Scott, Kabimba accuse opposition MPs of fraud

Vice President Guy Scott and Justice Minister Wynter Kabimba have launched a scathing attack on the behaviour of opposition MPs who forced Parliament to prematurely adjourn after they allowed all their questions on the order paper to lapse.

In an interview at Parliament shortly after adjourning, the visibly annoyed Dr Scott charged that the MPs behaviour is tantamount to fraud.

“They are clearing engaging in fraud. They are defrauding the Zambians they are supposed to be representing. They come here and stand outside and allow their questions to lapse but they are busy getting salaries from this House. This is fraud,” Dr Scott said.

He complained that the opposition MPs are not being fair by continuing to press Parliament over the constitution especially that Justice Minister Wynter Kabimba presented a statement in Parliament last week.

“The Justice Minister spoke in this House just last week and he told them that he is waiting for a suitable date to present the draft constitution to the President and we will pick it up from there,” Dr Scott said.

Dr Scott said it is unfortunate that the opposition MPs want to paralyse the business of the House when the Speaker had allowed Mazabuka MP Garry Nkombo to present a private members motion on Friday on the constitution.

And Mr Kabimba said the MPs are short changing the Zambian people by absconding from their duties as people’s representatives.

He said it is regrettable that opposition MPs have decided to follow UPND leader Hakainde Hichilema’s directives to disrupt business in the House.

“It is highly regrettable that the Honourable men and women have are following instructions from a man who has never been to this House as MP. They are supposed to be listening to the people who sent them here and not Mr Hakainde,” Mr Kabimba said.

Opposition MPs yesterday forced Parliament to prematurely adjourn after they absconded from asking questions they had listed on the order paper.

It appears this is the latest form of protests from the opposition MPs in demand of the new constitution.

The entire sitting only lasted for less than 30 minutes.

  1. Much as i don’t support the actions taken by the MPs,consensus has to be reached quickly,its not HH or Sata suffering by these actions,its the Zambian people who elected both this government and these mps.

    • this devious behavior from the failed Bantustan leadership will not yield them anything.
      The govt can only work within the law and so far there is nothing that the govt is doing that is outside the law in the constitution making process.

Think of that statement by Wynter Kaimbwa, you understand he went to insult MPs who were in parliament working. Even myself, if I expect insults at work, why go there? Let the President fire the MPs, dissolve it!!!

It is PF who are making people suffer by failing to give us a proper constitution where we can express ourselves freely, like why is the price of bungu so high just two years into PF rule, why do we have an acting Chief Justice for over a year now. See it is PF which is suppressing the people and not the opposition. All these wrongs have been going on with the parliament functional. What is the missing link? it is a proper constitution, besides a chief from Muchinga was identified as an expert and paid to produce the document, we need to see it and let us enjoy the value for our money spent on this process.

      Make an appointment with the president in 2015.
      Bring new bills to parliament and pass them without opposition.
      You can even slot in new clauses in the current constitution without opposision.

    • The MP’s are doing exactly what they have been sent there for “represent the views of the people” I would like to commend them for this carragious act. I personally don’t understand how a patriotic Zambian would be against a new constitution, it’s long overdue.

    • The confines of parliament chambers provide absolute protection to MPs from harassment abuse or physical harm. It’s the only political space where an MP can say anything they want against government without fear as the law extends that privilege to them. Legislative powers of parliament means that any issues arising from within parliament are delt with by this independent arm of govt. Police presence is totally uncalled for, but this doesn’t surprise anyone, we’re dealing with a dictator who knows no law. This stand off by honourable MPs is legitimate, long awaited and fully representative of electorates’ demands up and down the country.Impeachment is the only way forward, we need brave intelligent MPs to move this motion.

    • Iwe there was nothing for the opposition to ask regarding the constitution. Oposition MPs were warned not raise any issues in connection with the constitution until Friday after the speaker, Kabimba and Scott have recieved permission from the president.
      So if the session was not about debating the road map for enacting the constitution why should the opposition expend their much treasured energy debating irrelevant things which will not force the PF to release the constitution.
      The opposition members were 1000% correct in staging a SILENT protest if the matters in that particular parly session was not in their interest.

      Parly had to be adjourned because the sensible UPND and MMD MPs capable of sensible debates did not participate or chose to remain mute during the session.

It’s still a draft and therefore still subject to ratification and general public referendum. If the leaked document is too go by then someone at the helm of power is sitting on the document because they don’t like certain clauses in it. We just need to remove some layers of unnecessary powers bestowed on the head of state to stop draconian tendencies in a democratic country. That’s all! Nothing to be scared of your excellency and we’ll make sure you save you last couple of years according to the mandate you were given by beautiful people of Zambia.     • Yes am educated ofcourse, and I admit that some things done by MMD were fradulent and your Kaponya president was a big part of that fraud in MMD. History statistics clearly show that MMD started performing better when fraud people like Mr Sata himself left the party. What did we leave when we left office, well no doubt, compared to what we inherited, we left over $2.5bn in reserves, freedom of speech and assembly, low mealie meal prices, stable exhange rate ( stable and not low), good investor confidence, good rating, very low government debt.

      Guy & Wynter MUST be reminded that they are calling a liar ‘His Excellence’ instead of Mediocrity because he is their leader. Even when they know very well that a spade must be called by its real NAME.
      When I listened to Wynter on ZNBC TV1 interview on Sunday, only grade sevens or exam failures could be convinced by his analysis. The guy is very dull and one wonder what kind of lawyer he is, doesn’t qualify to be ‘State Counsel’ or even…… but a …..cow-boy.

    • It would appear that some bloggers deliberately want to twist facts as to what MMD did on the Constitution making.There is no parallel between what PF are doing and what MMD did:-

      a) MMD ensured that the constitutional making process had legal backing and the
      road map was clearly spelt out.

      b) Major players like the Catholic Church,PF ( in opposition then ),CSOs and other
      stake holders shunned the NCC.

      c) PF even went further to expel its 22 MPS who participated in the NCC.
      d) After NCC completed its work,the Bill was taken to Parliament where both PF
      and UPND SHOT IT DOWN.
      How then can this effort be compared to the muddle PF have landed themselves in?
      PF has not established the legal basis for their Constitution making process neither is there a Road map…

  9. PF Govt please, put this issue behind by simply releasing the draft. Let citizens debate it and decide what is good or not good for themselves. The best Govt can do at this point is be a POSITIVE GUIDING FORCE in the debates, and NOT become the huddle that stops progress in its tracks. You will lose nothing but gain respectability by acting decisively.

    Then concentrate on the “bread and butter” issues that matter most to MP’s constituents. That’s how you turn these MP’s into “irrelevant entities” come election time. This uncalled for behavior of stalling on a straight forward issue (constitution) is taking up your precious time when you could be expending your efforts on development—this is what will keep in power for a long haul—not what the opposition does or doesn’t do!

The president should not be surround by boot lickers as been the case with past governments, Sata is from that era also and should not be allowed to belittle you (Scott and Kabimba). This strategy is really worthwhile and, the snake (Sata) has been beaten twice within a brief period by HH. The first bite took place at Katuba and, the latest one, involves peaceful protests by honourable opposition MPs outside the now defunct Zambian parliament. HH, devise another brilliant strategy so that you can puncture holes in the PF seemingly watertight strategies. These false representatives (PF) must be hounded out of the people’s offices (public offices). They have overstayed their welcome and further, these scavengers have also depleted our public funds. The PF goons are syphoning government funds into their off-shore accounts and other useless personal investments.

At national, constituency, district, or branch level they both have never been elected by anybody. So what makes you think HH’s “coronation” as UPND president any more special than Kabimba’s election to his post in the PF? And when was the last elections were held in UPND to elect HH?

Some people believe that at some point the price of e.g fuel, meal meal, the exchange rate should start going down. Why not ask the Chairman (or Secretary) of the Technical Committee to personally deliver the “document” to Mr. Chellah, for instance, if the President is too busy to find a “suitable date”? How long does the process of “receiving” take? Granted, all protocals may be required considering the importance of the “document”, but should protocal hold the Nation to ransom?

    • Agreed 100% but unfortunately what MMD did or did not do its also 100% irrelevant to-day. The issue is what PF did not do contrary to the promises in their manifesto. One of the issue is PEOPLE DRIVEN CONSTITUTION. Do you have any comment on stated subject?

    • Mbaluso, forget about what MMD did or failed to do. The party in power now is PF. Your hate for MMD will just choke you to death. If anything, MMD did a lot during Chiluba and Levys time. Why do you think Zambians kept voting for them for 20 years? Its RB and his sons who messed up MMD. Just swallow your pride and accept that PF is failing lamentably. Nothing is working for them. Every thing they touch is a mess. Its time for HH.

    • JJ,how do we forget history.Even when PF fails we will continue reminding them of their failure.I agree with you on MMD doing better in Levy’s reign not the other president you have mentioned.On HH being a president,let us leave that to the electorates to decide.But in my opinion,he needs to change a platform of argument on which he stands in relation to other tribes.As a young man,it pains me to hear sentiments of tribalism in his speech.He is driving away potential voters like us.Otherwise,we need fresh breeze in political arena but not tribalistic one.He can do better than the way he is currently doing.Let him be sober and accommodative of other ethinic groupings.I just wish the best in 2016.I hope he will make it this time around after trying for so long.

  35. PF need to narrow the perception gap. Pitting their cognitive and reality sense, one finds this perception gap is too wide with the PF. They have buried there heads in the sand hoping people will just succumb and lose the fight to have the new constitution enacted. wake-up from slumber PF and smell the coffee.

Its shocking people like Yambayamba pretend that its fine for Sata to have lied to Zambians, to abuse his elected (not by Sata) MPs calling them useless, Zambians dont need a new constitution, dethroning traditional chiefs, 90 day miracle, jobs for youths, BRE 64, frauds at statehouse RDC, lashing at ministers as children, the list goes on. Be real Zambians we are heading a dangerous route. Guy Scott is on record that Sata is unpredictable, can unleash paramilitary forces to beat up opposition MPs. That is abusive language to peaceful Zambians.

One of the great leaders in Africa never became an MP before he ascended to presidency in the RSA, David Muzamai (Nelson Mandela Madiba). FTJ became 2nd President, he never became an MP prior to presidency.
