Education is a top priority for the UPND and its one of the areas in which we are most ambitious when it comes to our plans. Being ambitious does not mean that our goals are not achievable, however.

No nation in the world can advance without investing in its people. Furthermore, education is the best equaliser; in other words education is an enabler, it enables the one who benefits from education to advance themselves. As a country that is struggling to realise its economic potential and continues to be plagued by inequality there are few things we should be more concerned with than opening up good quality education to all our citizens, regardless of gender, tribe or family income.

Let me be clear on what the UPND’s pledge is on education. We want to provide access to quality education for each and every Zambian child. In government we will ensure that those children coming from families that cannot afford the fees are able to meet them through the means of bursaries or other financing mechanisms. In other words, money should not be a deterrent for someone who wants to pursue education in this country.

We will invest until every child is in school, and let us be clear that education is an investment, not only for the individual, but also for the family, the community and the nation at large.

How will the UPND fund such a programme? Firstly, the UPND will cut the waste at the heart of government and use the money saved to invest in our people. Secondly, we will cut waste and the heart of government and invest the savings in education. People say there is no money for education but we say that currently we pay salaries for over 71 ministers, we pay for presidential delegations to fly all over the world, and the wastage at bodies such as FRA is through the roof. Fighting corruption will also be important. In a UPND government there will be no sacred cows. We need to recover those misappropriated funds to channel into our education sector. Just cutting that cabinet by half saves us over five hundred million kwacha (500 million) from salaries alone, which can pay for over 10,000 university students.

Every child must have the opportunity, regardless of gender, tribe or family income to access a good education and we will not rest until that is the case. This is the foundation of a productive, prosperous and cohesive society.

  1. I think it makes sense cutting the size of cabinet since we have already the PSs at work , why do need more ministers

    • Yes that’s a valid point the question is how will this be managed? Remember this government has saved millions from fuel subsidies and millions more are collected from toll gates yet the roads are still terrible.
      We need a robust system where all students at higher institutions of learning are on student loans with a tracking system to ensure that you pay back when in employment where ever you may be in the world! Then ensure that all monies collected are used solely for the purpose of ploughing back to more student sponsorship.
      Then ensure that the institutions are semi autonomous to raise funds employ competent staff and deal with student behaviour. And also close some of those useless embassies!

    • HH probably does not know the cost of education from pre-school to tertiray level. Hence his dreaming big. One just wonders how he is going to make savings from GRZ when there are so many politicians who have gone to UPND looking for jobs and trappings of political office. Well, if he says, he is ready to disappoint them and will not care maintaining himself in power, then he could be believed. But we are alive to how politicians behave once in power. He is also talking about cut backs on GRZ expenditure when his campaign is also funded from outside. One just wonders whether he will pay back from his pocket. Easier said than done, as they say.

  2. If you cut out on hiring jets and travel for over 100 people to go and dance in NY, that goes a long way in saving our tight resources.

  3. There we go again from HH with confused 10 point plan, copy and paste policies. Under the new act, whichever government comes into power, we are going to have only 30 ministers. HH do you have advisors?

    • Chibs,../. this is what desperation can do. Make you stop thinking. Some of the issues this guy is saying are already being done. Government trips have been cut (aske Civil Servants), ministers will reduce to 30 etc…. I cant wait to sent this privatisation corn man into political oblivion.

    • It can be done. To start with, a deputy minister has no job description and he/she is under the direct supervision or mercy of the minister. That’s is the reason why a deputy minister does not act in a ministerial position. A deputy minister does not form part of the cabinet. Both ministers and deputy ministers are political positions and their functions is to praise and glorify their party. You don’t honestly need two praise singers, singing the same song, mostly out of tune. The PS is the accounting officer and responsible for everyday functions of any ministry. Position of deputy minister is just to reward cadres for the support they gave to their party. Kenya and Botswana have done away with this useless position. YES WE CAN CUT THE SIZE OF THE CABINET TO 30. BOTWASA HAS 17.

  4. Not convinced. There are many sectors that need financing and it is impossible to just target education. Secondly, this guy has been on record indicating that he will provide free education for all – starting from grade one to tertiary school. What has now happened. Why the change. You were forewarned that it is wishful thinking to have free education in a country that have so many development needs. Hope this has now entered your brains. Otherwise this is just the sign of desperation.

    • The money saved from wastage and corruption will be channeled to education, not the many sectors that need financing which you say exist.
      From the money saved did he say he will finance the ” many sectors that need financing ” ? Or did he say it will be channeled to education ??

      It seems zambian are too used of mediocre and failing leadership to think we can do anything.

      Zambia population to endowed natural wealth means every zambia is entitled to free education, on paper anyway. But we need the leadership to do it.

HH you are exaggerating, you have forgotten your true image hence you will never fight corruption when you are surrounded by likes of Maureen Mwanawasa, Gabriel Namulambe, GBM who is the second powerful man in UPND, George Mpombo, and you have failed to explain your role and how much you were paid in privatization of state companies such as Luanshya Copper Mine and Inter-continental hotel in Livingstore. Government and politics complicated hence what you are promise are lies and not workable, time for coupons and handouts is long gone.

    • Ka pipo. To tell you something Uganda allocates the BIGGER chuck of its budgetary money to education. I just came to learn about that 2 weeks ago on BBC radio that Museven has appointed his wife to ministry of education. Because that is the ministry that receives a big amount of money. The minimum qualification in Uganda is a Bachelors degree. Here in Zambia its a Grade 12 how backward we are. What H.H is saying can be done.

  14. No details there, just the same old story. For a start, HH cannot mention how he will fund free education. The student- teacher ratio is still very unfavorable in Zambia. It is funny how HH is simply offering more socialism. He claims that he will increase bursaries for students, where will this money come from? The UPND is a party that has lost its identity over the years. For an economist, HH seems not to have many ideas. Let me provoke your minds a little- maybe he has no idea how to fix the economy because it is not broken.

  18. This is why you need a manifesto. Your ten point plan is too small to contain details like this. Even UNIP had a manifesto during the pre independence days and one man one vote featured prominently in the manifesto.

    But the PF thieves who are making an extravagant lifestyle out of looting and mismanagement of our reasources tell us it can not be done.

  21. It is very doable and other countries have done it. I would like to see MPs’ salaries being halved. They get too much money and allowances for doing nothing. Salaries and gratuities paid to them can pay many salaries for teachers or educators. The problem is that we have misplaced priorities, but to hear someone paying attention to education is enticing and hopefully the next govt will do as HH is saying.

    You are an acomplished economist/ businessman but running Government is very different from running a farm. How will you ‘invest in education’ if you are saying you will not charge for it ? Where will you get this money ? Borrowing I suppose, BUT isnt that what you are condemning PF for, pilgrim ? Can we also hear an interpretation of the same 10-point plan from your Running Mate.

  23. This is trash coming from Kachema, the Under 5, simply confirms what we have been saying that this man has absolutely NO CLUE of what he is talking about. The other day the cheated openly that education in Zambia will be free from nursery to University and we questioned his shallow thinking and today he has now confirmed that he is NOT A PERSON TO BE TAKEN SERIOUS ON ANY ISSUE because just in this hollow article he says “we will ensure that those children coming from families that cannot afford the fees are able to meet them through the means of bursaries or other financing mechanisms”.
    So if you can read in context, you see that this man is lost in deep waters. We have already predicted that as we get closer to 11 August 2016, HH, the Kachema will get mad, watch this space!

  25. Free education is actually possible when the govt is transparent like UPND would like to do it ie no corruption among leaders, cutting on the number of ministers ie from 71 to 30 and avoid unnecessary baggage on presidential trips. No useless muscians/cadres like it is happening now with PF.

    HH saying he will provide education to all deserving zambians by saving on corruption, missmagment and ministers salaries, only those who are benefiting from the corruption and mismanagement are the loudest saying it can’t be done

  27. HH is right:
    1. There is no country that can develop without a good education system;
    2. Currently, there is too much wastage in Government. For instance, the number of ministers is unnecessarily high and each one, without shame, is bought a vehicle which costs K1.2bn (old currency) in an extremely poor country, the fuel bill per month is very high, they all travel business class/first with really nothing to show for it as the country has remained poor;
    3. Savings from this wastage can go a long way in funding education. A student loan system will be good.

These are all good suggestions but we will be happy to see an example of a budget from you coz the other day in Isoka you cited the same savings to be used for employ more nurses,paying them well and buying more medicine and equipment for clinics and hospitals! But now the same savings to be used for free education? You may save that money but it is not so substantial as to create something very big! It is costly to educate a person to tertiary level. KK tried because we had a smaller population and healthier economy that time but now things have changed so much over time. Talk of implementing an effective students loan scheme and it would look very feasible!

  29. HH thinks Zambia has only two tribes which would mean having even a Cabinet of Ten ministers with five representatives from each. Zambia has 73 tribes and each tribe somehow wants to be part of the governance and that why every President in Zambia is caught up in this problem. If he says he will have a Cabinet half the size when he already have an equivalent of that number who are all Tongas waiting for a job from him, what happens to GBM`s hungry hyenas consisting, Miles, Sichinga, Lupando Mwape, Guy Scott, Mulenga Sata and then Banda , Mutale Nalumango, Venon Mwaanga, Nevers Mumba,were will he put them. They will rise aganist him and confuse him. He will not do anything but continue fighting the hyenas. So where will he get money for free education. Is 10000 students same as free…

  30. This is a good and realistic approach by HH – UPND. It stands to reason that paying for an ineffective OVERSIZE Govt is NOT an investment in any shape or form. Any well-meaning person will agree that paying for education is clearly an investment to the Nation.

    Now, the question is:- What is PF’s plan on education for Zambia? How does it compare with UPND’s? And how will it be funded? I note that none of those people opposed to UPND’s plan on education have mentioned any plan of their own, not surprising because these are the dead weights in PF who are nothing but parasites sponging off TAX payers money, and borrowed money.

    Always remember:- “To fail to plan is to plan to fail”.
