Dora Siliya appoints new ERB Board

MINISTER of Energy and Water Development Dora Siliya has appointed a new board at the Energy Regulation Board (ERB).

This is pursuant to Section 3 of the Energy Regulation Act Chapter 436 of the Laws of Zambia, as amended by Act No.23 of 2003.

ERB executive director Langiwe Lungu said in a statement yesterday that the board members are Mr Brian Mundubile, Professor Francis Yamba, Brigadier-General Bedford Chabuka, Bishop Geoff Mwape, Chief Chimbuka, Ms Lynda Mataka and Mr Abel Ng’andu

At its 2nd special board meeting yesterday, the board elected Mr Mundubile and Prof Yamba as chairperson and vice-chairperson respectively.

  1. A bishop, a professor, a soldier, a chief, and a few other nondescript individuals? Are these able to guide the PFoolish lot running Zesco and ensure that blackouts stop? I doubt it.

  2. Predictable…all GRZ boards have the same composition that borders on regionalism. This is a fact, take time and check

    • Imagine and what value do these people bring please publish summary CV’s (espcieally for that chief, is this village we are running?)

    • Shallow minded self imposed @Pastor Lungu, who knew that Chitimukulu was a researcher? I also know of chiefs in Zambia who are engineers and lawyers, please grow up!

  3. Why is it that whenever a new minister is appointed to head a ministry he or she dissolves the old board and appoints a new board instead of allowing the old board run its full term. Siliya is singularly good at that. I do not know about other board members but I believe Prof Yamba’s appointment is on merit.

    • Why do you believe so Senior Engineer (RTD?)? I hope it’s not because of the title in front of his name. If I had time, I would check the CVs of all the members and then make a judgement, but nay…

      Apart from being a full professor in mechanical engineering Professor Yamba runs Centre for engineering, ENERGY, and Environment for Zambia. He is a specialist in energy efficient mbabulas.

  4. These are the flawed governance issues I always talk about …surely how can one individual hand pick members of a board and an Energy board for that matter.

    • @ Jay jay You broke Id1ot chap just keep quit! The laws says so, Period. what nonce is this governance issue you having being pupping about! If it was you appointed you will gladly accept and start chewing the money with them! where is your integrity! If you have noticed flawed governance issues this is not the forum to address such issues. Join politics and positively influence such matters not being an arm-chair-critique.

  5. Jay jay, I also agree entirely with you. If we are to run effective and efficient regulatory boards and parastatals, let the national assembly select board members on merit through the energy committee. The board members can then be ratified by parliament and the minister can supervise the board through the technocrats in the ministry such as the PS. No more one man selection process which may just lead to favouritism and nepotism. We need to amend the acts that guide these government institutions immeediately after elections. I will still be voting PF because with them I have chance of changing these archaic laws just like with the constitution.

    • This is a recipe for failure…we never learnt anything from the ZAWA board and Masebo debacle; we still repeat the selfsame thing no one can stand up and say this is wrong. This is not even worthy of being called an regulatory board

    • TRUE THERE WAS NO BOARD. AND BESIDES, DORA HAS NOT “HAND PICKED” THESE MEMBERS, THE MEMBERS ARE NOMITAED TO THE BOARD BY THE ORGANISATIONS STATED IN THE LAWW GOVERNING THE ERB! DONT CONDEMN FROM WITHOUT. AND YES, THE APPOINTING AUTHORITY IS THE MINISTER!

  6. Lynda Mataka: Lawyer with Masters from Manchester University. Was Dangote lawyer during the Shamenda saga. 2. Brian Mundubile: Businessman in construction. Politician/cadre who stood on the MMD and lost against Wilombe in Mporokoso. Defected to PF (without govt. deals it’s hard to make it in construction business). 3. Professor Francis Yamba. An energy and environment academic and consultant with his name at the prestigious Intergovernmental Panel on Climate Change. 4. Chief Chimbuka: Cantankerous chief from Chinsali. A PF cadre who has made some noise against Kabimba’s position in the PF and about the Sata-Sosala standoff. 5. Pastor Geoff Mwape: has been on ERB for a while. Makes sense to have a man of God to pray for some much needed rains, doesn’t it? 6. Abel Ng’andu: A degree from…
