Chikwanda’s comments that NGOs are formed by failures angers NGOs

A number of Non-Governmental Organisations have been angered by remarks attributed to Finance and National Planning Minister Alexander Chikwanda.

Mr Chikwanda is quoted in the media to have said that people only form CSO/NGOs when they are failures and want to make ends meet.

But Action Aid Executive Director Pamela Chisanga urged Mr Chikwanda to go back to his Civics and understand the role and functions of the Civil Society Organisations in the world.

Ms Chisanga says it is highly regrettable and embarrassing for a man of the Minister’s caliber to utter such a statement because he should be in a position to know the three sectors of society which include the public sector, the private sector and the civil society something she says the minister should be conversant with.

She said the Minister should realize that he is a Minister today because of the role the civil society played in bringing about change hence belittling the efforts of CSOs/NGOs is highly regrettable.

She further says NGOs/ CSOs have been helping very poor people which his government can not reach hence it baffles them to see the Minister turn around and attack them .

“CSOs, NGOs in this country have stepped in to work with the very very poor people that his government does not reach particularly under the PF government and him as Minister of Finance, he has failed to prioritize poverty reduction in terms of ensuring that funds trickle down to each Zambian that needs to be served with various public services and NGOs and CSOs are doing some of the work that government is doing so we fail to understand why the Minister would turn around and start attecking CSOs”. She said.

Ms Chisanga further cautioned Mr Chikwanda to stop attacking CSOs when it is him who is in office because of money saying the public has been told on several occasions that he has tried to resign but has not done so because of fear of being hounded for corruption.

“On the other hand he is the one in that position because of money. We have head that he has tried to resign so many times but he has stayed there because if he leaves he will be hounded for stealing money or whatever it is that he is accused of, so he should not turn that around and start attacking CSOs cause if there people that are in that position because of money it is the current crop of politicians”. Ms Chisanga said.

And Young African leaders Initiative YALI Executive Director Andrew Ntewewe said it is unfortunate that a person that young people should look up to for wisdom has decided to insult them.

He said Mr Chikwanda should first look at himself before venturing into unwarranted attacks on the civil society as the same would be said about him for being in the position he is today after serving in the same position in the UNIP government.

“We expect wisdom from him but the fact that he is uttering what I might simply refer to as insults as a young parson I will not retaliate the way he has insulted us but I want tell him that we feel very insulted because whatever we are doing is for the people of Zambia” he noted.

“It is him who should feel ashamed that having been a Minister in UNIP somewhere in the 70s when some of us were not even born he can still go back and barge for a job as Minister of Finance, its him who has failed in all spheres of life apart from the fact that he is able to milk from the tables of politicians”. Mr Ntewewe added.

Meanwhile NGOCC board chairperson Beatrice Grillo challenged Mr Chikwanda to prove his sweeping statement as some NGOs such as the NGOCC which has a membership of over 125members were in existence before the PF was even formed.

She urged the Minister not make general statements of that nature because some of the people running NGOs run their own firms and do not get any money from their organisations and that doing so would be proving the minister’s ignorance on the role of the civil society in the world.

“Its unfortunate that such statements are coming from our leaders, it shows that they do not understand the role of the civil society as world over there is no government that governs without the civil society, CSOs provide checks and balances to the government”. noted Ms Grillo.

She also noted that if most of the organisations that are operating were founded by frustrated people then they would not have lasted long.

“All these credible organisations they can not be branded that they were started by frustrated people as the founders of the organisations have moved on but the organisations have continued which shows that they were based on sound foundation, if they were not founded on strong foundation they would not have lasted that long”. Said the NGOCC board Chair.

    Go round the country and see what CSOs are doing to help the poor whose money you have corruptly gotten.

    • Having been a Minister just after Independence in 1964, through the 70’s and 80’s and still look for a Job in 2011 speaks volumes Mr Chikwanda.

    • This is a reason big enough for the minister to resign his position. Zambia’s economy incorporates a large portion of her GDP contributions from philanthropy activities within whom the NGOs are a big part. If you remove the NGOs from the equation then Zambia can’t even consider borrowing from the World Bank as it will be a rogue state with no transparency in GRZ. The NGOs can bring the government on its knees. How do you condemn World Vision with all the remote areas that they cover which government has no idea about? As minister of finance, surely he must have a column showing how much machinery the NGOs bring into the country and how much employment they provide. If he can’t quit then the president should drop him. PF needs a few sacrificial lamb to start turning its image around.

      it good thing about bembas is that they are not show off, but generally humble and accommodating of other tribes despite their numbers.

      Bembas comprise 43% of the total population. they are the majority but they brag about that.

    • Interesting observation, but don’t you think LUAPULA PREMIER’s tribal diarrhoea is worse that Siamanengo? Do not apply double standards, if you need to condemn tribal blogging then you need to condemn all tribal bloggers regardless of which tribe they are attacking. To be president in Zambia you need the support of all tribes not just bembas. No single tribe in Zambia can get to state house without the support of others.

      The big man should know better than generalise issues especially when one particular NGO has been vocal on speaking out over the plight of poor Zambians.
      Infact am surprised to hear this coming from him, so he can also let go and carelessly make general statements like some desperate politicians we know? I have known him as a rational calm and composed wise man, hope he wasnt coerced in making such sentiments, this is unlike him!

  13. The Minister’s comments on NGOs were spot on.
    The same comments are expressed here in the USA on the sudden mushrooming of NGOs in the third world. They come and go without a trace! E.g. where is Lifwekelo today & his NGO? He disappeared with it the moment RB, the sponsor, was fired.

    FODEP comments on virtually everything! Today they r condemning violence at stadiums, the next they comment on Masumba’s court judgment & his court appeal while they are mute on court judgment against the oppositions’ corrupt vises during elections. Then they are up in arms when the president appoints a tribunal to probe our judges. The same guys are against the acting Chief Justice, for the immediate enactment of the constitution, they are condemning party violence etc.

    • Just like private companies, the fact that an NGO is no longer existing does NOT mean that it did not contribute to the nation. Some of the CSOs disappeared from the scene because of the HOSTILE enviroment from the PF when it got into power.

      Examples include Lifwekelo’s NGO; and Companies owned by so many people the PF ido.ts have depoted so far – including a community Church that had been affected when PF deported a Priest in Lundazi which has not re-opened since!!

      Even the Zambian Watchdog cannot operate in Zambia except remotely because of PF hostility!!

  14. Its actually easier to run a political party than an NGO in Zambia. Those talking rubbish about FODEP may have just come to know zambian politics when pf came into power. Fodep is a very credible institution formed in the early 1990s with proper governance structures that start from grassroots throughout the 10 provinces. Chipenzi is just an employee, there are serious guys behind the scenes

  22. The NGO community must learn to address problems, not personalities and antagonizing political parties. When NGOs act disproportionately, they will face resistance from government. Government must enjoy trust and respect of citizens to delivery fats track development in the Third World. For this reason, it is necessary to contextualize statements attributed to national leaders. There is n need to jump to draw wrong conclusions.

    I think the NGOs are protesting too much. Why get angered if there’s no truth in what the minister said? Credibility should be the only way for non-governmental organisations to overcome political, economic and social resistance in a democratic state.

    I wont call any names but some of these organisations have really strayed from their roles and objectives to take uoen themselves unnecessary workloads – they need to be ruffled up by such sharp statements in order for them to go back and stick to their original concept.

Because MCS is blackmailing him from resigning his position ,ABC finds himself against the wall; trapped by his failures and corruption, he is desperately irritated. So the statement that NGOs were formed by failures was uttered in a fit of frustrated rage. He had to find a way to vent his anger.

    Chikwanda is simply a retard, and a clueless old man, who is a huge liability to the country. He cant even realize that he is looked after by tax payers. On top of that, he gets business contracts from the same government.

    No wonder PF has zero smart people in its ranks. They are so low in thinking.
