Masebo tribunal report to be made public today

The Judge Rhoyda Kaoma led tribunal constituted to investigate former Tourism and Arts Minister Sylvia Masebo for alleged professional misconduct and interference in the operations of the Zambia Wildlife Authority (ZAWA) today handed over the report of its findings to President Michael Sata.

Speaking shortly after the formal hand over of the report, Tribunal Secretary Mathew Zulu disclosed that the tribunal’s 130 page report would also be made public electronically through the Judiciary’s public relations officer Terry Musonda at 14:00hrs today.

The Judge Kaoma tribunal’s investigations centered around allegations that Ms. Masebo abused her Ministerial office and interfered in the operations of ZAWA when she ordered the withdrawal of 19 Safari hunting licenses in breach of the Zambia Public Procurement Agency ACT No. 12 of 2008.

Ms. Masebo was also being investigated in relation to the dismissal of senior ZAWA management officials in breach of the Parliamentary and Ministerial Code of Conduct Act, Chapter 16 of the Laws of Zambia.

Meanwhile President Michael Sata has elevated Jean Kapata as new Tourism and Arts Minister.

Ms. Kapata, who was until her elevation Community Development Deputy Minister has replaced Chongwe Member of Parliament Sylvia Masebo, who was last week relieved of her duties as Tourism and Arts Minister.

The President’s special assistant for press and public relations George Chellah told journalists this morning that Mkushi North Member of Parliament Ingrid Mphande has also been appointed as the new Community Development Deputy Minister.

    • Maybe Judge Royda Kaoma should have handled the constitution we would have had it released to the public by now! Oh wait a minute ZWD already released the the electronic format of constitution!

    • Doesn’t that bowing just remind you of Ngomane bowing to Shaka where Shaka’s subjects could not look the Supreme leader into the eyes? Is this curtesy or fear? Thats the fear of the cobra’s spell.

    • @Cindy my sister, remember the Dora Siliya tribunal and what happened to one Sebastian Saizi Zulu when he went against the expectations of Herr Sata? Sata rubbished the report in public (looked like Sata aready knew the contents of the report) and soon after Sebastian Zulu was jetisoned from the cabinet, paving the way for Kabimba to come in. Under this apple tree I am lying under, I am wondering had Saizi Zulu remained in that position whether he would have been part of this scheme of denying Zambians a functional judicial system?

      One wonders what motivates them to behave the way they do without remorse. How can one be your bestie and the next minute they choke you look the other way so easily? What a people indeed!

    • The report is not inspiring at all, one can only pray for a better justice system. How can it have only one sentence for conclusion. It is sad indeed.

  1. We know that justice need not only be done, but it also needs to be seen to be done. By any means she should not be a sacrificial lamb.

  2. Was Jean Kapata in the anti-Wynter camp during the PF wrangles? Did she at one time complain that Sylvia came to the PF to compete with here? She is from the North-Western province, will she sway the province towards PF? Everything is calculated…..

  4. I think it’s not nice but probably worth a mention, are all those people in the photo with our beloved President genuine? They seem dodge to me, especially the lady bowing before the President. Should what is portrayed in the photo be acceptable outside a church? Having said that the President appears quite humble. We need psychologists to read into such images and let the common citizens know what actually is going on.

  6. First the idea of handing these reports to the president first is ridiculous and should end. What is the motive? So he can doctor it the way he feels. After all there was supposed to be a separation of powers between the executive and the judiciary. This is what is damaging our democracy as the everything starts and stops with the president.

    And what’s up with the bulls**t bowing to the demi god? This is unacceptable ina modern society and democracy. This is a judge and it’s the president who should be bowing if any bowing is required at all. Man are we really going to move forward in this country?
