NAQEZ calls for dissolution of ZIALE

The National Action for Quality Education in Zambia [NAQEZ] has called for the immediate dissolution of Zambia Institute for Advanced Legal Education [ZIALE] Council.

NAQEZ Executive Director Aaron Chansa says it is an academic scandal for ZIALE to release 99 percent failure rate for students institution.

Only four students passed out of 378 candidates who sat for their examinations.

“This is surely an academic scandal for ZIALE to release such poor results. Therefore, I call upon Minister of Justice Lubinda to dissolve the Council,” he said.

He noted that the institution has continued to record bad performance of students.

“In 2014 and 2016, the failure rate at ZIALE stood at 93% rate. 2015 (77%) and last year was 98%.We view this record as academically abnormal,” he stated.

Mr. Chansa recalled that on July 18, 2009 former Chief Justice, Ernest Sakala, urged the ZIALE council to revise the syllabus in order to address the low pass rate.

“There is no way ZIALE can continue on this failing path. While we need quality lawyers out of ZIALE, we feel that something is terribly and fundamentally wrong at the institution,” said Mr. Chansa.

He proposed that Parliament should amend the ZIALE Act so that the country can have another institution to be training legal practitioners.

Mr. Chansa further said ZIALE should find independent people to mark examinations.

He noted that the country needs more lawyers to drive legal costs down and have more Zambians access legal services.

You can’t remove ZIALE, every country in the world has an examining body that admits lawyers to the bar otherwise you will have lawyers coming from Matero University.What the State needs to do is to completely revise the justice system to do away with in court settlement so that there is a focus on out of court settlements for civil cases. For criminal cases the justice system must completely do away with custodial sentences in favour of community service for minor misdemeanors and only pass jail sentences forvserious violent and sexual offences. This will ease the demand for lawyers who often exploit their clients with abnormally high fees. These poor results are a failure on the part of Given Lubinda who has not delivered on his promises including decongesting prisons.

    • Get the statements correctly before rushing to respond, What NAQEZ is saying is that remove ZIALE council for failing to deliver and not that remove ZIALE. Its just like the Zambia Police which has lamentably failed in Zambia and people are asking for the IG to be removed, a request coming from even confused Tayali.

  2. For one to pass these exams he/she should at-least spend ka k45,000 to k60,000. If you are not luck then you will end up not being admitted to the chamber that’s after spending all your parents savings. These guys make a lot of money just like ministry of education when selecting teachers. Welcome to Zambia a christian nation were Corruption has been certified.

  3. If students are failing at ZIALE then it is the job of students to work harder. If ZIALE lowers the bar then we are compromising on the standards of education. The problem in Zambia is that we have become accustomed to getting academic qualifications and certifications on the cheap. That is why these new private universities are dishing out degrees like Santa Clause giving out sweets to children. That is also the reason why there are too many exam malpractices. We have so many degrees on the streets but the mentality of Zambians has not changed, people have these academic papers but they are still not educated in mind.   4. What is happening ZIALE is very bad and this is just a reflection of current abuse of power, manipulation, protectionism and stealing from innocent people.

    ZIALE wants to control the numbers of people at the end but they should control at the beginning. They are just making money out of it. The ministry of justice should face a court challenge about this.

    This is abuse of innocent people. Why traumatizing, students like this? ZIALE u don’t stand for justice and therefore should be down away with and new thing with independent markers all in the interest of justice and the Zambian constitution.

  5. But a number of institutions in Zambia are like ZIALE council and its lectures, they have simply collapsed. How can you have 99% failure and you are still there, the noble thing to do is to resign before they chase you. But remember we have a leadership crisis in Zambia in all levels, did you hear the comedy that Police were asking Harry Kalaba over the weekend to get out of Mwinilunga because the minister of Health was in Mwinilunga, that is the alarming levels of fo0lishness that the country has stooped to. Completely laughable and senseless. A joking republic, how sane can that be please

  6. Remember a number of institutions have collapsed in Zambia due to failed leadership. Did you hear the comedy over the weekend were Harry Kalaba was being asked to get out of Mwinilunga because the Minister of Health was in Mwinilunga, and Harry Kalabe shouold be forced to abandon prayer by Police just like that. Have you seen the kind of jokes the country is being subjected to. These jokes you are seeing in our institutions like the Zambia Police is what is obtaining at ZIALE

  8. Is that exam only marked by Ziale, if so then it is a fraud? That exam seems to be difficult than Medicine and Engineering courses at any university around the world, of which l very much doubt. Apart from Ziale exam markers there should be other, two independent bodies to mark those exams as this is the standard practice at most universities in Europe. It’s shameful to record 99 pc failure, you can’t blame it all on students alone, lecturers need to take a fair share of the blame too. Close the institution it’s not saving anybody, except the lecturers themselves who are enjoying students’ funds.

Police brutally ordered Harry Kalaba out of Mwinilunga over the weekend because a minister of Health was in the area, literraly disturbing Harry Kalaba who was at church , now with such acts which are not supported by the law, the people perpertrating this in the ZAMBIA POLICE FORCE could be products of ZIALE. Kachalo kaleya kalepwafye in terms of governance. Very sad indeed. If a leader like Mwanawasa was in charge, he was going to show leadership by asking Police why there were doing things not supported by law. When such absurd things are happening, somebody surely has to show up and show some leadership. This cant continue

  10. That is what you get from Institutions dominated by Tongas and Lozis. These people are selfish people only wanting their own people at the helm of anything. Are these people trying to tell us that law is more difficult than Medicine and Engineering?

  11. if the pass rate is 95% , what do you expect. by the way whats the pass rate at Ziale? we need to start from there. lets imagine, the pass rate is 40%, then our students and lecturers at Ziale need more help. one of the two is Gong’aling’. i am tellin you

This is shameful that that number of people can fail an exam that is based on history and objective thinking.There are two things to look at. either the markers of exams had a wrong answer sheet or the sylabus was different on one hand or either the students are mentally unstable or the markers are straight from the mental institution. Every time an exam is done there is supposed to be a meeting to review the passing trends and look at the causeation.How is it possible bwana Lubinda that the failure rate can always be above 90% for this length of time??? Which country in Africa has this failure rate and no corrective steps taken? Even those that claim to pass are suspect!!!

  14. I remember how one of our tutors (a Nigerian ) changed one exam paper at the minute. This was after some of the students had obtained the original exam paper. Consequently more than half of the class failed that subject. Could this be the case with ZIALE? The failure percentage is embarrassingly too high.

    • Its not,its the system. I know of a person who has never used leakage,passed the London exams but failed ZIALE. Despite working as interns, examiners want their papers answered in a certain way

    • How can a system make you fail? It’s either you’re not reading or the teachers didn’t a good job. OK people can lose nerve during an exam but the number mentioned is too high to use this excuse. My friend a former miner left the mines for Unza and cleared the Ziale thing with one of the best result. He a very good lawyer and doesn’t make so much noise and quietly wins most cases. In the mines we were taught be disciplined so much that we are able to work without supervision for lengths of time.

  15. I believe Law lecturers at all higher learning institutions are admitted to the bar hence if is true why should their students fail?but if not true then make mandatory that all lecturers at higher learning institutions should first be admitted to the bar.

  16. This is laughable indeed…….. Out of 378 students who sat for the exams only 4 were successful! This is what i call witchcraft of the highest order.

Comment:let’s remain objective! definitely the results depict an abnormality. however, there are two factors at play here, the institution and the students. we’re all aware of the caliber of students coming out of the secondary system enhanced by corrupt practices. also, persistent extreme low pass rate, means. the authorities aren’t doing management. in such a scenario, an impartial investigation is the only way. all else is mere conjecture, and won’t get us anywhere!
