CIVIL Servant and Allied Workers Union of Zambia (CSAWUZ) president David Kayobe says the inconsistencies by the Treasury on the pay day for civil servants has caused a lot of sufferings to government workers who are sometimes subjected to eviction from houses by their landlords for not paying rentals on time.
He said inconsistencies in the payment of salaries makes budgeting difficult for civil servants who are sometimes forced to get credits at exorbitant interest rates to pay for their rentals. He said Government should dialogue with civil servants when salaries were delayed so that the workers could adjust their budgeting.
And Mr Kayobe has disclosed that his Union was ready to start salary negotiations for 2017/2018 bargaining year.
Mr Kayobe said the increase in fuel prices would negatively affect the lives of civil servants in that prices of commodities were likely to go up beyond the reach for most civil servants.
Mr Kayobe disclosed that the circular by Government that stopped the payment of lunch allowances to civil servants when they were working within the district would be one of the contentious issues the Union would be tabling during the negotiating. He said the increase in fuel pump prices has come at the right time just before the start of negotiations, adding that this would give the union some negotiation powers as they would be able cite it as one of the basis for salary increment.
He said as far as the union was concerned, the 2015/2016 Collective Agreement with Government ended on 30th September and that the Union was set to start bargaining for new salaries for its members.
He said Finance Minister Felix Mutati has been telling the nation to start preparing for hard times ahead of the impending IMF bailout but that as a Union, they would not accept conditions of service that would make life difficult for civil servants, adding that the workers have sacrificed a lot in the past.
Mr Kayobe further said CSAWUZ was not aware of any Government intention to impose a wage freeze on civil servants, saying his Union would wait for official communication from Government before making their stance

Mr Trade Unionist, do not start and conclude negotiations for 2017/18 now. This is the start of hard times. If you conclude early, you will be stranded with a paltry increase even as inflation hits 100% next year. Just wait, pole pole. The worst is around the corner. The Zambian economy is about to go into free fall.
The GRZ and the Civil Service. When Mutati and his team finally meet with the IMF they should NOT accept job freeze across the Board. Specialist jobs like IT, Climate Gurus, Energy and Agriculture will continue recruiting. This is a new vision. Second why borrow for budget support? Support for what? We can slash the envisaged budget by half…remove DCs, rank of DPS, Provincial Ministers so that PS is highest ranking officer, slash to half MP salaries and allowances and freeze increments for the next five years. the savings should be ploughed into Agriculture projects that will feed the region..no more building malls and prayer houses from public funds

Lungu and PF will never do anything for farmers because he is sneering and deriding farmers, bakachema, every day. Agriculture will languish under Lungu because he has no clue where food comes from, apart from supermarkets, for him.

This salary dependency syndrome amongst most of our civil servants is worrying. Its high time civil servants took salaries as starters for greater investments. Its common knowledge that one’s expenditure is direct proportional to their income..! Salary hikes will never make civil servants comfortable..! Financial literacy is lucking in most of our working class. Instead of getting a loan and invest into some business, most of them would buy expensive liabilities e.g cars and expect their salaries to service the cars..! If we don’t change our salary dependency mentality, we will continue working for money and eventually become destitutes after retirement..! Money will never be enough. Time to invest is now..! Have time to read a book untitled ‘Poor Dad..Rich Dad’ by Robert kiyosaki.
What are you saying about salaried employees, that they should work for free and not depend on their salaries? What is the point of working then? Kiyosaki clearly acknowledges that his wealth accumulation approach worked for his rich dad while his poor real dad worked for a living. We cannot all be wealthy landlords. ALL Zambians have to accept the increases and lower income which will be set according to what is available in the Budget. Everyone has to tighten their belts. In FULL SUPPORT of Civil Servants, I’d urge the Gov’ts to pay all outstanding salaries and onwards pay timely to keep a happy service and to discourage corruption of Bribery on citizens. We cannot afford Strikes, which the opposition in UPND will try to do.

Listen to Kenyatta he said salaries are paid monthly and on time for civil servants from Kenyan money not borrowed or grants. How this is possible is recruiting the right people in positions that matter to the country. Kenyatta is a billionaire so he does not need to steal a penny like others, this is why we needed HH as he would operate at that level

One of the austerity measures in Greece that finally got the attention of everyone was the wage freeze and reduction of civil service jobs.This is in order to reduce consumption and stress on the budget.This unfortunately is the hash reality of a huge wage bill which is not fiscally sustainable.
But here this when they are creating more ministries just to give jobs to friends and relatives. The problem with the PF regime is that no matter how much the majority citizens opposes a proposed decision they do not listen, they go ahead to implement it.Crap!!
