Don’t waste public funds – warns Secretary to Treasury

Government has devised and released guidelines for the use of public resources during the period of national mourning and transition following the death of President Michael Sata on October 28.

Secretary to the Treasury Fredson Yamba disclosed this when he addressed a forum of more than 250 Central Government and Public Sector Officials on measures required to maintain economic stability and safeguarding public resources and assets during the transition period .

Mr Yamba reminded the participants that as custodians of public resources and assets, they had a duty to maintain the confidence of the public through prudential management of funds and development of processes which will strengthen management of public resources and adherence to laid down procedures.

In a statement to ZANIS in Lusaka last evening, Mr Yamba said the Ministry of Finance and the Bank of Zambia (BOZ) will continue to monitor all economic parameters such as the exchange rate and the flow of foreign exchange to ensure that stability is maintained.

He warned that misappropriation, misapplication and misuse of funds will not be tolerated and urged Controlling Officers and Heads of Public Institutions to ensure that strict financial and asset management guidelines are observed.

Mr Yamba pointed out that there was need to ensure that the economic fundamentals are maintained during this period as instability may be costly and could take time to address.

Meanwhile , Mr Yamba disclosed that he had requested the Road Traffic and Safety Agency (RTSA) and the Controller of Government Transport to guard against change of ownership of government vehicles and curb general misuse and abuse of motor vehicles and fuel during the 90-days transition period.

Mr Yamba implored financial managers in the civil service to honour the late President Sata for his principled approach to financial discipline and prudential administration of public resources by stamping out financial indiscipline during the transition period.

    • Well Said, because Government workers despite being the first to complain of poverty, take advantage of such situation, especially misuse of Government vehicles / Fuel coupons. Please publish the total cost of this Funeral.

  2. Fredson Yamba, This is what all Zambian taxpayers and all concerned citizens want to hear. We also want to know how much to the last penny the treasury has spent unlawfully on the late Sata’s personal adventures in the 3 years as president.

    The Auditor General should audit these guys after the funeral to identify those who might take advantage of the situation.

  5. Sata’s “Financial discipline”? What do you call taking a delegation of 40 to the U.S. to stay in hotels, countless unexplained trips abroad with family members, setting up useless tribunals and then rejecting their findings, paying judge Chikopa for nothing for over a year, endless induced by elections, increase in Salary and entitlements, paying wife 1.5 million of public money so she can galavant all over the world to recieve rewards, the list goes on. Sata wasted a lot of money in his 3 unproductive years. Stop lying to the people.

  6. I am shocked at the on-going attempt by the Zambian media to potray Sata as a good leader. Truth be told, Sata’s legacy is one of tribalism, false campaign promises ( eg constitution within 90 days ) , repeated embarassing moments on the international scene, skewed development where only Muchinga was the main beneficiary, violence by PF cadres, denial of permits for opposition parties, repeated violation of the constitution, insulting of ministers , selective application of corruption laws to persecute enemies, etc, etc…..Zambians let’s be honest ,Sata was the worst leader we have ever had. Let us not make the same mistake again.

    • I totally agree that he was the worst leader that we have ever had, how we could have elected such a man to be President still astounds me. This was a man who was full of blatant lies about everything, 90 days this 90 days that. God in his wisdom has decided to take him, the man has left in place a succession mess which is soon to unfold as soon as he is laid to rest.

Truly laughable how can you talk of prudence when you are basically closing an International Airport to recieve aircraft cargo. ..Sata died a long time ago…only the gullible are shocked by his “death”…Sata was an embarrassment as a head of state. He lied about everything to the end…the first lady and the other liars should be ashamed of themselves.

    • Yes I have many of them that need answers….If only you would take off your cadre tinted glasses and used that thing between your ears would you know my issues.

    • Let’s not pretend or be deceived further. Sata was an outright cheat and liar. No shame had this man who lied to get to the top and claim it was just campaigning in ‘prose’!

      The best thing to happen this year is the death of Sata. God has delivered Zambia from this dictator who would have been our Mugabe!!

You can demonize the late but he has been a Zambian hero who almost wanted to assist your under five to become the next president when he extended the favor by forming the failed pact due to his misplaced pride and failure to be submissive.

  10. Friends please write sensible things. You may be overseas, but you are still a Zambian so please respect our traditions. We shall have elections very soon so make your choice. Insulting a dead man will not win you electins. On the contrary, the voters will be made to realise that your party’s manifesto is to insult.

  11. its really suprising to see how people are coming up to say so many good things about the man whose leadership was questioned long time ago within and outside . even people who told the nation that that man was not presdential material today they say so many sweet things about him really need change

    • My statement today does not hold me from realizing and appreciating the good things coming out from what I condemned yesterday. Yes, people had different views about entrusting the late president with power but after seeing and judging what he has done in 3 years, they need to thank God for giving us Sata as a leader of our nation.

      Just wait and see how we are going to offload data during campaigns in the next one month to come.

  12. What a useless directive when funds have already been abused on the late President through the hiring of countless Doctors and medical errands all over the globe. And who can forget the infamous UN General Assembly trip which was nothing but a waste of Government resources. I hope this directive is directed at political leaders such as Ministers, PSs and DCs who are the greatest culprits in the misuse of Government resources and not the low level civil servant who barely manages to survive.

  13. Even in death some of you devil worshippers like wantanshi continue to hurl insults. Talk about real issues such as what Yamba is saying instead of insulting the deceased. Yamba has made a good point no doubt Scott has also raised it as a concern behind the scenes, well this is what some of us have for a long time been complaining about though we need senior govt officials to squeeze their belts the most as they are the ones that drain govt resources the most on their pointless trips abroad, luxury vehicles and accomodation.

  14. Jay Jay my brother stop wasting time arguing with these PF cadres. First they are of low education and they believe in hero worshipping. If PF urinated on them but told them it is raining they will still believe and just swallow the water. These are what we call bottom feeders of PF who do not go for quality but quantity. They see no logic and are strong Catholics (and pedophiles) who believe there is an after-life called heaven. So they will mourn and console themselves saying they will meet in heaven. As you always rightly say my brother may people wake up because religion is the opium of the poor. How can you salute someone who succeeded in dividing our country to unforseen levels? I hated Mwanawasa for accepting a rigged election but he relatively did a better job than this man.

  15. I can even bet with you that he, Yamba, must be the one who is now stealing now that that the cat is away. Just because he has not been caught does not mean he has not stolen. Just wait and see after their reign in power how they will all start flocking to court to answer cases of theft. This is in-born in some of these people. People aspire for political office primarily in order to acquire ill-gotten wealth. That is why they allow you to have a cellphone but if they see you talking while driving you get fined so that the politicians can be paid. That is big government for you! Allow you to import a car but charge you excessive duty even when there are no local industries making cars, and the list goes on. I think polticians are the lowest of the low….right next to drug dealers.
