The Patriotic Front Government has been advised to stop governing the country by decree.

Former Communication and Transport Minister William Harrington is concerned that governance by decree under the PF government is now reaching extremes where Deputy Ministers’ verbal pronouncements are allegedly becoming law.

Mr. Harrington referred to the recent ban on the use of light trucks to transport people by Home Affairs Deputy Minister Panji Kaunda as one such pronouncement that is being implemented as law.

He told Qfm News that such pronouncements that do not have legal backing will invariably face challenges in terms of enforcement.

Mr. Harrington said that a typical example is the recent decree banning the importation of edible oils which he says the Zambia Revenue Authority (ZRA) failed to enforce in the absence of a Statutory Instrument.

He stated that much as the ban on the use of light trucks to carry people may be well intended, it is on the other hand totally inappropriate and untenable in an economy such as that of Zambia which does not have a well-developed transport system.

Mr. Harrington advised that the PF government should be alive and sensitive to the fact that the vast majority of citizens especially in rural areas where registered public transport is non-existent rely heavily on open vehicles as a means of transportation.

    • A deputy minister mounting a road block?? I wouldn’t stop because according the the RTS Act, only traffic police and RTSA officers are authorised to do so…. unless their are other provisions authorising deputy ministers.

  1. Harrington, you have missed a point. Light trucks are not meant to transport people but goods. We have to observe safety in our roads and how much it cost us year in and year out, in short Harrington should STOP and THINK

  2. Dont be quick to negatively comment on matters that are beyond your reasoning. What Harringtone said is the thruth and nothing but the truth. This PF government if not checked carefully may completely plunge this country into chaos. I have deliberately used the word ‘completely’ because the country is already into chaos. Show me a party in govt with no clear cut plan and policy direction and i will show you what PF is made of

    • Dream on friend. Are you saying government must just fold its arms as our people continue dying on the roads? You have like Harrington missed the point. Panji doesn’t want to take a long route to stem the senseless death on our roads and you just because you are die hard anti PF you oppose it.

  3. @ Ndaje Kahks and Pio are you honestly for real? All Harrington is saying is that verbal pronouncements by ministers or anybody in position of authority can not be effected into law without due process of enactment. Its not only trucks that accidents have happened and it is known fact that trucks are supposed to convey goods. However have a heart for citizens who face the untold hardships that lead them take risks they do. Its now over 50 years down the line and transport is still a major challenge.

    • From some of the comments it just goes to show what kind of leadership we r have and the people that support it. Harrington is right in what he says. Since when have deputy ministers got a say on such issues and where do they get the powers to enact these laws.

    • What Transport Challenges are you talking about? Dont use words which you don’t understand. There is no Transport challenges in Zambia talk of other things not Transport. Be realistic in your critics

  4. PF chaps who are only literate in Bemba have serious difficulties seeing sense in matters like this. If you are in doubt about what Harrington is saying, please go back grade one
