President Lungu rules Constitution changes for Political expediency

PRESIDENT Lungu has advised politicians against advocating constitution changes for political expediency.

He said those who jump at clauses they do not believe in like constitutional reforms will soon find out that the constitution is a reality and they will find it very uncomfortable to do politics.

“These politicians thought they were winning political mileage. If you do not believe in a cause, please do not advocate it, in case you get it. They were saying human rights. Human rights are coming and they are very worried. Why should they worry if they believed in it?” President Lungu asked.

The President said this at State House yesterday after swearing in Ms Thandiwe Oteng as Ministry of Justice permanent secretary in charge of administration.

He said the new constitution reflects the people’s wishes and Government must, therefore, do what people want.

President Lungu said this is a chapter in which most Zambian politicians merely want power and so they subscribe to causes that are popular at a given time.

“Zambians will judge between me and those others through the ballot who has political skills and judgment,” he said.

President Lungu said he has right political judgment and that is why he is head of State.

He said he knows what he is doing contrary to what some politicians think, that he does not know anything.

“I was watching footage of some politicians cheering themselves saying Lungu knows nothing. I know what I am doing,” President Lungu said.

Meanwhile, President Lungu has urged civil servants to support each other, especially when one is elevated to a higher position.

“In the past, the civil service has been complaining that it is not looked at as professionals and instead preference is political cadres for high-level jobs,” President Lungu said.

President Lungu also asked Vice-President Inonge Wina, who was present at the ceremony, as to why women do not support each other.

“Women, please support each other. Madam Vice-President, why shouldn’t women support each other in professional careers such as law or accounts, even in politics? If you do not support each other, how can the President support you?” President Lungu said.

He said it is actually women who go to him [President Lungu] to denounce their fellow women who are earmarked for promotion.

And President Lungu has tasked Ms Oteng to explore ways of collaboration with the Electoral Commission of Zambia to ensure that the Bill of Rights is included in the constitution at election time.

  1. one thing I have failed to understand is where were those pipo who are complaining when the draft was in your area? I thought pipo wanted the new constitution. lets take HH to a trades school to teach

    • Truth is PF wanted to amend the 12th grade requirement for Councilors, but the law does not allow for any amendments until after 6 months of ascent date. So Edgar is been restrict by law and not that respects the law. If he did he would have stopped violence by now. He would allow for fair coverage of the opposition in public media.

      Aren’t you the ones who wanted to STOP the entire process in its tracks? Your MPs even went to the extent of walking out of Parliament. And ever since the amendments were passed, you have NOT stopped crying foul about it. The only difference is that you have now picked something else to complain about and accuse the President of. Before, you used the “passing, or lack thereof,” of this same Constitution as campaign issue to beat the PF and Sata over their heads with when the LOOSER Kabimba refused to release the Draft. Edgar came in and you thought he is going to act just like Wynter, but he proved all you wrong by released the it in short order.

    • Well, that wasn’t GOOD ENOUGH for disgruntled people like you. So what did you do? You pivoted to something else, THE PROCESS/REFERENDUM. Now that he has again outwitted in that area to, the only thing left is to accuse him of stuff (amend the amendments) he has NOT said he agrees with people advocating for this. And that has been the modus operandi of folks in UPND. Please, next time just don’t be asleep at the switch when serious National Matters are being discussed in the people’s house. You only focused on one issue (the 50% + 1) and missed the “moral of the story” — CONSTITUTION MAKING!

      Even now, instead of focusing on understanding the issues contained in the BILL of RIGHTS, you are all busy blaming and fighting over what is essentially “water under the bridge” (the grade 12 requirement.) The President has been very clear and vocal encouraging everybody to take time and read/study the contents in the BoR so meaningful and reasoned changes can be made before it is subjected to a vote on August 11. Yet some !d!ots will still wake up the day after it is passed and start blaming ECL for signing it into Law. So, really, who is f00ling who here?

      Edgar Lungu, right from the start (first as Justice Minister and then President) all he has shown is full commitment to this process. He was the one who released the Draft, set in motion the amendment process, and finally assented to the Law. So to accuse him of being complicit to the “d@mb” discussions of ‘amending the amendments’ that are going on right now is really POLITIKING OF THE WORST KIND. There may be certain Ministers or MPs of his who are saying these things, but the President has never said he agrees with them. He may have allowed the debate to go on, but that’s what democracy entails. Yet we have folks foaming at the mouth accusing him of committing all sorts of “sins” on the Constitution making process. All based on conjecture and rumor. WELL, NOW HE HAS…

    • @Yambayamba, the truth is we have a below average lawyer in Edgar Lungu. The reason he will not amend constitution is because the law restricts him. he was claiming he will dissolve parliament in May when the constitution is clear that parliament will dissolve itself.Now perhaps you understand why LAZ debarred Edgar, he is very tall at law

      U fo’o’l u can’t see that she is just married most likely to Kenyan which doesn’t make her a non Easterner going by her full names.
      The bottom line that @Skd is saying is its too much of Wako Ni Wako.
      Her names are ‘Thandiwe Daka’ Wako Ni Wako married to Oteng.

      @Skd is just saying as much as it is ok to appoint a Daka / Chama or Mwale / Bwalya it is just too much as if Zambia only belongs to North East! Are there no Musoles, Kibelas, Nalishebos or Hantebeles educated enough also to be appointed?

  6. Thank you Mr Preaident for clarifying. When I heard about this revisiting of the Constitution I was about to delete you from my list of great statesmen of this century where I rank you with the likes of President Barrak Obama of the US for exhibiting such rare high level approach to selfless governance. When I assess all the politicians in the Zambian political field today I can’t see any possessing this selfless quality you have which made it easier for you to facilitate the passing of this evolutionary Constitution which gives power to the people & whose positive impact many are just starting to see. I’m further impressed by your commitment to ushering the new Bill of Rights. Zambia is lucky to have you as our President. I salute you sir & God Bless you & God Bless Zambia!

    • The joke is in on you @sad sack if you are trivializing this achievement by Zambia, not just the President, especially if you haven’t even read the Constitution to understand the real power that you now have over politicians & public sector to account under the new Constitution.

  10. Thandiwe, has the qualities of a good PS, she is a lawyer, studied in Zambia and Sweden.She has been in Min. of Justice for many years. Congrats Thandi you deserve it.

  11. I don’t trust what Lungu says. He is a flip flop president. If he is opposed to amendments to the constitution why then has he allowed Kambwili to go on a national tour over the grade 12 clause with a view to amending it?
