Cabinet Reshuffle A Drain On Government Resources

The Foundation for Democratic Process FODEP has observed that the continued moving of ministers from one ministry to another is a drain to the country’s resources.

Speaking in an interview FODEP Executive director McDonald Chipenzi says the reshuffles are a drain to the country’s confers as each minister or Permanent secretary who is appointed or moved needs to go around the country to familiarize themselves with the operations of their ministries.

“Reshuffles are a drain to the public confers in the sense that each Minister or Permanent Secretary that is appointed has to go round the country to familiarize themselves about the work and departments of their ministries so you find that maybe the first 6months is all about going round the country to understand how the ministry works and that is money”. Noted Mr Chipenzi.

He said reshuffles also affects the performance of the government as resources will be channeled towards familiarization tours of Ministers instead of to the much needed development of the country.

And Young African Leaders Initiative YALI Executive Director Andrew Ntewewe called for consistency in the governance of the country.

He said the public expects consistency in terms of how the country is governed and coherence in policy development formulation as well as implementation hence the continued reshuffling of Ministers by the president lives much to be desired.

“I don’t know how president Sata would like government to govern this country because we expect consistency in terms of how you are going to be governing the country. We expect coherence in terms of policy development formulation and implementation. If you going to be having reshuffles every time even at the time when you are suppose to be coming up with new policies I think to me it lives too much to be desired”. Mr Ntewewe said.

Republican President Micheal Sata on Thursday fired Alfredah Kasembe as Home Affairs Deputy Minister and made some reshuffles at cabinet level.

    • Bo Chipenzi, my Take Ni Chimbwi NO Plan. Chumbu Munshololwa simply has no clue whatsoever on anything.

      Doubt he even went as far as standard 2.

    • I strongly agree, it’s chimbwi no plan type of government. Not even a home can be run in the way PF is running This country. It’s all guess work at play.

  2. Dada Sata is not paying those monies from his pockets , so he needs to be responsible, we are losing a lot of money on this try and error kind of governing
    why chose people only to fire them shortly after, why did you hire them in the first
    place, you don’t see Obama hiring and firing every time, i would sue his A$$ if he wasted my time like that with no proper reason.

  3. These endless reshuffles amount to gutless erratic behavior gone wild. Sichinga was minister of commerce less than a year ago and he is back in the same portfolio. I honestly doubt Sata has any decent length of memory, the man is clearly insane. He should be resident in a psychiatric wing, not State House wildly exercising instruments of power aimlessly like a typical Chimbwi No Plan. This is dangerous for the country.

  4. There are always very genuine grounds/reasons for such reshuffles. Avoid juvenile comments on each and every thing you hear, young man.

  5. I personally believe SATA’s decisions are made out of impulse. He just wake up make directives based on what he dreamt the previous night. Age has caught up with our dear President. He doesn’t even realise that all these reshuffles cost money

  7. not doing anything about something not working is more costly. reshuffles are made after inadequacies are observed. This YALI guy always speaks about consistences but the world is dynamic and constant. Change is inevitable

One of the reasons why you will not hear about this many reshuffles in such a short time in countries with normal leaders is that any sane leader understands that a Minister needs to occupy such a portfolio and have a minimum of 2 years to fully understand the mechanics of his ministry so that sorting out problems becomes easy because during that tenure of understanding, he would have made a lot of mistakes and learned from them. That is why in places like the States, you have a Secretary of State or defence as being the same person for the whole duration of that particular administration. But in this case we have Sata, that alone is self explanatory with regards the aimless way this country is being governed. He is an i.diot. This is an inescapable fact till 2016.

  9. Context will determine appointment and disappointment of government officials. Only frequent change of head of state has potential to destabilize the country. More developed countries proceed along lines of contractual agreements between interests and constituencies, including different political parties. Therefore, here MCS is not doing anything wrong. Stop personalizing national affairs.

    • It is not personalising national affairs but giving an opinion as per freedom of speech stop stiffling others.

    • Chumbu Munshololwa literally means, you cannot straiten up a curved sweet potato, or else it will break apart. Now the real meaning is that if you are referred to as Chumbu Munshololwa it simply means some one who is inadvisable (cannot listen to anyone), or someone who cannot be straitened up (SATA, WINTER KABIMBA, FRED MEEMBE are all definitely Chumbu Munshololwa examples).

  10. All his MPs are useless so he is struggling to find the right skills required among them. Those in the opposition also turn down his requests because of his leadership style.

    • the solution is in the new constitution because he will be able to get ministers from outside parliament.
