Cartel that fought Lubinda and GBM, this time with Luanshya MP Stephen Chungu allegedly being used to open fight and frustrate Kambwili into resignation, similar to what GBM did though GBM resigned upon differing with the President, not because of Wynter and the Post Newspaper.
Kambwili alleges in the Post Newspaper of 8th January 2014 that “We know who is using him to get at me. I have been targeted for a long time…” He said he had become a target because he was a factor within the party. It’s obvious who Kambwili is referring to.
The seeds of mistrust and enmity had been sown for good in the PF, and if this was an experiment President Sata had initiated then he was badly advised.
Meanwhile the slogan Aleisa, Aleisa 2016 was coined by the pro Wynter group in PF and it quickly gathered momentum across the country among his loyal supporters, especially in Lusaka, Central, Western and Southern province PF structures. The news was that President Sata would not be standing in 2016 and had endorsed Wynter as his successor although Sata had not publicly said so.
3.3 GBM and the Sata 2016 Endorsement Campaign
Almost from nowhere, GBM launched the Sata 2016 Endorsement Campaign in Kasama alleging that a certain cartel which had held the President captive had schemed to remove Sata from the PF leadership and replace him with their puppet, meaning Wynter Kabimba.
GBM went flat out to launch this endorsement campaign across all the provinces and clearly meant to sabotage Wynter’s presidential succession plans. GBM ferociously attacked the Fred Mmembe and Post Newspaper as being behind the puppet Wynter Kabimba whom they wanted to impose on PF so as to shield them from the K14 billion debt owed to DBZ. He stated that Rif Raffs were plotting to take over the leadership of PF and he wouldn’t allow it.
Massive demonstrations led by PF youths in Lusaka and Copperbelt province broke out demanding the firing of Wynter as PF Secretary General as well as his expulsion from PF.
Huge demonstrations were held even at State House while the Central Committee was meeting, with mock coffins of Wynter carried along. Petitions calling for Wynter’s expulsion were submitted to the President and the Central committee from all 10 provinces, while some members of the central committee like Jean Kapata also submitted separate petitions to Sata for Wynter to be expelled.
The reaction from Wynter and the Post Newspaper was predictable and vitriolic – party officials leading the endorsement campaign were immediately suspended while the Post Newspaper dedicated their front and editorial pages to defending Wynter and castigating GBM and the so-called Bemba tribalism which they said was behind calls for Wynter to be fired.

VP Guy Scott came out strongly defending Wynter, saying he was not going anywhere and that he, Wynter and Sata consisted of the A-Team in PF. Wynter accused the PF of being the most indisciplined party in the history of Zambia and accused PF youths demonstrating against him of being street kids and MMD cadres, while stating that tribalism and corruption where rampant in the PF and Cabinet, and a tribal clique was behind calls to have him removed.
Ironically the same Post had also warned of “Michael Sata’s Bemba Tribalism” in 2006. PF Disciplinary Committee chairman Edgar Lungu attacked Wynter and Guy Scott saying he was uncomfortable working with the duo, saying how the fox can hunt with the rabbits? In the process party mobilization and organization suffered greatly as infighting and divisions took their toll.
3.4 The “Fourth Republic” Party
In the process a young man called Kamalo came out in the open and exposed a plot by Wynter – the formation of a shadowy party called the “Fourth Republic” which had created “parallel structures” in PF in support of Wynter’s ambitions for the PF presidency.
Many people thought this was Wynter’s end as this was tantamount to an “internal coup.” His protégé Situla Sikwiindi who operated from his office at Godfrey House was immediately fired from PF by party deputy SG Bridget Atanga with the President copied. Demonstrations and demands for Wynter to be expelled gathered momentum and his departure was said to be imminent. In yet unexplained circumstances, Wynter has survived this “purge.”
He actually got former PS Ministry of Information Emmanuel Mwamba fired after threateningly phoning and writing him, with copies to the press.Wynter had so much power, causing the likes of former enemies like Chikwelete beg for forgiveness from him and reconcile.
3.5 PF Intra party Violence
In Lusaka, the pro Sata 2016 Endorsement group initially clashed with the Wynter 2016 group in Northmead with minor injuries and damage to a school. Eventually, serious intraparty violence broke out when the pro Wynter group, armed with machetes, ambushed the anti-Wynter group led by Julius Komaki who himself suffered life threatening wounds to his head and neck while a young PF cadre was killed in cold blood.
There was no outright condemnation of this violence from the top party leadership and only a few key Wynter supporters like Kennedy Kamba have been charged with “proposing violence.” None has been charged with “murder” or “causing serious bodily harm.”
The late PF cadre’s family had to be subjected to a shocking ordeal of repeat postmortems and exhumations as results were allegedly forged to say he died of “natural causes” with deep panga cuts and bruises.
4.0 Response of the PF Leadership to Divisions
Whether by design or accident, shockingly the once renowned “Man of Action,” or “King Cobra” President Michael Sata appears powerless and unable to provide effective leadership to resolve these crises and ensure unity and discipline prevail in the ruling party.
As a leader goes, so goes the party and the nation. The PF leader has allowed and tolerated serious party divisions which have led to violence and death. One shudders to think of the violence that would ensue during any PF party national convention since different factions would come armed to defend their person.
Former President Kaunda, in the presence of President Sata and in apparent reference to GBM and other ministers who supported the endorsement campaign, stated at an independence day rally in Kitwe 24th October 2013 that such ministers were “foolish.” There was no reaction from the “Man of Action.”
Worse still, most PF provincial and district structures have long been dissolved with officials suspended by PF Secretary General Wynter Kabimba who replaced them with his own “parallel structures” led by his loyalists who are busy giving press statements and well covered by the Post Newspaper using bizarretitles like “former Copperbelt province youth chairman Menyani Zulu has said…” “former Copperbelt province youth Secretary Chanda Kabwe has said …” “former Lusaka district chairman Godwin Banda has said…” “former Anglican Priest Father Luonde has said…”“former Deputy Minister of Defence Davies Mwila has said…”etc.

These are Wynter’s hatchet men who are all very unpopular in PF. The Central Committee and Members of parliament are equally helpless and toothless since they have never been elected by the PF members – all are handpicked and appointed by the President, and serve at his pleasure. There also seems to be an element of ‘divide-and-rule tactics’ were various party officials are made to fight against each other, especially those who look strong, so as to neutralize them.
As an opposition party, this style of leadership may have served President Sata well since it neutralized various centres of power in PF and kept the party focused on only one ‘political enemy,’ the ruling MMD.
Now with PF in power, this strategy can’t work and is counterproductive since PF now has so many real or perceived ‘political enemies,’ with all the self-interests and expectations generated.
Inevitably friction and conflict arises and a better democratic leadership, governance and management strategy is needed. Sadly this dysfunction has spilled over to government and the whole country.
5.0 Conclusion
“The life span of a dynasty corresponds to the life span of an individual,” wrote Ibn Khaldun. In its current form the same way UNIP could not outlive Kaunda, PF cannot outlive Sata – post Sata it will splinter into so many small parties because PF is Sata and Sata is PF.
President Sata should exercise leadership and transform PF into a truly democratic institution where people have genuine power as per their motto, otherwise the status quo is not sustainable beyond him or even during his tenure.
President Sata should learn from former US president Abraham Lincoln on how to deal with division in a party or country.
In 1858, when faced with far greater divisions on the issue of Black Slavery supported by the south and opposed by the north, Abraham Lincoln, then a mere Republican candidate for the U.S. Senate, showed great leadership and delivered the famous speech”A house divided against itself cannot stand,”a concept familiar to Lincoln’s audience as a statement by Jesus recorded in all three synoptic gospels (Matthew, Mark, Luke).
“I believe this government cannot endure, permanently half slave and half free. I do not expect the Union to be dissolved — I do not expect the house to fall — but I do expect it will cease to be divided. It will become all one thing or all the other. Either the opponents of slavery, will arrest the further spread of it, and place it where the public mind shall rest in the belief that it is in the course of ultimate extinction; or its advocates will push it forward, till it shall become alike lawful in all the States, old as well as new — North as well as South.”

Consequently as President, Lincoln waged a Civil War against the Confederate Southern States who broke away when Slavery was abolished, defeating them and preserving the Union till today.
Similarly President Sata can make it categorically clear to all PF factions that the party cannot exist in its current form, listen to the people and allow the normal disciplinary process to be followed in PF concerning the petitions against Wynter Kabimba, and institutionalize democracy in the party by having elections starting from the branches, across all party structures up to the central committee, deliver a people driven constitution as promised to Zambians, disengage from meddling in issues of traditional chiefs, and focus on development.
Failure to do this, Chairman Mao’s prophetic words will hold true for Sata and PF “It’s always darkest before it gets completely black.”

Nicely researched and written, a very good read and accurate picture of the PF and what it is all about. Like Prof Sosala’s thesis, it will take the PF leadership 3 years to read what you have written and understard the advise and later on implement it.
You advise is sound, I hope some with a brain in PF advise the wife to our grade 2 president about leaving a legacy. This is a good recipe for free if he really want to leave a mark on this country.

Is UPND going to Move back the Capital City from Choma to Livingstone. Is UPND going to pull down the Universities being built. Is UPND going to dig pot holes and plant trees and grass in Roads being built by PF Govt. ofcourse if and when the UPND would have a leader like the Late Mazoka who would campaign without refering to tribe. And if such a leader was found he could not undo what others have done. he could just build upon. With the current Leadership in all these Parties there is no one who can be President. Sata can be President again if he will still be alive.

This article is a must read for non PF zealots. The analysis is sound and well reasoned. Using the DNA metaphor, the PF is not capable of changing itself significantly because like massive DNA mutation events, the results would be lethal leading to organic dissolution.
Zambian people MUST brace themselves for the cataclysm coming in 2016 which will culminate into the onslaught of PF and its adherents. Blessed are those to be found in the year AD 2016!

Too long to read. Whatever the problem the PF is having is a blessing in disguise. Who doesn’t have trouble in life? Tests come to make us strong. I believe what Sata and PF is going through is normal. I believe there will be a time of tranquility in the PF. Problems don’t last always. Gold without fire is not gold. It has to through fire. Roads are being made, hospitals are being built, Universities are being made etc. These are the things we will enjoy 4 or 5 years from now.They may struggle with a few things here and there but it is too early to judge them. The more you insult the president the more i like him because I know that some of the insults targeted at our president are very unfair. Some of the bloggers I know are actually divorcees. It means they had problems at one time.
The tranquility in in PF will come after they are kicked out of power coz there will be no one left in the party. And please, learn to read, typical PF mentality. Too long to read my a$$!
