President Lungu launches works on Zambia’s first ever mega solar plant

President Edgar Lungu on Saturday commissioned construction works for the $1.2 billion solar power plants in Lusaka.

The two 100 MW are expected to be ready before end of the year and are located in the Lusaka South Multi Facility Economic Zone.

This is the country’s first solar photo-voltaic project and is part of the World Bank’s Scaling Solar Program which makes Zambia the first African country to implement the project.

It is funded by the International Finance Corporation of the World Bank and the US Government through the Obama Power Africa Initiative and will be implemented by the Industrial Development Corporation.

The project aims to accelerate the use of alternative and renewable energy sources.
In his speech, President Lungu said the PF government is committed to diversifying the country’s energy sources.

“Thanks to IFC of the World Bank Group and the US Government through the Obama Power Africa Initiative for complementing our efforts in diversifying our energy mix. This event is illustrating efforts my government is making in addressing severe energy deficit which has arisen mainly on account of low water levels in our generation stations,” President Lungu said.

He assured that government remains committed to achieving long term developments in the energy sector.

“Energy is a lifeline of any modern development, our country’s future economic prospects are closely tied to the development of this sector,” he said.

President Lungu regretted that the power deficit has affected job creation levels and government revenue.

“I am pleased that we are here today as testimony of PF government’s efforts to move Zambia forward decisively by adopting alternative approaches aimed at increasing renewable generation and access.”

He added, “With 365 days of sunshine days a year Zambia has great potential to raise investments in solar energy which will not only enable Zambia become a net exporter but will also reduce the country’s dependence on hydro power.”

In July 2015, President Lungu directed IDC to drive the urgent development and installation of at least 600 mega watts of solar power, in order to redress the current power deficit in Zambia and resultant national crisis.

    • Even something that has been built with donor aid money is celebrated with party cadres as if it were from the government itself. And the self praise is astounding given the fact this project would likely have been commissioned regardless of which party was at helm of governance. The lady whose organization produced the money doesn’t seem impressed at all. We need to stop this aid dependence. And why are projects in Zambia always so expensive? $1 billion for 100 MW solar system plant, wow!

      And I hope they have batteries to store energy for night time usage and rainy season. Anyone knows the technical aspects of this?

    • If this was money that was generated from the Zambian economy through better economic management and we paid for it. Then I would applaud Lungu. This is donor money and not from our hard work. We should not be celebrating things we don’t work hard for but appreciate the help. This is not a PF project so don’t claim it.     • In this particular case the project is for Zambia and not for PF. The world bank and other parties simply invited the sitting president, fat or thin, tall or short to commission the project. Observe the context in which this is happening please. It had nothing to do with PF. HH will come and officially switch on the station for Zambia and not for UPND!

Was begging for financial aid better for you? Don’t you think it is this kind of borrowing to build the economy which will one day liberate our country economically so that your nephews, nieces, children, cousins, extra, who will be graduating from all these Universities/colleges the PF Govt is building will be able to easily find employment.

      Like the President has rightly stated, no modern economy can survive or grow without sufficient supply of power/electricity. And if we, as a country, can borrow now and build up power infrastructure so that next time we have a crisis such as another drought, we don’t…

      In fact, if Zambia keeps up with this strategy in the POWER SECTOR, at some point our country/economy will have surplus power/electricity which we can then export to our neighbors at a profety. So if you guys in UPND are really serious thinkers and strategists, you would be applauding the PF/Govt for borrowing to invest in these long term capital projects which are conduits to the diversification of our country’s economy. I am just scratching head on the figures here; how the World Bank and the US Govt is investing $1.2 billion for 200MW why so expensive when one of the largest solar plants in the world; Topaz Solar Farm, USA which produces a whooping 560MW costs wrongly the same OR Rancho Cielo Solar Farm in Belen, New Mexico USA costs $850m and produces 600MW.
    I know this is a US govt funded meaning US suppliers, contractors, engineers etc will be used but $1.2 billion for 200MW is steep.

    • @Jay Jay , the total project of 600MW is estimated to cost US$1.2m implemented by IDC with IFC as transaction advisors.
      1. Pre-qualification for project started in October 2015
      2. Round 1 launced today is 2 X50MW. 48 bidders submitted pre-qualification applications in Nov 2015. 11 bidders pre-qualified to submit bids in DEC 2015. These shall be installed, as you already by now, LS-MFEZ. LS-MFEZ Limited is a subsidiary of IDC of which President Edgar Lungu is the chairperson.
      3. IDC issues RFP for round 1 (100MW) of Zambia Scaling Solar Program and Launch of Round 2 (the next 200MW) in FEB 2016.

    • Unfortunately PF only thought of solar power when it was too late…i remember when Branson was in Zambia; issues raised were airline he also alluded to solar buy no one cared to listen.
      $1.2 million is too small an amount for 600 Megawatts solarpower plant.

    • I figure a Normal PV Solar Plant 100MW could cost US$245million…. we could do more reach about the subject and even of course scale linearly basing on available costs for know successful projects.
      I propose the eia.gov as our starting point.
      Admittedly this project has come late, motivated by a crisis, but it remains a very important decision ever made by the PF

That’s why these projects cost Zambia at least 3 times more than anywhere else. Lungu must have his cut while his minions are also eating on the sidelines.

The last time UPND cadres and even their president condemned Edgar for dancing. According to them a serious president is not supposed to dance. The very next day President Obama was captured dancing caliptso with a Cuban lady while he was visiting Cuba, and the UPND cadres and their president went quiet, I almost celebrated that they had died of choking.

This is not a donation but a loan funded by International Finance Corp. of World Bank & the US Govt through the Obama Power Africa Initiative & will be implemented by the Industrial Development Corporation. Why should these 2 x 100 MW solar power plants cost $1.2 billion? The realistic price should be $250 Million each totaling to $500 Million. These loans are choking the nation & its all citizens villagers inclusive re-pay through high ZNBC TV, fuel, carbon, Insurance Premium Levies, PAYE, corporate tax, import duties, road tax, Toll & various fees for govt services. Why look to the west instead of cheaper east?

      I have no first hand facts about this project, but @Kopala Enginia’s explanation makes more sense than the stuff you are dreaming up as facts. To me this sounds like the first phase of a multi-phase project which is going to span several years and multiple Provinces. I bet part of the project will be located in Southern Province, Livingstone, to be specific. So this canine appetite you UPND sycophants have to criticise everything the PF Govt does is really very disturbing!!

  31. The cost of installing solar plant is currently at USD 2300 per kilowatt inclusive of all other related costs. Therefore a 100MW will cost USD 230 MILLION and two 100MW stations will cost US 460 MILLION. I am seeing USD1.2 BILLION!!!!!! THAT IS ALMOST 3 TIMES THE COST. ZAMBIANS PLEASE WAKE UP AND STOP THIS PLUNDERING OF OUR MEAFRE RESOURCES.

    • PF right now will accept any price or any terms of payment for anything that shows they are working.
      Even if the country is charged 1000% for any project they will accept just to show they are busy.

  32. Ba Lungu what you launched is just a mega debt power plant that only produces just 200 MW of power.A 1000 MW plant is more of a mega power plant.
