Tax revenue up from K 1, 434.2 billion to K9, 628.0 billion in 2008

The Zambia Revenue Authority (ZRA) recorded a K 9, 628 billion increase in tax revenue collections last year.

ZRA Commissioner General, Chriticles Mwansa, says the revenue is higher by K8, 194 billion Kwacha compared to 2007 revenue collection.

Mr. Mwansa says the taxes were mainly collected from the Mines, individuals and business houses.

He also said 2009 will be a challenging year for revenue collection due to the global recession.

ZRA expressed gratitude over the support and encouragement it has been receiving from tax payers last year.

Mr. Mwansa said the taxpayers’ cooperation has helped ZRA restore a sense of national pride and sovereignty.

Mr. Mwansa said growth of tax revenue from K 1, 434.2 billion to K9, 628.0 billion in 2008 would not have been possible without taxpayers’ cooperation. He says the growth in revenue collections could not have been possible without the support from taxpayers.

Mr. Mwansa was speaking at a press briefing to mark the launch of the Taxpayer Appreciation Day (TAD ) in Lusaka today.

He said the TAD day has been chosen to coincide with the ZRA 15th anniversary which will allow its partners to celebrate the achievements and development it has contributed to the nation.

The theme for this year’s Taxpayers Appreciation day is under the theme: Develop Zambia,pay our taxes.

He said Taxpayer Appreciation Day is a new initiative aimed at recognizing and strengthening partnership with taxpayers who have dutifully discharged their Tax obligations.

  1. appreciation by word is not enough. tax payers want to see their tax put go good use. they want to see a clear linkage of tax and tangible results on the ground this is when they will cooperate more. LT we are also interested to see how the various tax sources are faring. instead of feeding us lumpsum figures which have no much information.

  2. I believe that the increase has less to do with the taxpayer’s cooperation. It is the impact that the . corruption cases and the related Jailing that has been demonstrated.
    It makes some corrupt Individuals in civil service keep their hands where our eyes can see.
    The Tax payer has always paid his dues and most of it just went into other individuals pockets.
    At least you have tried to explain it in a way that you send a positive message to the tax payer. Well done.

  3. Yes, ZRA you could do with a bit more efficiency. Perhaps Ministry of Finance should place ZRA back on the commission based funding as it were when the institution came into being. Also, Ministry of Finance should ease the tax burden on the workers in the formal sector (less then 1M people) who carry responsibility of financing expenditure on the whole country. Our back is now broken.

  4. How much was the budget for 2009? As Zambians we need to monitor how every coin is spent ,the days of ignorance and leaving everything to the Govt without checks and balances is long gone, Zambians are very exposed now especially after seeing how efficient countries manage their economies. Our major concern should be with some of our unexposed relatives in the rural areas because it seems they are the ones who elect our Govt, how shall we solve this problem. God bless Zambia.

  5. I might be one of the beneficiary of that tax ,though I still pay the highest PAYE tax to the Zambian Treasury among the servants of Zambians . Anyhow , let us know how the common man ,common child , common woman shall benefit from your pronunciation, sir !!!!!!

  8. They are imposters trying to impress when the country is being ransacked. How does he reconcile going to the IMF when revenue collection is getting better? Why borrow when you can use your revenue? We need this substabtiated and not hand waving as we have always done. That is why we dont develop. If we ask this guy for investments from our revenue, he will say there is no money.

The man is doing good job but the problem is that the govt spends the money without knowing where it goes.We’ve to ask govt where the money goes.It seems Chriticles Mwansa is a hardworking man i’ve ever seen.He was the first African to be govern world tax organisation in Belgium(Brussels ).Therefore i trust the man to be a good servant of zambian people.
    Always he announces the amount of money he collects but govt doesn’t announce how much is spent.Always politicians say we don’t have money but money is there.Wish you well Mr mwansa happy TAD day .

If such a huge amount was collected we expect to see more development in the country though at the moment development seems to have gone backwards.Lets see how this year end we dont want excuses.If there is such amount of money, the country has to be less dependent on donors especially in the budget, though it seems it becoming more dependent on donors than not. Expects lower this year if the windfall taxes have been scrapped!

  13. Jamaco, interesting observation. I never thought of it that way, and it is certainly encouraging to note that the much-criticised ‘fight against corruption’ is having a positive effect. This increase also illustrates the benefits of the wind-fall tax on our economic development. I just hope that this money will be invested in improving our infrastructure and tiding our country through this global recession. We evidently have the means to generate revenue internally without always appealing to outside sources for help.

Have you ever thought how roads, education, health and other infrastructure would improve if all of us paid back the bursary monies that educated us at colleges and universities in Zambia and abroad. Remember there is nothing like free lunch. Guys!! let’s pay back the money so that it becomes revolving fund to benefit our sisters, brother and grand children. And yes, govt should start giving out student loans instead of bursaries

  17. Thats an impressive figure for Zambia but with govt run by nyama fimo fimo, do you expect to see how tax payers money is spent. They have failed to relieve Dora of her responsibilities even after realising that she was in the wrong. I reckon the money is just on paper but actually it has already been spent. We dont expect things to be same this year not only because of the global economic melt down but also due to mismanagement of our national resources by the current govt.

  19. The govt is looking for a financial partner to contract a kitwe/chingola dual carriage way; yet there is a lot of money in the coffers comming from the mines! What happens if that partner is NOT found?

THE REVENUE COLLECTED AT CHIRUNDU IN A WEEK CAN BE USED TO FUND ROAD REHABILITATION BTWN LSK AND CHIRUNDU AND WE DONT NEED DONOR AID. SIMILARY, REVENUE COLLECTED FROM KAZUNGULA/LSTONE PORT OFFICE CAN BE USED TO UPGRADE LSTONE-ZIMBA ROAD.

  23. Guys, a little diversion. I listened to interesting interview on CFI where Chibamba Kanyama explained issue of inflation and I think he came off better than the way he was quoted yesterday. He did not dispute reduction in inflation but argued that airfares should not have a high weighting on inflation basket.At this time with no real flights, it is like saying population growth has stabilised due to deaths. he gave eg of Chrisma Lusaka that is closing-shop converting into offices due to low hotel rates . I thought CSO needs to give us bettter context of those figures they churn out. numbers mean nothing unless they give proper content, context and consequences. what do pure economists say?

  25. Wrong reporting. The revenue is higher by 1.4trillion NOT by 8.2trillion. Its risen from 8.2trillion to 9.6trillion. LT get your facts or go back to jounalism school

  26. Can we know the percentage increase in tax collection and also the cost associated with that increase. It is easier that way than giving us absolute figures. It now looks from your statistics like the increase in collection was more than 100%.

  27. Mwansa has a very happy and innocent face bearded or shaved. How I hope he will put on the same face after the money has been put to use; what concerns me the most is the expenditure. The report inspires hope. With a broadened tax base you guys can go a long way with or without the mines. I hope the money wasn’t generated by crushing alot of poor souls. Otherwise Congrats!! tax collectors or Zacchaeuses.

  28. This is great,but Iam unable to celebrate coz I know that the money will be misallocated to other silly activities like By-elections instead of using it on developmental programs.

  29. Ba LT, do not mislead people. get your facts right before posting. Revenue increased by K1.4tn from K 8.2tn to K9.6tn, representing an increase of 17.5%. Somethings ni common sense, you do not have to be a mathematician to see that there is no logic in the increment you have posted. Nangu nimwe ba journalist, awe somethings mulepishamo pencil mwe.   30. Apart from the distorted figures, ZRA seems to be on the ball but like everyone seems to be saying, where is our money going? We still move on dilapidated roads which keep on getting worse, hospitals have no medicines, students have no bursaries, teachers are going on strike due to late payments………….

How sad! For this is a time when we as Zambians were beginning to to make our own money to propel national growth.

    Whatever, the case, I hope Zambian tax payers will continue to support ZRA so that we can stop being beggars of financial aid from the developed countries some day.

    Its you who is not real. The money will end up in RB pockets and his ministers. I don’t blame you because you are not in ZAMBIA to witness how bad the roads,schools, hospitals etc are. That money is just on paper. Too few people benefit. These are Army Generals, Permanent Secretaries, a few Public service workers those who like holding endless work shops to discuss how they will steal money. Ministers and MMD caders.
