UPND leader Hakainde Hichilema has charged that Inspector General Stella Libongani’s recent conduct is foolish and idiotic.
Mr Hichilema said Mrs Libongani has turned the Zambia Police Service into a PF militia wing.
He was commenting on a statement by Mrs Libongani that the UPND leader had been escorted out of Chipata by police officers after he defied a police order not to hold public meetings.
“Go and tell Libongani that her behavior is idiotic and does not inspire confidence in the Zambia Police. Why is she always quick to carry out foolish orders from her boss Sata? You tell her that her days are numbered in that office and she should use them,” Mr Hichilema said.
He said over 200 armed police officers descended on the UPND members who were gathered to attend a public meeting which he was to be addressed and prevented him from meeting a traditional leader.
“She is lying when she says they have escorted me out of Chipata, that’s not true. Am still here but I will not tell you my exact location and no one will push me out of Eastern Province because am a Zambian and I have every right to go wherever I want and Libongani will not stop me.”
Mr Hakainde said Mrs Libongani has been turned into an agent of a brutal dictator.
“What is sad is that when this brutal dictator goes, Libongani will go down with him. Let her redeem herself by acting professionally and not as a PF cadre.”
Mr Hichilema vowed to continue meeting people across the country whether President Sata likes it or not.
“They came here and butchered innocent and defenseless people as a way of intimidating them. These tactics will not work. People have always made up their minds that PF is going and no amount of brutality will change that fact.”

ZP or IGs in zambia they always been historically politically appointed to some extent hence the reason why they always seem to follow orders from statehouse or home affairs at the expense of profesionalism. igs constantly they have failed to demonstrate impartiality to the way the law is interpreted & luck complete independence of decision making. it seems to me that they offer good service to the political elite of the rulling party, wealth people or someone with a social standing with connections to the rulling parrty of day. ie cadre. until the culture of policing is changed in zp will always be faced with this type of mediocre policing.

Infact IG Mateyo once said all political parties are led by Zambian and should enjoy the same freedom in Zambia. He protected his police officers from both rulling and opposition political cardres. Levy equally never interfered. IG mateyo was the most liked IG Zambia has ever had. Not this woman Libongela or what ever.

i believe we can change the way we appoint police commissioners, just like we elect mayors.but police officers should come out of their ranks,experience within there respective provinces and stand in during elections so the president does not need to appoint them that way they can operate independently without any interference, and can only be answerable to the people by gathering signatures from a certain amount of people.
