Masumba’s Diploma appeal case fails to take off, complains of being a ceremonial MP

The case in which former Sports and Youth Deputy Minister Stephen Masumba has appealed against his twelve months sentence by the Magistrate Court for forging an accounting Diploma from the National Institute Public Administration failed to take off this morning.

Mr Masumba’s lawyer Mutakela Lisimba informed the court that he was ready to proceed with the matter but the state had made an application.

The state applied for an adjournment as the case record was served late and they did not have adequate time to study the document.

But Mr. Lisimba argued that he had served the submissions to the State on 18th June 2014 and wondered why the state was not ready to proceed with the matter.

High Court Judge Chalwe Mchenga has since directed the state advocate to file her submission by 1stAugust this year.

The matter has been adjourned to 8thAugust 2014 and bail for Mr Masumba has been extended.

And in interviews with Journalists shortly after appearing in court, Mr Masumba complained that development in his constituency has stalled as he is now a ceremonial MP.

Mr. Masumba said the people of Mufumbwe are upset over his absence in Parliament.

“The constituency is at pain. Why is it at pain? This is because I cannot be on the ground to represent my people. I cannot stand in Parliament to speak for them. The people are upset on the ground but as you will appreciate this is a constitutional issue and it has some restrictions on what you can do as a ceremonial MP,” he said.

He said that he has been unable to represent the electorate effectively as he is not attending parliament due to his court case.

  1. In a normal function country, he was supposed to be fired, and if not, he was supposed to resign on moral grounds for bringing shame to his constituency.

    • @ Burret….Yes prostitutes do give birth & most of them are bustard children & HH (under 5) is one them born from a villager prostitute that’s why he does not know his father. The other example is father bwalya….

I dont want to say this but I would wonder who your father was. Whatever you may say of HH, he is perhaps one of the finest Zambians of this generation. And no amount of insults, mudslinging or anything else can demise his stature. He forever, like Bill Gates ranks as one of the most successful businessman.

  4. It is the matter of urgency and we wonder why this PF judiciary is acting like this. This is a spoiled governance which does not prioritize national interest. We all know that the cases are deliberately done that way through Mtembo Mmembe and Winter Kabimba who have the big influence on Lombe Chibesa Kunda. Look at Malawian Judges how long did it take to come up with the Joyce banda’s case!!!!!!!!!!!!!!!

  5. Masumba must stay quiet because it is shameful to talk about theft. Unukuzanga cipwe pimbi umwiji, kuzangama chakasumbi. Shame, shame mwana.

  6. He is guilty but he is taking advantage of the dysfunctional Zambian legal system, which allows anyone with money to avoid jail even after being convicted. There are so many high profile convicts who will never set foot in jail! Katele Kalumba is a case in point. He was convicted over five years ago. His appeal case has failed to take off, as if by magic.

  7. Do not hold your constituency at ransom just resign and allow development to flow in N/W province.There are many things that you can do.

  8. Criminals must not represent anyone. It is a shame and bad example to the youth 🙁
