Speaker of the National Assembly Patrick Matibini has warned UPND leader Hakainde Hichilema and other leaders of political parties represented in Parliament against making reckless comments relating to the business or matters of the law or risk being liable to be prosecuted and convicted.

Ruling on a point of order on whether Mr Hichilema was in order to incite UPND Members of Parliament to continue disobeying his orders on the protests that characterized the house over the constitution, Dr Matibini said the transgressions committed by the UPND leader by inciting his Members of Parliament are grave.

Dr Matibini says the instruction of Mr Hichilema to his MPs amounts to contempt of the house as it impaired and impeded the independence of the UPND Members of Parliament in the execution of the parliamentary duties.

The Speaker adds that the instruction was also unlawful as it amounted to counseling UPND MPs to commit the criminal offence of disobeying a lawful order as they did in the house on 26th and 27th February 2014.

And Dr Matibini has reprimanded four Patriotic Front female Members of Parliament over their insulting commentaries against Kalomo Member of Parliament Request Muntanga during the protest over the constitution by Members of Parliament.

The four are Esther Banda,Suzanne Kawandami,Dorothy Kazunga and Jean Kapata.

Ruling on a point of order raised by MMD Chembe Member of Parliament Mwansa Mbulakulima whether it was in order for the four MPs to pass running commentaries on Mr Muntanga that they can jump on him, shit and urinate on him live on Parliament Radio, Dr Matibini said parliamentary rules on etiquette prohibits the use of insulting language against a fellow member.

He cautioned the Members of Parliament that uttering insults against another member is not only irresponsible and intolerable, but also undermines the dignity and respect of the house.

      This is the language of thugs, sluts, not MPs.
      What kind of ladies and Hon. members of parliament can say such disgusting things? And where were they going to do those ghastly nauseating things on Hon. Muntanga? Are these ladies? Oh!! My God, who have we put in our Parliament? Urinating and shitting on a human being? Can we expect anything good to come from such? No. Definitely NOT. We are in trouble. President Sata was right about his MPs.

  2. Well said Matibini these chaps are too much fond of making unfounded statements and breaking the law and when the law enforcement agencies visits them they cry foul. They are nothing but pathetic alarmists and attentions seekers.Smh

    • No one really cares about what this useless song of a dog says. He will come out as the most useless Speaker of all time in this Country come 2016.

      Not only should he be disgraced, but should also be Jailed for a minimum of 10 years.

  4. Mr Matibini is doing his job. He has to bring order to Parliament. However, the UPND and HH have to let the Speaker know that the PF government is clearly disabling the process of enacting a new constitution and to use the Public Order Act to prevent opposition political parties from organising their parties and to freely mingle with the electorate. The same Public Order Act was in place when the late Mungomba and Haswell Banda toured the country campaigning well before the elections. The PF did the same. So, how does UPND and other opposition political parties keep quiet? How else can they express their cry for democracy and justice, Mr Matibini?

  6. Utterances of the speaker are graded useless and reflective of his dullness. This is reason enough Zambia cannot develop with such elements occupying important positions in the country without capacity to do so. Specimen of this speaker matibin must be in the grave yard.

  7. COUNTRYMEN, WHAT WE ARE SEEING IS VERY INTERESTING. PF HAVE ALREADY DE-CAMPAIGNED THEMSELVES, NEXT IT’S UPND. HH AND UPND ARE DECAMPSIGNING THEMSELVES SO BADLY AND EVERY ZAMBIAN IS ABLE TO SEE THAT HH AND UPND WOULD BE DOUBLE TROUBLE AS FAR AS LAWLESSNESS IS CONCERNED IN ZAMBIA.

    HH IS SO UNZAMBIAN IN THE WAY HE IS CONDUCTING HIS POLITICS. HIS LANGUAGE IS SO VULGAR. HE IS IN SUCH AN ANGRY MODE WE WONDER IF HE EVER SMILES.

    LET’S WAIT AND SEE. THIS DESPERATION MUST BE TEMPERED BECAUSE IF THESE PEOPLE LOSE THE ELECTION THEY CAN CAUSE WAR NOT KNOWING THAT ZAMBIANS ARE ACTUALLY NOT IMPRESSED AT ALL.

    • The worst government in Zambian history is the PF. Since when did Zambians get robbed of freedom to assemble since independence. HH is the only redeemer. Anything else is Tissues flashed into the toilet. FORWARD HH AND UPND
