President Edgar Lungu President called a special session of Cabinet on Thursday, December 22, 2016 to reflects on the achievements and challenges of 2016 so that he plans for a more robust approach to the administration of Government in 2017.

And today, Friday, December 23, 2016, the President held another session specifically for Provincial Ministers to discuss provincial administration and other matters incidental to the wellbeing of the country’s 10 regions.

According to a statement released to the media today by his Special Assistant for Press and Public relations Amos Chanda, during the Thursday meeting, Cabinet and Provincial Ministers reflected on Government performance in 2016 and dialogued on a broad range of strategies aimed at enhancing the delivery of quality services to the people.

“In order to improve the livelihoods of our people, it is important for us to take stock of what we have done this far so that we can chart the way forward in a more structured way. My national development agenda will be guided by the wisdom of broad consultation within and outside government,” President Lungu said.

“I am seeking the broadest consensus possible in my quest to develop the country. But there will no room for procrastination and lethargy in the execution of government programmes. I am pleased to learn that my ministers share my impatience at the undue delays in the execution of decisions. We have to break with the business as usual approach.”

From 11:00hours in the morning until 20:00 hours in evening, Cabinet reflected on the achievements of 2016 notwithstanding the challenges of elections that consumed a lot of time away from real development challenges.

“We have to move fast to recover some of this lost time. To this effect, I gave direction on how we ought to move as a team. We have to re-examine critically, all aspects of Government administration within the context of the new constitutional and legal framework following the passage of the new constitution in 2016. We have to look, not just a the cost of running government, but also the redefined relationships between and among different government departments in the light of the new constitutional order,” the Head od State said.

The President guided that necessary re-alignments must quickly be made to ensure the new constitutional and administrative creations can function properly in a coordinated manner and within the country’s limited resource envelope.

The President has underscored the need for Cabinet to work as coordinated team and expects all ministers to be conscious of the crosscutting nature of government if they were to succeed in delivering effectively and efficiently. The PF Government has a huge task to deliver on the promises on which we premised our campaigns in the last general elections hence the need for the ministers to work extremely hard and together.

    • Being thick and being amble are two different things, EL is thick and Zambians think he is amble, By the time they will come to realise this, It will be too late and the damage would have been done. And his camera men have been told to take picture where he only looks amble and yet he is not, Trying to fool the Zambians.

    • Any time I see “crosscutting” (which is really a woodworking term) being used I know we have a bunch of NGO types in the room. This is just a talk shop for people who have never done an honest day’s work in their lives. Zambia, being led by these loud mouths who mistake talking for doing, is going nowhere. The only action we will see is more stealing by these kleptocracts.

    • No hope absolutely no mention of the country’s indebtedness and how it will be tackled a load of bulls#%t this guy is a joke how do you propose to develop without mentioning how you tackle the York around your neck. Stop fooling the thinking Zambians this is NOT business AS USUAL.

  1. I think ED2.0 has partial amnesia so he wakes up every day having forgotten yesterday, just in time to be told he is President. So he makes a new proclamation which will soon be soaked in to oblivion by nightfall.

Skip the holiday ED2.0 and catch up. Maybe on New Year’s Day you will be sober enough to realise 2017 would be so much better in steadier hands than yours.

    Happy holidays regardless. Time waster.

    • Iwe Nostra whether you use your real name or not, they know who you are, all of you. Your I.P address is as visible and unique as Zebra stripes.

    • The man is so Lazy even his lieutenants have absolutely zero respect for him…he is just a tool a mere paycheck to them nothing more!!

    • If Lazarous Banda is a real name then I will come clean and say that my real name is Honest Lungu. Don’t laugh, my parents were sarcastic!

  2. Shame the devol in hh your excellence. HH has never bn in parliament. So he does not understand what happens in parliament. Chi GBV catengeleshafye uku kepaya ka sa:ta:ni::st. Continue pushing the ministers sir. HH is an embarrassment to the nation. My question has never been answered by hypocrites from upnd. When, how, where, the votes stolen. • Sorry Henri, there’s no cure for stoopidity. As my old teacher used to say, it is not ignorance that you know nothing.

    • If to suceed took that you were in the system before humanity would never have progressed especially with individuals like yourself that believe that in order to progress you have to take every little step required …it’s of the utmost stupidity and ignorance that such suggestions are based

    • More rubbish from this Amos Chanda trying to justify his failure of a boss.

Amos, just tell the truth for once instead of always telling lies to try and make these clowns look smart.

This was just a Christmas party and a good excuse to drink plenty more Jamesoni paid for by the taxpayers!

  3. I hope you also discussed the perception that working in government means workshops instead of meeting people in the field. I hope you also discussed the misappropriation of funds meant for other needs ending up escorting ministers going in the field. I hope the auditor general report took precedence too

    • And he is too clueless, useless, brainless, spineless, directionless, needless, worthless, heartless, visionless, ruthless, dullness, priceless and incompetent.

  4. What is his record of success? What can we point to in his past, that would give us assurance that he means what he says?

  5. Instead of looking to spend money on developmental projects try and make your dull ministers make wealth for the country. lets see job creations and increase in exports and decrease in imports with local consumption a priority.

You just know how to spend borrowed money on so called projects and to you and your government working means visiting projects and borrowing.. utter nonsense.

  6. Really laughable…just enjoy your drink Lazy Man ..a man of action does not a daye of action in the future.
    You Lazy Goat!!

  7. From 11:00hours in the morning until 20:00 hours in evening, Cabinet reflected on the achievements of 2016 notwithstanding the challenges of elections that consumed a lot of time away from real development challenges.
‘What reflection can you do when you are busy sipping wine and spirits and planning on getting another euro bond’ Stop lying!

  8. Strange there is no clapping from PF zealots. Are they also feeling the disillusionment and utter hopelessness? When are we seeing the first roll out of the 1 million jobs? Fellow countrymen, how can we just sit and watch as bystanders as our country goes to waste right in front of our eyes?

  9. YABA!!!
Edward Must be Drunk from early X-mas partying!!
Still unbelievable Zambians chose this joker Edward Chagwa to lead a whole nation. You would think he was chosen to run a game of Monopoly, NOT a real Country.

  10. Comment: His Excellence and your team don’t drink imported tea at State House we have a lot of Stocks at ZAFFICO Tea Company formerly known as Kawambwa Tea Company. Buy Locals.

  11. Its a mystery how Lungu without a Vision can see what lies ahead in 2017? Chakolwa has no plan and no Vision about where Zambia is and where he wants to take the Zambian Economy. Its chipante pante all the way. Lawless and illegitimate Lungu will never take Zambia forward. After stealing elections and imposing his illegitimate rule, Lungu cannot unite Zambians and solve their economic problems. With illegitimate Lungu at the helm 2017 is going to be the most difficult year for Zambians.

  12. Lungu’s lazy clueless bunch. What can a form 5 failure understand about realighning? If Lungu was serious about making a turnaround, we could ‘ve seen fron the quality of Cabinet and his staff at state house. Lets not cheat outselves, Lungu has not plan for this country.

  13. GOOD EVENING/ AFTERNOON/ MORNING TO ALL ZAMBIANS IN EVERY CORNER OF THE WORLD. I WOULD FIRSTLY LIKE TO THANK YOU FOR THE NOMINATION. 14. Insulting the prealsident and his cabinet can not take you anywhere. Respect them and their decisions.if you were one of them, would you be happy to insulted? If you can say Edgar has failed in his duties, what of your hh who has even not been in parliament? Bombesha fye and support them.I support them because I know hh with simply divide Zambia na ci tribe caba selfish and egocentric. We need leaders who are neutral with big hearts.not your hh.I wish Edgar and all his men success in their 2017 plans. Go men go!

  15. Uwingasapota hh na ci mwamba ninshi balingana fye, does hh think by allowing GBM to be his vice twalaebati twaikatana that’s just cheap psychology. We know na ci GBM cine will be disappointed.Michael and Edgar tried to show them development but does voting pattern show? It shows their real hidden dirty thinking. So kubalabako fye and concentrate on areas that are awake.napelela apapene fingi ningalanda nemwe mwalifishiba.

  16. “… From 11:00hours in the morning until 20:00 hours in evening, Cabinet reflected on the achievements of 2016…”

That was long, very, very long reflection on non existing subject

  17. Abakali tabalanda chilande lande!
    Actions speak louder than words.
God gave us two ears and one mouth. We therefore should do more listening than talking. Herein is the wisdom of good leadership! It is not the amount of talk that maketh good leaders but great deeds! If we can stop the moral decay in our institution, the corruption, nepotism, cronyism and systematic elimination of certain young persons with certain surnames and replacing them with our own because they come from our village – a vice worse than Apartheid, then all will see and there will be no need to be told. It remains to be seen whether we mean what we say. Only time will tell. Lonjezo (Promise) inadulisa mutu wa yohane! (A promise led to the beheading of John the Baptist!). Better not to promise too much but to be seen…

  18. ZAMBIA must be cursed: At a time when the economy is on its knees, there’s a drought, load-shedding, low copper prices, the country gets a LAZY/DUMP/DULL President.

I suspect by ACTION he means TRAVELING to all countries he’s dreamt about. I won’t be surprised if in the next 3 months LUNGU visits BRAZIL, CANADA, CHINA, DUBAI, NIGERIA, U.S.A (again), VIETNAM, EL-SALVADOR, LUXEMBOURG, SPAIN, TUNISIA, GABON.
